The State
Senate bans nude dancing, gives second jury death right
ATLANTA (UPI) - The
Georgia Senate voted
unanimously to outlaw nude
dancing in bars Thursday
and approved a bill allowing
judges in murder trials to
summon second juries when
a trial jury cannot agree on a
life or death sentence
Meanwhile, the House
voted to make the sale,
possession or use of
quaaludes a felony, adding it
to the list of other Schedule
One drugs such as heroin
and angel dust
And Gov. George Busbee
urged the House to pass what
he called “one of the most
effective pieces of anti
crime legislation” — a bill
that would equalize jury
strikes for prosecution and
defense teams.
The bill that allows second
juries to be empanelled was
prompted by the December
trial of Anthony “Amp”
Wiley, who got six life
sentences for the stomping
death of a Decatur woman
and near-fatal beating of
another woman. One juror
held out against a death
penalty for Wiley, so the
defendant was given life.
The House-passed bill was
amended in the Senate
Judiciary Committee to
limit second juries to cases
in which 10 jurors voted for
death — and even then, only
one rehearing could be held
If a jury voted 8-4 for death,
for instance, a judge would
have to declare a mistrial in
the sentencing phase and
impose a life term
If the jury was split 10-2 or
11-1, however, a second jury
could be empanelled to hear
arguments of aggravating
and mitigating cir
cumstances, and would then
decide whether to recom
mend a life or death sen
tence.
“In our reaction to one
case, don’t let our zeal
overcome our common
sense,” said Sen. Roy
Barnes, D-Mableton,
chairman of the judiciary
panel. He warned that
second juries would lead to
‘‘a long line of federal ap
peals" in already com
plicated death cases.

Exam week hours
The Main and Science libraries will begin their
winter quarter exam-week schedule Sun., March 14.
Both libraries will be open as usual from 1 p m. to mid
night. and the smoking lounge at the Main Library will
remain open until 2 a m. The libraries will be open
from 8 a m to midnight March 15-18, with the smoking
lounge open until 2 a.m. Library hours are from 8 a m
to7 p m March 19 Both libraries will be closed March
20 and 21, but will reopen from 8 a m. to 6 p.m. March
22-26.
The Law Library will be open 8 a m. to 5 p.m March
20, and will be closed March 21 The Law Library will
be open 8 a m to 5 p.m. March 22-26, and will be closed
March 27. The library will resume regular hours
March 28
Dormitories will close at 10 a m. March 20 and will
reopenat 10a m.March24.
Beginning Tuesday, buses will operate on a reduced
schedule Russell Hall buses will operate eight
minutes apart, East-West, Orbit and North-South
buses will run 10 minutes apart
Milledge Avenue buses will run every 20 minutes.
The Family Housing bus will operate on a normal
schedule.

Sen. Todd Evans, D-
Atlanta, an opponent of
capital punishment, warned
against making it easier to
execute criminals He said
statistics indicate the
number of murders increase
in the two to three months
after an execution and said,
“We have to find a way to
break the chain of violence."
Sen. Bill English, D-
Swainsboro, said executions
would deter violent crime.
He said it would take two or
three electi ocutions for
killers to get the message, if
the courts would let the state
resume executions.
“You turn that electric
chair back on and after
about the third execution,
you'll see violent crime take
a nosedive,” said English.
“About the 15th elec
trocution, criminals will
start stopping at the Georgia
state line.”
Sen. Joe Lee Thompson. D-
Smyrna. who responded to
the Wiley verdict by steering
Senate passage of an earlier
bill to forever deny parole in
heinous cases, surprisingly
argued against the House
bill He said it was an affront
to the jury system
“I believe in death
penalties. I'm not for turning
the other cheek," said
Thompson “But I believe in
the jury process more than I
believe in the death penalty,
and I'm not willing to
sacrifice the jury system to
have the death penalty.''
The Senate voted 33-16 to
send the bill back to the
House for concurrence in the
10-juror amendment and the
change limiting trials to one
rehearing.
Barnes won unanimous
approval of the nude
dancing ban, sending the
measure to the House for
approval. He said the bill
was not an infringement on
artistic freedom or other
First Amendment liberties,
but was based in the U S.
Constitutional amendment
allowing the states to control
liquor sales
The bill would forbid nude
entertainment in any
establishment selling
alcoholic beverages.
In the House, a bill
categorizing drugs ac
cording to their potential for
abuse passed unanimously
146-0 The measure, spon
sored by Rep Bobby
Parham, a Milledgeville
pharmacist, was amended in
committee to add quaaludes
to the list of Schedule One
drugs
PSC doesn *t want Coke to listen in on phone
ATLANTA (UPI) — The giant Coca-Cola Com
pany is seeking permission to listen in on
telephone conversations of some of its employees
and members of the Georgia Public Service Com
mission said Thursday they don't think much of
the idea.
Coke asked the PSC for permission to use
“telephone service observing equipment" so that
supervisors can listen in to sales department per
sonnel taking to customers
But two Public Service Commission members
said they won t go along with approving the idea
“I've just not been able to reconcile myself to
allowing monitoring," said Commissioner Bobby
Pafford "They say it's for training techniques,
but I think it might be abused. "
Another commissioner. Mac Barber, said he
doesn't believe in allowing third parlies to listen to
a conversation where the first two might not know
about it
A PSC spokesman said a vote would be taken
Tuesday on the proposal arid indicated chances for
passage were slim.
Coke official Charles Humphrey said the com
pany wanted to use the telephone observing equip
ment to monitor sales efforts for a test marketing
campaign
