Backstage opens on old B&L lot;
QB1 to be inaugural act tomorrow

For the owner of Backstage, an Athens nightclub which
opens tomorrow, one of the biggest problems is the ghost of
the B<'L Warehouse
The club will open with QBl performing The doors open at
7:30pm
"The image is a difficult thing to deal with,” said Ken
Pulghum, part-owner of the new club
Fulghum picked up the lease for the club last January He
toyed with the idea of opening it as the Warehouse, but decid
ed to use the name Backstage, and to feature popular concert
acts
The BcL Warehouse was closed by its owner Barry Flem
ing after Clarke County District Attorney Harry Gordon filed
a complaint in Clarke County Superior Court charging that
the club was a public nuisance and that owners encouraged
loitering and illegal drug transactions that "corrupt the man
ners and morals of the public."
Fleming later attempted to open a new club on the site of
the B L. but was not able to obtain a liquor license.
It boiled down to a problem with drugs and a problem
with violence," Fulghum said “And whenever anybody
reopened the club many of the elements were let back in.”

"We re taking steps to weed problem individuals out" in
the new club, Fulghum said He said they had beefed up
security, cleaned up the environment around the club and in
stituted a dress code
The dress code, he said, is “one that you'd find in many
clubs .’’ "We ll just exclude anything that's dirty or sloppy
I’m not going to bar a chick because she’s wearing Levi's and
her collar’s not right," he said
Ironically, the steps are being taken to bring back the
flavor of an earlier B&L "There was at one time a clientele
that was not offensive to the communty,” Fulghum said, ad
ding that the old B&L was "an institution.
"I mean people around here can remember the club from
back in high school," he said

on the average, only a third
of the tasks that were taught
them, and that extra time

Nunn's committee also
rated the Army's combat
skills in a "report card" in
1977 and 1978. The results:

A subsidiary of a local newspaper firm
announced Tuesday it would begin operation
of a local cable television station by 1983,
Observer Communication, Inc., a sub
sidiary of Athens Observer, Inc., will lease
one channel of the Liberty TV Cable System,
Observer president Chuck Searcy said
The three-year agreement calls for 24-hour
television operations, said Phil Williams,
former editor of the Observer and now vice
president of Observer Communications.
The first stage of programming will
consist mainly of teletext — an electronic
newspaper, Williams said.
"Such programming will consist of
community announcements, news, weather,
advertising and other information provided
in the form of character-generated messages
on the screen. ”
The company plans live and taped
programs from the outset, and about six
hours per day of local programming at first,
Williams said.
Searcy said while the teletext format
provides "a very limited fare for viewers,”
future programming plans are "much
broader in scope."
Searcy said the television enterprise will
be financed by a limited partnership of local
investors. The company will need an initial
investment of about *250,000 for equipment
purchases and first-year operations.
Both Williams and Searcy stressed that the
station will be available and accessible to the
Athens community. Williams also said he
hopes to draw on the training and en
thusiasm of University students in
programming audio and video productions.

• Of 2794 cannon-fire
direction specialists, 81 per

• Of 3022 track vehicle
mechanics, 89 percent fail
ed.
A June 1981 study con
ducted by national defense
specialist Robert L. Goldrich
showed that the all-volunteer
force is not only under
qualified, but also
unrepresentative in terms of
race.
In addition to these pro
blems with the all-volunteer
force, Nunn is concerned
aout what would happen to
the young men who would
suddenly be drafted in war
time.
“The worst that could hap
pen — and if we had a war
now, it would happen — is tat
a lot of young people would
be drafted, trained and sent
to fight — all very quickly,
which would result in a lot of
casualties that could have
been avoided, ” he said.
Nunn is currently working
on a legislative proposal that
would introduce for the first
time a mandatory period of
“national service” for all
young Americans.
The bill would require all

men and women who reach
the age of 18 each year to
perform some form of public
service. For a small minori
ty of 100,000 to 150,000 - all
of them men — that service
would take the form of a
draft into the military
reserves, probably for six
months of active duty follow
ed by six years of weekend
and summer training ses
sions.
But Betty Alexander,
regional Selective Service
Public affairs officer, said
Nunn’s proposal would be
almost impossible to carry
out. "For the government to
provide jobs for four million
young people is a little too
much to ask," she said. Nor
does Alexander think a draft
is even necessary. "As long
as we have men registered,
we can get the first draftees
inducted within 10 to 13 days
after a mobilization,” she
said.
In addition, the quality of
the all-volunteer force has
increased sharply since
Nunn’s report came out.
Figures show that all four
branches exceeded their
recruiting goals in 1981 and
are well on their way to do
ing the same in 1982
Because of the sudden surge
of enlistees, the Department
of Defense was able to raise
Its quality standards.
The upgrading and influx
of recruits is reflected in the
attitude of Athens
recruiters. “In a word —
outstanding," Marine Corps
Gunnery Sgt. Gary Toland
said of the new recruits. Sgt.
Donald McCoy of the U.S.
Army Recruiting Office said
his office is doing "just fine"
without the draft.
Nunn credits the rise in
unemployment and the pay
hikes in the military with the
sudden increase in recruits
— and recruiters and draft
opponents agree with him.
Jack Howard of Athens’
Veterans Service Office goes
a step further than Nunn —
he said the draft would save
lives. “I know it’s an un
popular resort, but if young
people ever have to go to
war, it’s better for them to
go in time and in a ready
state, than to go too late and
too green to protect
themselves or save their
country," Howard said.
