Institution expansion under construction
Lack of funding
stalls jail project

The Clarke County Correc
tional Institution is asking for
help in the construction of an
academic-chapel complex,
which has been stalled by a
lack of funds
The CCCI inmates need
$15,000 worth of “help” in
order to buy the materials
necessary to complete the
chapel, according to Dr.
Walter Allen, assistant princi
pal at Cedar Shoals High
School, who is organizing
educational programs at the
prison.
Interior furniture such as
tables, chairs and piano along
with paneling, light fixtures, a
suspended ceiling and duct
work for air conditioning are
needed, according to the
project’s construction super
visor. Max Heller He added

get everything done.”

Allen really “took the bull by
the horns” when he organized
academic courses in basic
English, Math, Science and
Social Studies, according to
inmate Richard Turner has
completed the requirements
for his Georgia Equivalence
Diploma through Allen's pro
gram and is now taking
several courses at the Univer
sity.
This year eight out of the
nine prisoners involved in the
academic training program
have received Georgia Equiva
lency Diplomas while other
inmates have completed voca
tional training in auto mechan
ics and welding

and teach on Monday and
Wednesday evenings, accord
ing to Allen.
The inmates are now holding
AA and Jay Cee meetings.
Bible study groups, and visita
tions in the mess hall, which
covers around 1200 square feet
of available area. The facility
is often crowded on weekends
when many of the 78 inmates
have visitors, O’Neal ex
plained
THE NEW complex will
provide 5500 to 5600 square feet
and will improve the learning
conditions for the inmates who
have been used to the
overcrowded mess hall which
is “poor as far as academic
atmosphere is concerned,”
O’Neal said
The bottom floor will be used
as class and visitation rooms,
while the top floor will be used
as the chapel.
In order to raise the $25,000
that has been put into the
project so far, the CCCI sold
raffle tickets, had garage
sales, bar-b-ques, and car
washes, O’Neal explained. A
large part of the money was
received through personal con
tributions, he added.
Many church groups, civic
groups, fraternities and soror
ities, and even University
Football Coach Vince Dooley
have helped a great deal in
raising funds for the complex,
O’Neal said.

sand, no Clarke County Contri
butions have been received,
“yet when it is finished, it will
be presented to the county,”
O’Neal said.
"We are in the red," O’Neal
said, and added the work on
the complex cannot be comple
ted until the $15,000 is raised.
“We hope by Aug 1 of this
year, we will be using the new
building,” he said.
“The (raffle) tickets sell, we
just need people to get out and
sell them,” according to
Debbie Shockley, Warden
Green way’s secretary.
Freeport adopted,
Brooks new clerk
The Freeport amendment
was adopted and Dolores
Brooks was voted in as clerk of
Superior Court in the special
election held in Clarke County
Tuesday.
Of the 25,761 registered
voters in the county, 4319 (17
percent) cast ballots in Tues
day's election. Figures ob
tained from the Athens Cham
ber of Commerce indicate 32
percent of the county's popula
tion was registered to vote
All three provisions of the
Freeport proposal were ap
proved, with only Precinct 218
of 13 county precincts voting
down any section of the bill.
When Freeport is put into
effect by the county commis
sion, it will drop ad valorem
taxes from raw materials or
goods to be finished in
manufacturing and used by
Georgia businesses.
Freeport will also eliminate
ad valorem taxes from finished
goods of a business which
stores goods in Clarke County
for less than 12 months
Brooks easily defeated her
three opponents for the right to
complete the term of the late
Court Clerk King Crawford.
Brooks carried all 13 precincts
and defeated her nearest
competitor, Don Bloemer. by
1759 votes.
