County commission hears plans for new jail

A new county jail, capable of
holding 144 prisoners, will be
built soon, according to Janies
R Holland. Chairman of the
Clarke County Board of
Commissioners Holland pre
sented the plans for the new
jail at the regular meeting of
the Clarke County Democratic
Committee. Monday
The five member Board of
Commissioners has decided a
new jail will he built at the
Clarke County Work Farm on
the Lexington Highway The
question is not whether we
are going to build the jail, hut
how are we going to pay for
it. Holland said.
Holland said the Board will
make a decision later this
month concerning whether or
not to have a referendum to
decide how the new $1,300,000
facility will be paid for If a
referendum were held it would
probably give Athenians a
choice between selling munici
pal bonds to raise the money
or having a lax increase which
would probably last three
years. Holland said
The new facility will have
three wings plus a kitchen It
will be able to house 112 male
prisoners. 20 females, and four
trustees There will also be
eight holding cells Each cell
will house four prisoners and
will be 12 8 feet by 15.4 feel.

The present jail, located in
the county courthouse, is only
capable of holding 45 male
prisoners and five females as
a result, some Clarke County

hoarded in neighboring jails
A minor controversy arose
when George Bullock, a
member of the Democratic
Committee, expressed concern
oier the Board of Commission-

people whether or not they
wanted a new jail.
Holland said the county
really has no choice, consider
ing the lack of space in the old
jail, and increased pressure by
federal government to build a
new one
He said a federal lawsuit
was brought against the county
in 1974. charging the conditions
in the jail were not suitable. A
referendum held two years
ago which was rejected, asked
Athenians whether they want
ed a new governmental com
plex which would have cost $6
million.

the complex, and would have
cost around $3 million
Holland said he read the
results of the referendum as
saying the people to spending
$6 million for a new complex,
not that the people were
opposed to the construction of
a new jail

government." The people elect
a Board of Commissioners to
decide on issues such as these

run. she said.

that she is not in favor of
holding a referendum to
determine how the facility will
be paid for.
She thinks a three year tax
would be preferable to the
selling of municipal bonds
This is because the tax would
be cheaper for the people in
the long run. she commented.
A bond sale would result in
Athenians paying for the jail
over a long period of time,
perhaps twenty years. In this
way the interest would accum
ulate and the total cost would
be more than paying an
increased tax for three years.

Athens Tech gets
expansion money

Over a million dollars in state funds recently allocated to the
Athens Vocational Technical Institute will be used to construct a
new building, allowing the school to expand existing programs
and begin new ones, according to Athens Tech assistant director
Ken Eason.
The 27.000 square foot facility will accommodate an additional
350 students and result in the hiring of about 25 new staff
members One million dollars of the allocated funds will be spent
in the construction of the building and the rest of the money,
$231,651. will be used to purchase equipment for the facility.
Athens Tech was chosen for the expansion project after an
extensive survey showed that the school is located in a strategic
area of the state which will probably experience a rise in
population and job opportunities within the next few years.
The survey, conducted last year by an independent consulting
firm in Atlanta, evaluated 24 Georgia technical schools in order
to determine which ones were in greatest need of expansion

Business Education. Data Processing, and Industrial Electronics

handicapped students." Eason said Some existing programs will
be expanded.
Construction of the new facility is scheduled to begin within the
next two months, according to Joe Taylor, director of federal
programs for the Clarke County School Board "Under the terms
of the allocation we have to break ground before July 1 (the
beginning of the new fiscal year) or we don’t get the money," he
said.
"The Board did not really expect to get the money," Taylor
continued "We knew we would get it if there was any money left
over in the state budget but we were not notified until about 10
days ago that we had it."
Taylor said that he believes that Athens Tech is one of the best
technical schools in Georgia "We feel that the new facility will
help to better serve the people in the community," Taylor added
