Hua succeeds Mao
HONG KONG (UPI)—A Chinese government spokesman
yesterday confirmed the appointment of Hua Kuo-feng as
the new chairman of China's Communist party, succeeding
the late Mao Tse Tung.
But the spokesman refused to respond to questions about
reports that the widow of former Chairman Mao Tse-Tung
and three leaders of the "Shanghai Mafia" have been
arrested for plotting to seize power.
Although there has been no hard evidence to support the
reports of their purge, diplomats and other China analysts
in Peking and Hong Kong said the lack of an official denial
gave credence to the reports.
Despite the spokesman's confirmation of Hua’s appoint
ment as successor to Mao, Hua still was referred to in
official reports as premier and "head" of the party.
Carter begins retrial
JERSEY CITY, N.J. (UPI)—Rubin "Hurricane" Carter,
the former boxer who fought for nine years to overturn a
triple murder conviction, yesterday appeared for his retrial
confident of being exonerated.

courthouse and exchanged greetings with a young
well-wisher
A list of 300 veniremen was available for jury duty, with
a panel of 16—12 jurors and four alternates—faced with
the task of deciding if Carter and his co-defendant, John
Artis, are guilty of killing three persons in a Paterson
taproom in 1966
Carter and Artis served nine years in prison before being
released for the new trial, ordered last year by the New
Jersey Supreme Court.
The court ruled that the Passaic County prosecutor's
office erred on two grounds during the 1967 trial.
No life on Mars-yet
PASADENA, Calif. (UPI)—There is no life in the latest
thimbleful of soil analyzed byViking 2 on Mars, but
scientists still refuse to dismiss the possibility there may
be living organisms on the dusty red planet.
The results of the analysis became known Monday even
as the spacecraft gave a second shove to a Martian rock
and prepared to dig into the sheltered soil beneath it for a
new sample.
I*ate Monday evening the 10-foot mechanical arm on
Viking 2 shoved a rock near the spacecraft for the second
time, moving it another four inches. The arm pushed the
rock about four inches last Friday to uncover "virgin soil,"
sheltered from the powerful ultraviolet rays of the sun that
easily penetrate the thin Martian atmosphere.
Scientists speculate that organic compounds, vital for the
development of life and absent from previous test samples,
may have survived in the sheltered soil.
Court upholds changes
WASHINGTON (UPI)—The Supreme Court yesterday
rejected a challenge to new broadcasting rules which
opened the way for the debates between President Ford
and Jimmy Carter.
It also turned down an appeal by the Socialist Workers
Party, which had sought equal time in the debates for its
presidential candidate, Peter Camejo.
The Democratic National Committee and other parties
appealed a 2-1 ruling by the U S. Court of Appeals here last
April which upheld the Federal Communications Commis
sion (FCCi decision allowing news conferences by political
candidates to be aired in their entirety without giving
opponents equal time.
The FCC held that equal time was not required for
political broadcasts not sponsored by the networks
themselves. This allowed the League of Women Voters to
go ahead with the Ford-Carter debates without granting
equal time by other presidential candidates.
On request of the Columbia Broadcasting System (CBS),
the FCC reversed itself when issuing the rules CBS sought
a change after President Ford on July 8, 1975, formally
announced his candidacy for the 1976 election.
Under the practice prevailing, since the early 1960s,
broadcasters had been confined to short film clips of news
conferences on their regular news programs. If they
showed the entire program, equal time had to be given
opponents.
Under the revised policy, news conferences as well as
debates not initiated by broadcasters may be aired live if
the network in good faith determines they are “bona fide
news events" and there is no evidence that any particular
candidacy is being intentionally assisted.
The change opens the way for editors, businessmen or
others 'o sponsor the kind of debates that highlighted the
1960 contest between Richard M. Nixon and John F.
Kennedy.
Ford admits error
(UPI(—President Ford, attempting to clarify his debate
blooper, yesterday admitted he made a “mistake” when he
proclaimed Poland and other Eastern European nations
free of Soviet domination.
The President also questioned Jimmy Carter’s leadership
Ability, saying the Democratic candidate is attempting to
win the presidency by "running down the reputation of the
United States."
Referring to the considerable stir caused by his debate
statement, Ford told a group of ethnic leaders at a White
House meeting: "I did not express myself clearly; I admit
it. The original mistake was mine.”
"There can be no doubt where 1 stand," Ford added
"Any man who seeks to persuade you that I think
otherwise is engaging in deceit and distortion.”
After meeting with the ethnic leaders. Ford departed for
4two-day campaign swing into New York and New Jersey.
Three die after shot
PITTSBURGH (UPI) —Medical detectives from the
Center for Disease Control in Atlanta and local health
authorities yesterday investigated the deaths of three
elderly residents who received swine flu inoculations within
one hour of each other Monday and died later in the day
Officials said the victims died of heart attacks
Dr. Cyril Wecht, Allegheny County coroner, said stress
and bad vaccine were "among other major possibilities"
being examined.
Don Barreth. a CDC spokesman in Atlanta, said there
was a possibility the stress of taking the flu shots might
have contributed to the deaths. But he said for people in
that age factor "there are deaths that occur everyday
whether a flu shot is involved or not.”
