Reagan says no chance
MIAMI <UPI> President Ford won a fourth straight
primary yesterday in Florida and Ronald Reagan, his
fading challenger for the GOP nomination, conceded only a
"miracle" could prevent another loss next week in Illinois
Jimmy Carter, the former Georgia governor, ended
George Wallace’s iron rule of Dixie in the Democratic
primary and immediately proclaimed himself the front
runner for his party's nomination Sen Henry M Jackson
ran third . .
Asked if he had a chance to win Tuesday in his native
state of Illinois. Reagan bluntly said "no." adding. "I’ve
never considered Illinois for a moment."
But he asserted I'm not killed off." and told reporters in
Rock Island he still hoped for a "miracle in Illinois" to stop
Ford's rapidly moving roll toward a first ballot victory in
Kansas City in August
Kissinger gave names?
WASHINGTON 'CPI Richard M. Nixon in sworn
testimony filed yesterday said he understood that
Secretary of State Henry A Kissinger supplied the FBI
with the names of 13 government officials and four
reporters whose telephones were tapped in connection with
a security leak in May, 1969
A sworn desposition of more than 150 pages was given by
Nixon at San Clemente. Calif, Jan 15 in response to a suit
filed against Kissinger by Morton Halperin, a former close
associate of Kissinger on the National Security Council and
a former Pentagon official
The deposition was filed in federal court as Halperin was
releasing its contents to reports
Halperin said he hoped to obtain a sworn statement from
Kissinger within the next few weeks to explain alleged
discrepancies about who ordered the tap on Halperin's
home phone and kept it going for 21 months
Corn, wheat sale likely
WASHINGTON lUPIl—There is a "good possibility" that
Russia will buy another five or six million metric tons of
American corn and wheat between now and Oct. 1. an
Agriculture Department official said yesterday
That is the date when a new Soviet-American five year
grain deal takes effect.
Assistant Agriculture Secretary Richard B Bell told a
news briefing he believes the Soviet sales can be made
without fear of stepping up inflation in retail food prices
Soviet buyers have already ordered 13.3 million tons of
American corn, wheat and other grains since last July to
make up for a poor 1975 harvest.
"We've made it clear to Soviet officials that we have the
supplies and we d like them to buy,” said Bell of the
prospects for grain sales in the coming months "1 think
there is a good possibility of selling five to six million tons
by Sept 30."
Guidelines released
WASHINGTON (CPI)—The Justice Department yester
day released a final draft of guidelines intended to define
the proper role of the FBI's domestic security investiga
tions and end past abuses of its power
In the biggest change from an earlier draft, the final
version does not give the FBI authority to take “preventive
action" to avert rioting or violence threatened by terrorists
or radical groups
Such preventive action has been criticized as resembling
too closely some of the FBI's questionable past tactics. But
the new draft does spell out the bureau's responsibility to
obtain information about threatened violence that might
require the use of federal troops
A new section added to the guidelines—which were
provided for members of Congress today—says such
investigations must be authroized in advance by the
attorney general and findings must be reported to the
Justice Department
Another change provides for a new level of investiga
tion "limited investigations”—in additon to "preliminary
investigations ' and "full investigations” provided for in
the earlier draft
Soviets taking seas?
ATLANTA ilIPD—Navy Secretary J. William Midden-
dorf said Tuesday the Soviet Union was taking over the
control of the seas and questioned whether the U S. can
"spot them that superiority.”
Middendorf told the Navy League here that congressional
leaders had recently shown increased interest in the
nation's sea forces but Russia had gained the leadership.
"The Soviets are outspending us by 90 per cent on major
combatant ships and are taking over the blue waters," he
said. "Can we spot them that superiority?”
Middendorf. who was to address the Atlanta Press Club
and the Society of Professional Journalists, Sigma Delta
Chi today, said Russia had been building "a fantastic
armada" for the past six years while U S. naval forces had
been cut in half
"You can t have an instant Navy, it takes five to seven
years to build a ship." he said. "We're going to have to
move right now."
Prof finds ancient jaw?
ISLAMABAD. Pakistan (UPI)—A Yale University pro
fessor said yesterday he has discovered a complete
human-type lower jaw eight to 10 million years old.

Prof Dvid Pilbeam told reporters his team of American
geologists and anthropologists discovered the jaw in the
plateau of Potohar in Pakistan's northern Punjab province
Pilbeam said the jaw contained a complete set of
undamaged tooth crowns and roots and represented the
best such sample discovered so far in the Indo-Pakistan
subcontinent
The Yale professor, the author of 42 publications on
anthropology geology and geo-physics, said the jaw
belonged to rempaithecus. a common ancestor of human
beings and apes He said the And would throw light on the
earliest stages of the human family
He said scientific dating processes would probably place
the age of the jaw at eight to 10 million years

Evaluations draw criticism

or talents which might relate
to the student's professional
potential" have drawn fire
from Honors faculty members
recently

ors instructor who asked not to
be identified "1 personally
don't feel qualified to evaluate
students' response to stress
and criticism—1 only see them
four to live hours a week."
The forms, which are given
to all Honors Program instruc
tors near the end of each
quarter for the purpose of
evaluating their Honors stu
dents' class performance, were
termed necessary by Dr. Joy
Williams, assistant director of
the Honors program.
"These forms arc used by
the students' advisors, Dr
Lothar Tresp (director of the
Honors program I, and myself
in writing recommendations
for jobs or admission to gradu
ate schools." she said.
She said instructors were
best qualified to comment on
the classroom performance of
a particular student. "They
(prospective employers and
graduate school advisors)

them," she continued.

confidential." Williams said.
Students wishing to see confi
dential evaluations must get a
release from the professor
writing the evaluation, she
said.
Williams and Tresp both re
fused to comment further on
the confidentiality of the evalu
ations.
The Clarke County unem
ployment rate rose to 6 9 in
lanuary from the December
level of 6.3, coinciding with a
rise in the Northeast Georgia
rate from 7.4 to 7.6 over the
same period of time
The unemployment increase
is "pretty much a seasonal
trend." labor market specialist
Ralph Towler said "During
January, the unemployment
rate tends to increase due to
layoffs of seasonal Christmas
help, particularly in the retail
trade industry." he added.
The number of new claims is
down in Clarke County to 12 or
13 thousand from 25 to 30
thousand during the same peri
od of time last year, Towler
said "We refer to the period
between December 1974 and
January 1975 as a recessionary
period. It was the worst time
for new claimants or recent
unemployment." Towler said.
Very few new job openings
are available, he said. "New
entrants to the labor market
are having a hard time." he
added
Towler explained some in
dustries. such as textile manu
facturers. are now calling back
workers who were laid off “in
good standing." as required by
law.
Job seekers are “at the
mercy of someone else losing
their job or quitting," he said.
In the past several months,
the University's hiring freeze
increased unemployment in the
Northeast Georgia area, he
said. The University is "by far
the largest employer in
Athens." he added.
Towler said he could not
release the University's em
ployment statistics.

“very flexible," she said. The
forms are revised periodically,
and questions on the forms
