Several citizens, dis
pleased with the service of
a local cable company, told
the finance committee of
City Council tuesday night
that serious problems with
cable service should
be solved before council
grants the cable company a
rate increase.

plained about poor re
ception. though some also
complained of poor cus

scribers will give up four of
their present stations or

He asked the council to
deny the proposal for the
rate increase unless Liberty
can upgrade their system to
accommodate 19. 20. or 21
channels, provide a com
munity access channel and
provide tiering of service
McDougald also thinks
council and Liberty need a
market study to get an idea
of what the community
wants regarding cable ser
vices.
Victory said the cable
company would not finance
such a study "If someone
wants to do a survey, let

After the suit's dismissal.
Lisa Bailey's mother said
she had sought damages
"so that maybe lives of
other students can be saved.
"No amount of money wi
bring her (Lisa) back."
Bailey said "I haven t
been able to go through that
intersection again."

Hostages release appears closer
UPI—Iranian Prime Minister Mohanmed Ali Rajai Wednesday suddenly raised
hopes that the American hostages might soon be free
Rajai told a Tehran news conference that the United States was ready to accept
Ayatollah Ruhollah Khomeini's four conditions for the release of the 52 American
hostages held by Iran for 354 days. The anniversary of their capture is Nov. 4
election day in the United States
Rajai rejected any link between the release of the Americans and the resumption
of supplies of American military spare parts, which Tehran needs for its war with
Iraq
In Washington. State Department spokesman John Trattner repeatedly refused to
answer reporters' questions about whether the United States considered itself to
have met the four conditions laid down by Khomeini
Reaction to Atlanta’s killer hunt
ATLANTA (UPI)—A police officer assigned to the citywide door-to-door canvass
designed to uncover clues in the cases of Atlanta's slain and missing children said
Wednesday the project is getting a positive reaction from most residents
"We re getting kinds of things, like old abandoned apartments they want us to
check out." said Officer John Woods.
Woods said the presence of police officers going to each house is generally being
well-received.
"They know we’re doing something," he said
But the officer, who is assigned to a zone heavily populated by blacks and public
housing projects, admitted there has been some negative reaction to the massive
canvass
"Some of them don't want us out there," he said. "They say This ain't going to
catch them killers. Go ahead and catch them. ”
Since July 1979. 14 black children in the city have disappeared and the bodies of 10
were later recovered The cases have been linked under one investigative roof
because all of the children were black, all between the ages of 7 and 15. all but two
were girls, and all but one of the disappearances occurred at 25-day intervals and
while the child was out alone.
About 200 police officers and 224 firefighters have been ordered out onto the city
streets to distribute questionnaires and other materials related to the case,
including safety warnings for children.
Woods said the rank-and-file of the police department believes the effort will be
successful
"Most of them think we’ll turn up something by doing it,” he said
Court upholds bad check law
ATLANTA (UPI)—The Georgia Supreme Court Wednesday upheld the
constitutionality of Georgia's bad cheek law-saying the statute did not amount to a
sort of debtors prison for the poor.
In the checks case, the court specifically upheld a 1978 amendment to the law
making it illegal to write a had check for rent or state taxes
"The debt existed prior to the giving of the bad check, and the debt continued to
exist after the giving of the bad check, said the ruling by Justice Harold G Clarke
' The act of giving the check did nol created Ihe debt, and in the absence of the act
no violation of Ihe law occurred under this statute, nor could it constitutionally
occur. 1
“Although the giving of the check was related to the debt, it is nol the debt," he
wrote. "Therefore, a person who might be imprisoned for the act of giving a bad
check for rent or state taxes is nol imprisoned for debt but, rather, for an
independent act.”
