City bus contract will be reconsidered

The Athens city council will
decide tonight whether to
accept or reject a $70,000
contract that allows University
students unlimited rides on
city buses
The mayor's transportation
committee has recommended
that the council accept this
contract, the third since 1977
Students pay $1 of their
transportation fee quarterly
for the bus-riding privilege
University and Athens Tran
sit System officials are pleased
with results of the first two
contracts and see no reason
why the third should bv any
different.

According to Joseph Broad
hurst, the University’s director
of business services, students
are not using city bus service
“to full potential." but he feels
it’s a good idea to have the
service available.
"Procedure for renewal? It
has been that Dwight Douglas
<dean of students) would get a
feeling about continuance from
the students through the
Student Government Associa
tion. Now there is no SGA."
But. said Broadhurst, the
University would not accept an
increase in the per student fee
without student input
Douglas said, "Mr. Broad
hurst contacts me every year
about the advisibility of
renewing the contract. Unless

Young Democrats are planning a general meeting
Wednesday at 7 p.m in Hoorn 202, Baldwin.

General Information
A "Travel and Study Abroad Fair," sponsored by the
International Services and Programs Office, will take
place today from 4 p.m. to 8 p.m. in Memorial Ballroom.
The fair is intended to supply information on all aspects
of traveling and studying abroad. International Student
I D. cards will be issued at the fair.
The University Botanical Garden will sponsor a
workshop on hanging baskets Saturday from 9:30 a m. till
noon Ben Pace will discuss plants suitable for baskets,
and demonstrate techniques for the culture and
propagation of these plants The workshop costs $10 for
the general public and $8.50 for Friends of the Botanical

The foundations of Home will be the subject of a lecture
given by Dr Robert Fnggass, Fuller E. Callaway
Professor of Art at the University The slide lecture will
take place today at 8 p.m. in Room 117, Visual Arts.
Fnggass. a newcomer to the University’s art faculty, will
include descriptions of such famous Roman fountains as
Bernini’s Piazza Navona, the Triton and Turtle
foundations and the Moses and Trevi fountains. A
reception for Fnggass will follow the lecture
The final concert in the University’s Franklin College of
Arts and Sciences Chamber Music Series will feature the
Fine Arts Quartet Saturday at 8 p.m. in the Chapel
Formed in 1945. the Fine Arts Quartet has toured the
United States and Canada, the Far East, Australia, New
Zealand and Europe The four musicians are all
professors at the University of Wisconsin in Milwaukee
The concert is free and open to the public
International Folkdancing will be taught the first hour
of the International Folkdancers meeting Friday at 8 p.m
in Memorial’s small ballroom.
Dancers and old-time musicians are welcome at the
Clogging session Sunday from 7 p.m. to 9 p.m. in
Memorial's small ballroom Any dancer, beginner or
otherwise, is invited.
The University Film Club will be taking auditions for
parts in a James Bond spoof today in the Memorial plaza
from I to 3 p m Some good parts in the cast still have to
be filled

SGA approved last year's
contract by a show of hands,
but the session was not official
because of lack of quorum
Athens Transit director Jerry
Mooney sees the University
contract as mutually benefi
cial. "We relieve pressure on
the school’s bus system and
parking, and the students bring
up ridership and revenue,"
Mooney said
"If the contract were with
drawn, it would cause us to
make major budget changes."
Mooney said, "which would
mean route and schedule
changes to adjust to loss of
revenue .’’ ATS’ 1979 operating
budget is $384,000.
Mooney described a shifting
pattern of student ridership
that necessitates what he
called ‘‘flexible scheduling"
for ATS buses. "Student
ridership is off during some
times of the year and we make
route and time changes ac
cordingly." Mooney said.
"We are very satisfied with
the University contract." he
said, and did not know of any
active plans to boost student
rider fees, at least not before
next year
Would University students
ride the buses if it cost them 30
cents a trip'' An informal
survey of 85 students indicated
that 16 of that number use the
buses regularly. Of the 16, 10
said they wouldn't use ATS if
they had to pay for each ride
A frequent suggestion from
students questioned about ATS
is that a Gaines School Road
bus route would have heavy
University ridership Mooney
said such a route is one of three
new ones under consideration
But. he said, they have to be
approved by both the county
and the city.
“The city and county politi
cians have to give me a
definite go-ahead before I can
do anything about new routes,"
Mooney said The county
commissioners have to under
write the cost of any new lines,
and a 1975 study showed
ridership in that area too low
to make a new route feasible.
Mooney said
"The question for the county
is whether or not the riders are
there If they are not. then the
county doesn't want to lose the
money." Mooney said, “but we
will continue to look at it."
City council may settle
pinball issue at meeting

The pinball issue may finally
be decided tonight when the
Athens City Council holds its
monthly meeting at 7:30 p.m.
in City Hall
The Public Safetv Committee
agreed at its last meeting to
send the matter to the full
council without making any
specific recommendation It is
possible that the full council
will send the matter back to
committee for further study,
however, according to Jerry
Nicholson, chairman of the
Public Safety Committee
When asked to speculate on
the outcome of a vote that
would amend the 1960 city
ordinance banning pinball
machine^. Nicholson would
only say that we would have to
“wait and see."
The issue was brought about
as a result of a Russell Hall
Council letter concerning the
operation of pinball machines
in the city. The Hall Council
would like to include these
games in Russell’s gameroom
The committee could choose
to keep the ordinance as is, or
it could update the ordinance
to conform with the state law-
concerning the matter. Pre
sently. pinball machines can
be operated legally in Georgia,
as long as no more than 15
games can be won on one
quarter
The council will also consi
der a recommendation from
the Planning and Community
Development Committee that
bus routes could be extended
into unincorporated areas of
Garke County, if the county
pays for the extended routes
out of funds not paid by city
residents. These funds could
come from a special tax
district, for example.
