President sends Haig to Argentina, Britain

(UPI) — President Reagan ordered Secretary of State
Alexander Haig to Britain and Argentina Wednesday in a bid
to avoid war over the Falkland Islands Britain announced a
blockade of the islands starting Sunday and threatened to
attack Argentine ships
As a British war fleet headed toward the disputed South
Atlantic territory, an Argentine general took the oath of
office as the Falklands' new military governor amid a rare
display of national unity.
Britain's ambassador to Argentina, calling it a "sad day,”
left Buenos Aires under a military escort with 44 other
diplomats and British citizens, among the first of Britain's
17,000 subjects to leave the South American country.
British Defense Secretary John Nott announced the
blockade in a speech to Parliament.
"Our first naval action will be intended to deny Argentine
forces on the Falklands the means of reinforcement and
supply from the mainland,” Nott said.
“From 0400 GMT Monday, April 12 (11 p.m. EST Sunday,
April 11), a maritime exclusion zone will be established
around the Falkland Islands.”
He said the zone would extend 200 nautical miles around
the islands, 450 miles east of Argentina and 8,000 southwest of
Britain.
"From the time indicated any Argentine warships and
Argentine naval auxiliaries found within this zone will be
treated as hostile and are liable to be attacked by British
forces."
Reagan, acting at the request of both Britain and Argen
tina, ordered Haig to travel to London and Buenos Aires to
‘Caligula’ non-obscenity challenged;
film to be appealed by McAuliffe
ATLANTA (UPI) - An
assistant state attorney
general called the movie
“Caligula" nothing more
than “a kaleidoscope of
genitalia” Wednesday, but
an attorney for Penthouse
magazine said the film is not
obscene.
Two judges of the 11th U.S.
Circuit Court of Appeals
asked amused questions of
attorneys on both sides of the
dispute between Fulton
County Solicitor General
Hinson McAuliffe and
Penthouse publisher Bob
Guccione.
The federal appeals court
then gave lawyers five
weeks for filing sup
plemental briefs on the
film's artistic and historical
merits.
Assistant Attorney
General George Weaver said
"Caligula" was por
nographic in its depiction of
orgies in ancient Rome. He
also said Penthouse ad
vertised the movie in a lurid
way, aimed at voyeurs
rather than history buffs.
Attorney Jimmy Paul,
representing Penthouse,
said the film does not have to
be historically accurate or
artistically successful to be
protected by the First
Amendment's guarantee of
free speech. Paul said
"Caligula" was a legitimate
attempt at art. regardless of
McAuliffe’s distaste for it.
Weaver told the circuit
judges, who saw the 160-
minute film Tuesday, that
Penthouse claimed the film
was a serious study of moral
decay in ancient Rome and
the mad emperor who
abused his powers. He said,
however, most of the film
was devoted to sex scenes
“There was no historical
base for this welter of sex
and violence," Weaver said.
"I think it's clear that the
film does not communicate
any serious political
message. It’s a kaleidosope
of genitalia — of blood and
sex and gore.”
Paul said 20 witnesses
testified in the district court
"Caligula" sought to
"communicate a mood, an
idea, an emotion or com
bination of those" and that it
was not pornographic. He
said critical sex scenes
made up a relatively minor
part of the film.
“The question is whether a
movie can be found obscene
because it is not an artistic
success,” Paul said, noting
that film critics deplored
Guccione’s film for its ex
plicit sex and violence.
"Would the length of the
explicit sexual conduct —
particularly the deviant
sexual conduct — have any
relation to the artistic
merit?” Judge Albert
Henderson asked Paul.
Judge Gerald Tjoflat said
“there seems to be a little bit
of overkill” in the sex scenes
of the movie, which the court
viewed privately Tuesday.
Paul replied, “The
predominant appeal — and
that’s the test — is not to the
prurient interest of the
average person in Fulton
County."
Paul said there was no
testimony in the trial court
that the film appealed to
perverts.

a successful 12-year battle
against pornography in

The U.S. diplomatic offensive — the first break in the crisis
since Argentine troops invaded the Falklands Friday —
came after both countries agreed to Reagan's proposal to act
as an' 'honest broker" to settle the dispute
But leaders in both capitals vowed, if necessary, they
would fight for the islands, since 1833 a disputed British
colony inhabited by 1,800 people of British stock
"We intend to see that the Falkland Islands are freed from
occupation and returned to British administration at the
earliest possible moment," Britain’s new foreign minister,
Francis Pym, told Parliament to cheers from the Con
servative bench. Britain, he said, “does not appease dic
tators."
In Buenos Aires, Argentine Interior Minister Alfredo Saint
Jean said the military government of Gen. Leopoldo Galiteri
would make no concessions "under threat.”
“We will fight if necessary," Saint Jean said before flying
to the islands to swear in Gen. Mario Mendez as the new
military governor
Opposition Peronist labor leaders and politicians were
flown to the swearing-in ceremony along with former
President Jorge Videla, who led the 1976 coup that ousted the
civilian government of President Isabel Peron.
The invasion of the Falklands by 4,000 Argentine troops has
been immensely popular in Argentina, where the military
government faced rising domestic unrest and an economy
ravaged by high unemployment and 140 percent annual in
flation.
"Last week we were subversives, now we are the govern
ment’s guests,” said Saul Ubaldini, a Peronist labor leader
who only last week was in jail for leading a protest march.
The Argentine army called up tank drivers from the
reserves as part of an effort to boost its defenses in case of a
British attack.
The British fleet — nearly two-thirds of the entire royal
navy — was expected to take from one to two weeks to reach
the Falklands
At the United Nations, Latin American diplomatic sources
said they were seeking a formula to resolve the dispute over
the Falklands that would give the British an honorable way
out of the crisis.
British U N. Ambassador Hamilton Whyte, however,
charged it was outrageous to allow the Falkland Islanders to
be subjected to "alien domination" and appealed for
worldwide pressure to force Argentina to withdraw its troops
from the South Atlantic islands
Meanwhile, France, Belgium and Switzerland joined West
Germany, the Netherlands and Austria in banning arms
shipments to Argentina while 21-nation Council of Europe in
Strasbourg condemned the Buenos Aires government for
invading the Falklands
The Soviet Union, which is Argentina’s top trading partner,
issued a statement in Moscow blaming the British for the
conflict and calling it “part of the problem of decolonization
of wide territories which wtre held at one time by colonial
powers,"
