Can Carter change
brother Billy ?
It\ DICK WEST
' ASIMNGTON i l 1*11 h appears that the country i.,
becoming disenchanted with Bill) f 'arter This points up one
ol the detects in ou political sysu-m
Were Billy Carter subject to the whims of the electorate, he
most likely would bo only a one term fiist b-other As it
stands, however there is no w-»y to deny him another four
years without also bumping Jimmy Carter
And gardless of how you might feel about the president,
you surely will agree there is such a thmg as carrying the
brother’s keeper concept too far
If a first lady becomes a political liability, the president can
divorce her Should a presi !ent’s children cause him too much
embarrassment, he can disinherit t.iem But brothers
basically are stuck with each other
There is no provision in the lav of the land for dissolving the
blood link or both might like to terminate the relationship
I’m not suggesting that President Carter would do any of
these things, even under extreme provocation. The President
is a strong family man Regardless of what his wife, children
or siblings did to upset him. he probably would grin ind bear
it.
Carter is by no means the first chief executive to have a
brother problem, however. Nor. in all probability, will he be
the last
It is entirely possible that some future President v ill be
even more sorely tried by a brother than Jimmy has been by
Billy I therefore submit that there ought to be some way of
legally disassociating one’s self from one’s brother.
After a great deal of thought. I have concluded that the
most practical solution to the problem might be a hyphenated
kinship law. Here's how it would work: You're the president
and you have a brother who has become enough of a political
burden to jeopardize your chances for re-election
The new law permits you to go to court and have him
legally changed into your brother-in-law.
Brothers-in-law are notoriously erratic and indecorous.
Nobody expects them to exercise good judgment or good taste
Consequently, when one of them behaves predictably -that is.
makes a fool of himself—nobody holds it against you
If you had brother-in-law who tried to exploit the White
House connection with hustling his own beer label or
conducting guided tours for visiting Libyans, not even ihe
Republican national chairman would try to tar you with the
same brush
In fact, an indiscreet brother-in-law could he a political
asset. For he would assure you of getting the empathy vote.

Athens' annual garbage col
lection costs could be reduced
from $281,400 to $’98,600 if a
proposed “source separation”
recycling plan were initiated,
according to the Conservati n
Committee of the local Sierra
Club
Members of the committee
addressed the Athens league
of Women Voters, which itself
initiated various recycling
projects in the community. last
week at the Holiday Inn
Source separation is defined
as “keeping designated types
of recyclable materials separ
ate from others.” according io
committee member Richard
Lowrance. a graduate student
at the University's Institute of
Ecology.
Another committee member.
Jeanine Kyle of the Sandy
Creek Nature Center, ex
plained the committee propo
sal.
“Right now in Athens, there
are 10 garbage collection
routes and 1000 houses on each
route,” she explained. "We
propose a pilot route on which
source separation would be
instituted and taught to the
home owners. Each day a
. certain type of recyclable
material would be collected
and then sold."

which now sell For 17 cents per

If Athens were to sell these

would be $133,000.
Graduate student Henry
Roque claimed that this :s “an
opportunity to deal with the
environment on an economical

Kyle would also like to see a
law passed which would
require that people bring their
garbage to the curb for
collection.
“Backyard collection wastes
too much time.” she stated.
"And in the past when
curbside pickup has been
requested and not required, it
