Haig: time for peace proposals running out

Secretary of State
Alexander Haig ended four
days of talks with Argentine
officials Monday and headed
back to Washington warning
that time was running out for
a peaceful solution to the
Falkland Islands crisis.
“I am more convinced
than ever that war in the
south Atlantic would be the
greatest of tragedies and
that time indeed is running
out," Haig said at a Buenos
Aires airport news con
ference before boarding his
plane for the 12-hour flight.
In London, government
officials said Prime Minister
Margaret Thatcher and her
government will give urgent
study to the peace proposals
developed during Haig's
talks in Argentina.
Haig said when he
returned to Argentina last
week, “I brought with me
new ideas ... others have
been developed here. In
more than three days of
talks, there has been a
further identification and
refinement of the Argentine
position. We have now
finished this phase of our
work."
Haig said he would convey
the results of his talks with
Argentine officials to
President Reagan and the
British government, which
said it sent an additional
1,000 marines to bolster its
task force heading to the
Falklands.
US. mediation efforts,
Haig said, were still based
on the U N. Security Council
resolution calling for
Argentine withdrawal from
the islands and negotiations
on their sovereignty.
Earlier, Argentine junta
member Brig. Gen. Basilio
Lami Dozo said the talks
with Haig had produced a
"working document" that
could serve as a basis for
negotiations with Britain
over the south Atlantic
island chain.

also said Haig was carrying
a document that could be
used to negotiate a set
tlement to the dispute
Lami Dozo refused to say
that Argentina was "closer
to peace than war" but said
that "with the help of the
United States we are nearing
a solution that will preserve
Argentina’s interests."
Lami Dozo said, however,
that "the Argentine
sovereignty" of the islands
“is not up for discussion”
and warned the process
could be disrupted if the
British fleet arrives at the
islands. Britain had said it
won't discuss sovereignty
until Argentina withdraws
its tropps from the
Falklands, seized April 2.
There was no comment on
Lami Dozo's optimistic
remarks from Haig, who has
urged both nations to put
aside the sensitive
sovereignty issue for the
time being.
Haig met with Argentine
officials for three hours and
then went to the U.S. Em
bassy.
In London, the Defense
Ministry announced Britain
is sending more ships,
paratroopers and marines to
strengthen its naval task
force, now estimated to be
only a few days sailing time
from the Falklands.
Foreign Secretary Francis
Pym told Parliament the
Haig mission "provides the
best hope of achieving a
peaceful settlement” and
that Britain “shall cooperate
fully with his efforts."
But Pym warned that
Argentina "must have no
doubts about our resolve to
safeguard our rights to the
full, if this should prove
necessary."
Pym said he could not
comment on the negotiations
in Buenos Aires, which he
characterized as "delicate."
The Defense Ministry said
between 900 and 1,000 ad
ditional paratroopers are
being sent at once to join
2,400 marines and several
hundred other paratroopers
already with the task force.
The ministry said a 4,900-
ton North Sea ferry also is
being requisitioned and the
15,974-ton tanker Anco
Charger is being chartered
to join the force, bringing to
about 30 the total number of
merchant ships assigned to
the fleet since the start of the
Falklands crisis nearly three
weeks ago.
In addition, three Royal
Navy hydrographic vessels
have been requisitioned for
use in ferrying the wounded
from a possible combat zone
to the hospital ships Can
berra and Uganda.
A Defense Ministry
spokesman said the
possibility of calling up
reservists “is constantly
under review" but no
decision has been taken.
The spokesman said latest
reports indicate the bulk of
the Argentine fleet remains
at sea but well outside the
200-mile blockade zone
imposed by Britain around
the Falkland Islands a week
ago British nuclear sub
marines are reportedly
enforcing the blockade.
In Washington, British
Ambassador Nicholas
Henderson went to the White
House for talks with staff
members of the National
Security Council, but made
no comment on what was
discussed
Argentina maintains it
inherited a Spanish claim to
the Falklands, a British
colony since 1833, and had
been negotiating with
Britain to reclaim it for 15
years before its invasion.
Cops can’t use
seized notebook
NASHVILLE, Tenn. (UPI) — Nashville police, who say
they confiscated a notebook describing names and drug tran
sactions during an arrest Saturday, said they cannot use the
information to make additional arrests immediately.
"We cannot go out and arrest someone just because their
name is in the notebook,” said Metro Vice Squad Capt. Ed
Herndon. "We’re certainly going to check it out though.”
The notebook was confiscated when authorities arrested
two North Carolina men Saturday at a Nashville motel.
Police said they confiscated cocaine and Quaaludes valued at
$250,000.
Arrested Saturday were Johnny D. Shaw, 35, of North
Wilkesboro and Ralph M. Worley II, 35, of Moravian Falls.
Authorities said they were led to the arrest by a runner iden
tified as Gaines Peterson, 43, of Atlanta, who was arrested
Friday.
Herndon said the notebook has "some prominent names on
it — names known to be associated with drugs."
The officer added the notebook detailed names and drug
transactions of up to $50,000 while the book also contained the
names of numerous Music Row figures and other Nashville
businessmen.
Police had said earlier that Worley and Shaw were
"millionaire drug dealers." They were arrested while driv
ing a van to meet Peterson, officers said.
Police said they confiscated 40,000 Quaaludes and one
pound of uncut cocaine.
