Falkland situation ‘exceptionally dangerous’

Wednesday and President Reagan ordered Secretary of State
Alexander Haig back to Buenos Aires to try and defuse the
exceptionally dangerous" Falkland Islands dispute.
We are trying to be a fair broker," Reagan said at a White
House conference hours after Haig returned from a grueling
and unsuccessful six-day shuttle between London and Buenos
Aires.
Haig told reporters he was flying to Buenos Aires Thursday
with "new ideas" to find a solution to what he called an
exceptionally difficult and exceptionally dangerous” crisis.
Argentina announced it had sent two gunboats into the
waters near the Falklands for the first time since a blockade
was imposed by Britain late Sunday, but a high navy officer
in Buenos Aires said there were no incidents of hostilities.
Prime Minister Margaret Thatcher, in a tough speech to an
emergency session of Parliament, insisted British
sovereignty over the Falklands be recognized by Argentina
and demanded Buenos Aires pull out all its troops before a
negotiated solution could be discussed.
Britain's Defense Ministry said it was doubling the force of
about 20 Harrier jump-jet fighters now heading for the South
Atlantic in Britain's naval task force.
The ministry said the new squad of jets would be carried by
the 15,000-ton container ship Atlantic Conveyer, which will
join other commercial vessels requisitioned for the fleet.
Moreover, the 12,000-ton assault ship Intrepid, which had
been scheduled to be scrapped, is being reactivated, the
ministry said.
Backing U S. news reports, the ministry said Soviet spy
ships shadowing Britain's naval task force were passing on
information to Argentina, a major Soviet trading partner.
Reagan, commenting on reports the Soviets were giving
information to the Argentines, said, "I'd like to see them butt
Railway denies race discrimination
ATLANTA (UPI) — An attorney for
Southern Railway Wednesday denied
the company discriminates against
blacks and said a suit filed on behalf of
at least 150 employees is without basis.
“I can say the claims are totally
without merit,” attorney Carey
DeDeyn said.
A group of current and former
railway employees filed a 545 million
federal suit Tuesday, charging the
company discriminated against them
in promotions, salary and working
conditions.
The employees claim they are
systematically assigned to the "least
desirable, lowest paying jobs," while
whites "of less or equal qualifications”
are assigned to higher paying, more
attractive jobs.
The suit also charges that the AFL-
CIO and two affiliates did nothing to
stop the alleged discrimination.
“There's a bidding system on the
railroad,” said Sampson Oliver, the
attorney representing the employees.
"Jobs are posted and you have to bid
for them. What happens is blacks come
into the railroad, are trained and given
a job and because the system doesn’t
work, they are not allowed to move.
They’re locked in."
The suit seeks $20 million in punitive
damages from Southern Railway, $20
million from the AFL-C10 and an ad
ditional $5 million on behalf of former
Southern employee Nathaniel Oden.
Oden, who was fired after nine years
with the company, claims he was
“branded” as a troublemaker and
dismissed after he asked for a vacation.
Accompanying the lawsuit is a
petition signed by 150 past and present
employees who have formed the
Norfolk South Employees Association
— an Atlanta-based group designed to
correct racial discrimination at the
railway company.
Southern and Norfolk South railway
are scheduled to merge June 1 under a
single Norfolk holding company —
prompting the association's name.
Oliver said more than 200 people were
involved but that many were afraid to
sign affadavits for fear of reprisal from
the company.
The suit accuses the company of
assigning blacks to the least desirable
and lowest paying jobs. It also charges
the firm with refusing to give black
workers chances for promotions,
subjecting them to harsher discipline
than whites and discriminating against
them in layoffs and discharges
The suit also claims the AFL-CIO and
two affiliates — the International
Association of Machinists Local No. 1
and the Brotherhood of Railway Airline
and Steamship Clerks — failed to
represent the black workers by
"passively permitting the employer to
discriminate" against them

ABC News said Tuesday that the United States was
providing vital communications assistance to the British war
fleet, now estimated to be between seven and 10 days away
from the Falklands, which lie 450 miles off the coast of
Argentina.
An Argentine reporter who visited the Falklands Tuesday
said Argentine forces had heavily fortified their positions
around the airport and the capital of Stanley. "Argentine
Daggers (an Israeli-made fighter bomber) fly constantly
over the islands, said the pool reporter, who was not
identified.
Many wait to file tax return
ATLANTA (UPI) - About
500,000 Georgians have not
filed their federal income
tax returns, indicating a
frantic rush to post offices at
the deadline Thursday,
Internal Revenue Service
officials said.
Les Witmer, a spokesman
for the IRS in Atlanta, said
taxpayers who file their
returns late will have to pay
5 percent of the unpaid tax as
penalty, plus 20 percent
interest on the late taxes.
The interest and penalties
begin the first minute after
the deadline.
The IRS said at least a half
million Georgians had not
filed their returns as of last
week
To handle the expected
rush, four post offices in the
Atlanta area will be open
until the midnight Thursday
deadline.
"The regulations say if the
return is late a month or a
fraction of a month, the
interest and penalties will be
imposed," Witmer said. “So
if it’s a day late, that’s a
fraction of a month .”
Witmer said those who are
just now filing their returns
have a lengthy wait before
getting refunds.
