How many times have you
applied for a charge card, only
to receive a letter that begins
with "We regret to inform
you..."? This illustrates how
difficult it is for college
students to establish credit
before graduation.
Such requirements as mini
mum income and credit
references have kept them
from acquiring this superior
credit tool, the charge card
• The qualifications for a
C&S card and Master Charge
are an income of over $8000
yearly with at least a year
employment and one year
residence in Georgia Obvious
ly most students can’t go to
school and have a job earning
that much money.
There are alternatives to the
usual standards, according to

parent guaranty. The account
is in the student's name but the
parent is liable for overdue
debts.’’
“This program is a good way
to expose a young person to
credit." according to Jess
Gregory, director of New
Services for American Ex
press

least." Russell said
However, not everyone
agrees "The narent guaranty
somewhat defeats the purpose
of obtaining the card It's
better to establish credit on
one’s own." according to a
bank spokesman from the
First National Bank of Atlanta.
If a student prefers to be
liable for his own debts, there
are other methods of obtaining
a credit card.

a bank credit card he may try
some of the larger Athens area
department stores
"Davison’s used to have one
charge card for students only,
but this was discontinued.
Now anyone over 1* can apply
for the regular card. There is
no problem for out-of-state
students to get a card since the
store is part of Macy’s,"
according to Mary Eller of the
credit office of Davison's.
There is a $100 limit on new
Davison's accounts unless
there is substantial income
After six months the limit can
be raised. 'Tve never heard of
a student being refused." Eller
said.
When applying for a credit
card the student is first faced
with the credit card applica
tion "It's best to know how to
fill out an impressive applica
tion Be businesslike," Diana
Woodall, a credit clerk for
Sears said.
"An application should be
fully complete. A person
should have some verified
income, not necessarily a job.
Credit references from previ
ous loans and personal refer
ences should not be just from
your roommate. Length of
time on the job and at a
certain address are also
factors," she added
Sears has promotional pro
grams for University juniors
and seniors; a limit of between
$100 and $200 is usually set for
their accounts, according to
Woodall.
Travel and entertainment
cards such as American
Express. Carte Blanche and
Diner's Club are available to
students whose parents sign a

distinguished from hank cards
since it has a yearly fee. no set
spending limits and no revol
ving credit. Requirements
include an annual income of
$10,500 and excellent credit
references." Gregory said.
“One advantage offered by
the American Express card is
that we think it is the most
widely accepted card in the
world. Also, a $500 personal
check can be cashed at any
American Express office with
the card and there is $25,000
automatic travel insurance
$150,000 insurance can be
obtained for three dollars." he
added.
Students can also obtain an
American Express card under
a family plan

face penalties

Department of Revenue will
begin cracking down on
military dependents who pur
chase tax-free kegs of beer at
Athens military bases and then

According to Bobby Bryant,
chief enforcement officer for
the revenue department in
Atlanta, possession of non tax
paid keg beer is illegal, and
violators face penalties of up to
$u»u in tines, a year in jail,
and confiscation of the vehicle
transporting the beer
"We have been getting a
considerable amount of infor
mation concerning abuses
from our agents in the Athens
area," Bryant said. "If we can
catch the violators we intend to
make cases against them "
A spokesman lor the revenue
department in Athens said that
agents will be checking vehi
cles hauling beer kegs if there
is probable cause that the
owner did not pay any tax on
the beer
"If we stop a vehicle, the
owner will have to show us a
receipt lor the keg deposit," he
said "If the receipt is from a
place such as Kegs Unlimited,
the tax has already been paid
But if the receipt is from the
Navy School, the owner faces
serious consequences "
He said that the main
objective of the agents will be
to catch the offender during
the transport of the beer "If it
takes surveillance by our
agents of the Navy School,
that's what we'll do," he said
“Otherwise, we’ll just be
keeping a close watch."
Revenue agents report that
the city has been losing money
on taxes paid on beer Exact
figures were not available, but
the loss was said to be enougn
to make enforcement worth
while.
Agenta said they became
aware of the problem during a
check of the records from
Athens beer wholesales
"We checked the amount ot
oeer going to the Navy School
from the first six months of
>»*t year to the first six
months of this year, and found
that shipments were iip 941
Per cent," the spokesman said
He added that fraternities
were believed to be the major
violators in transporting the
non-tax paid beer
“We will be watching close-
ty. especially during rush week
when there are a lot of
parties," he said
