ATLANTA-Georgia democrats convened Friday night at the
Atlanta Hilton to listen to presidential advisor Hamilton Jordan,
but much of their attention was diverted as senior Sen Herman
Talmadge returned to his home state for the first time since his
treatment for alcoholism
Talmadge was praised and applauded by state officials and
democratic supporters at the annual Jefferson-Jackson Day
Dinner for the “courage" he showed in facing up to the problem
of alcohol abuse
Talmadge recently finished a six week stay in a Long Beach.
Cali* naval hospital known for its alcoholism treatment
programs.
‘We didn't know the civil service
couldn't be reformed, so we reformed
it anyway.
- Hamilton Jordon
Jordan spoke about the "new foundation" Carter is building
"During the past two years the president has built a strong
foundation." Jordan said, citing the number of new jobs, cuts in
the federal budget, and the assault on inflation as examples
The new foundation is also “creating an everlasting peace"
which "must he backed by a strong defense." Jordan said. He
said that while Carter had received much criticism for increased
defense spending "not a single American soldier has died"
during Carter's term.
Jordan said one of the reasons Carter was elected is that he
was an outsider to Washington ways, which has helped as well as
hindered the administration
Jordan also spoke about how the inexperience of Carter’s
"Georgia Mafia" helped them in Washington.
"We didn't know the civil service couldn't be reformed so we
reformed it anyway We didn't know you don't mix foreign policy
and human rights, so we worked for human rights Now the U S.
is the leading advocate of human rights." Jordan said.
He also said they "didn't know you don't mess with long term
solutions" to problems such as the Middle East, the economy,
and inflation But due to Carter’s work on long term solutions
these problems "ultimately will be solved ."
Jordan, who directed Carter's campaign for president, said
Jimmy Carter has restored the moral integrity of the
presidency The great cloud of shame which has surrounded
politics has been lifted."
The importance of a SALT II treaty was stressed by the
president's chief of staff "SALT II is in the best interest of the
United States If you thought Jimmy Carter fought for president,
wait until you see him fight for ratification of SALT " he said
Jody Powell. Carter's press secretary, was scheduled to speak
at the dinner but cancelled due to the mideast peace talks
Talmadge. not originally expected to attend the function due to
his hospital stay, was received warmly by the crowd The
evening was marked with standing ovations for the senator
Talmadge said he was proud of the progress Georgia has made
in the last thirty years "Georgia's growth has been faster than
the country as a whole." he said
He went on to thank the audience for "what you have meant to
me I hope 1 can repay my debt."
Talmadge. whose chances for re-election have been a subject
of speculation, said. "For the benefit of an Atlanta Constitution
reporter I would like to say my political funeral is greatly
exaggerated "
He was presented with a plaque from former Georgia governor
Carl Sanders bearing a Latin saying which translated to read
"Don't led the bastards get you down '
Gov. George Busbee also welcomed Talmadge back to Georgia
"It's a great night for Georgia democrats because we have Sen
Talmadge back He has taken a bold, courageous step facing his
problem." Busbee said.
Others attending the dinner were Lillian Carter. Sen Sam
Nunn, Veterans Administration head Max Cleland. former
governor Ellis Arnold, and Lt. Gov. Zell Miller Most of the
democratic members of Georgia's Congressional delegation were
in attendance
The dinner is an annual chance for Georgia democrats to get
together and raise money for the party. Tickets for the event
were $50.

Downtown parking garage and pool hall
could be put up for sale at council meeting
by SETH COIIEN
and TOM KELLEY
A recommendation to put a downtown parking garage and
Gandy Pool Hall on East Broad Street up for bids will he decided
tonight by the Athens City Council at its regular monthly meeting
at City Hall.
The recommendation also allows the Athens Downtown
Development Authority to act as an agent, and place a hid for
Seattle Property. Seattle Property is interested in buying the
land to use for construction of an apartment complex The
Seattle firm has reportedly offered $200,000 for the property.
At its 7:30 p m meeting, the council will also consider a
number of re-zoning requests. Terrel Benton, a representative of
the 740 Prince Company has requested that five lots on Prince
Avenue be rezoned from one and two-family residential <R-4> to
local business (B-l), so that the company could expand its
medical offices and improve parking
Area residents are opposed to the plan because the offices are
adjacent to their neighborhood and the project threatens to
increase traffic on narrow residential streets. The Athens
Planning and Community Development Committee has
recommended that the rezonmg request Ik* denied
The council will also consider the re/.onmg request of First
National Hank ot Athens to rezone lots on the north and south
sides of Yonah Avenue from R 4 to multi family residential (R-5>
to permit construction of two-bedroom luxury apartments
The zoning change is opposed by area residents, and a petition
of 115 names was presented to the Athens Clarke County
Planning Commission at its meeting last Thursday night.
The residents disapproved of the project because most homes
in the area are old and mostly owner occupied Some residents
feel that modern construction would look out of place and would
clutter up the neighborhood
On other issues, the council will consider a request by the
Russell Hall Council concerning the operation of pinball
machines Presently there is a city ordinance prohibiting pinball
machines in Athens The Public Safety Committee recommended
the matter Ik* held unil it checks on a state law defining the
differences between legal pinball units and illegal pinball units
The council will also rule on a Public Works Committee
recommendation that the city accept ownership for operation and
maintenance of the sanitary sewers that will serve the Georgia
Square
