Harris may remow Caldn'ell
ATLANTA i APi — Gov Joe Frank Harris on Thursday
asked Attorney General Mike Bowers to rule on the
constitutionality o( a state law authorizing the governor to
remove the state labor commissioner for neglect of duty
or malfeasance in office
In a brief, three-paragraph letter to Bowers, Harris
said. "Due to the circumstances in which we find our
selves regarding the indictment of the present com
missioner of labor. 1 would like to request an official
opinion of your office concerning the use of this statute ”
Labor Commissioner Sam Caldwell was indicted
Tuesday on charges of conspiracy to defraud the state and
violating his oath of office.
Ga. timber shortage in sight
ALBANY, Ga 1AP1 — The president of the Georgia
Forestry Association warned Thursday that the state's
J6 6 billion forest products industry could suffer timber
shortages in 10 years
Georgia's forests are being cut at a faster rate than they
are being grown, said Eley C. Frazer III in an address
prepared for an Albany civic club
"Over the state as a whole, we. are still growing more
wood annually than we are taking out, but the gap is
closing rapidly," he said
Frazer said the latest 10-year survey of Georgia's forest
resources by the U S Forest Service shows the state's
commercial forest area declined by 1.1 million acres
during the survey period

Farmers required to idle land
MARION, Iowa 'API — Agriculture Secretary John
Block announced Thursday that feed grain farmers will
have to idle at least lo percent of the land they normally
plant to remain eligible next year for federal price sup
ports
Block, attending the Farm Progress Show in the heart
of the Cornbelt. acknowledged that some farm-state
congressmen anil others will assail the requirement in
light of the reduced supplies of feed grains like corn
follow ing this year's drought
But he told reporters that without some acreage
reduction. America could wind up again next fall with the
same price-depressing surpluses of feed grains that
prompted the drastic idling program for the 1983 crop

Kremlin blasts Reagan
MOSCOW ‘ AP» — The Kremlin kept up its offensive
against the Reagan administration Thursday, releasing
the second harsh anti-U S statement in two days from
President Yuri V Andropov
In a statement issued through the official Tass news
agency on Wednesday, the Soviet leader charged that the
Reagan administration was behaving in a way that raised
questions about its pledge not to start a nuclear war He
also reiterated official statements blaming the United
States for the Soviet attack on a South Korean airliner
He made those remarks Wednesday during a meeting
with South Yemen leader All Nasser Muhammad But
Tass did not report the meeting or the remarks until
Thursday night, indicating Andropov wanted to assure
his statement would receive undiluted world attention

Five University professors to visit Brazil

Five University
professors will travel to
Recife. Brazil Oct 9 to spend
12 days working with faculty
members of the Federal
University and the Federal
Rural University of
Perambuco as part of the
Partners of America ex
change program
Jean-Pierre Piriou, head
of the department of
Romance Languages, and
Robert Placek. associate
professor of music, will work
at the Federal University of
Perambuco, a com
prehensive university of
approximately 25,000
students.
Carolyn Berdanier, head
of the food and nutrition
department. Mostafa
Hamdy, professor of food
science and Dari Snyder,
director of the Officer of
International Development,
will all be at the Federal
Rural University, an
agricultural school of 4,000
students also located in
Recife.

Partners of America, a
private non-profit
organization, coordinates
exchange programs between
44 states in the United States
and 21 Latin American and
Caribbean countries.
Georgia joined the program
in 1970. Snyder said

Council's inability to comply
with HUD housing regula
lions has brought racism
charges from area residents
“Low income people feel
strongly that it (the housing
issue) is racial It reflects
badly on the city and the
members of the City Council
who apparently are unable
to have sympathy for those
less fortunate," Thurmond
says
As to where the present
controversy will lead. Thur
mond adds. “I don't know
right now, but I think reason
will prevail and funds will be
saved for those who need
them the most."
Despite recent controver
sies, the city of Athens has
responded in recent years to
the needs of many low in
come persons Through
federal Block Grant pro
grams. the city has been pro
viding housing assistance
and other social services
since 1975
Funds received in 1980
were used to alleviate
flooding and to restore
homes in some areas Also, a
number of other services,
such as nutrition for the
elderly and subsidized day
are for working mothers, are
offered by the city on an
ongoing basis.
The future of Athens'
lower income areas can no
more be predicted than any
other area But it is likely

third trip to Brazil as part of
the program this year
"We’re doing very ex
citing research on alcohol
and biomass production," he
said. “Brazil is the leading
nation in biomass production
of alcohol from sugar cane,
and we're working on a novel
approach to fermentation.
"They produce great
volumes of alcohol, but their
system needed more
technology I help focus their
attention in their research
and I teach them what we’re
doing here," Hamdy said.
Berdanier will work with
officials of the Federal Rural
University to establish a
graduate program in
nutrition science in
Perambuco. Piriou will
study the Portuguese
language and civilization
programs of the Federal

Funds for the Georgians'
trip to Brazil came
primarily from two sources,
Snyder said. Approximately
half of the money needed this
year came from grants

said.
"At the agriculture ex
periment station in
Perambuco, Dr. Ronny
Duncan of our agronomy
department is working with
Dr. Mario Lire to develop
varieties of sorghum that
will be tolerant to acid soils
common to both Georgia and
Perambuco, drought and
insects,” he said.
