Democrats hold
celebration as
counter move
WASHINGTON (AP) -
Don’t despair if you didn't
get an invitation to one of the
nine official inaugural balls
or couldn’t afford the $125
ticket. You can still
celebrate, perhaps at the
"Other Inaugural" or the
"Counter Inaugural Ball II.”
Washington, a traditional
Democratic stronghold, will
take on the appearance of a
Republican rally at least for
the inaugural weekend as
tens of thousands of GOP
stalwarts flock to the
nation's capita) for star-
studded receptions,
banquets and galas in honor
of President Reagan
But there's a less
publicized side to the
inaugural celebrations, that
of the out-of-power liberals
and even the political
agnostics who don’t want to
be left with an empty dance
card Monday night
The Democrats might be a
bit long-faced after Walter
F Mondale's electoral
lashing last November, but
they’re not about to let
Inaugural Day pass without
a party
"Being a Democrat means
you never have to feel left
out." said Ann Lewis,
national director of
Americans for Democratic
Action, which is sponsoring
the $25-per-head "Other
Inaugural” at a Washington
nightclub
"I think Democrats have a
lot to celebrate too," she
said, pointing to her party's
two-seat gain in the Senate
“We don't see ourselves in
competition with the
Republican balls. We
assume they're not in
terested in coming to ours,
nor we to theirs ”
The "Counter Inaugural
Ball II." at $8 a ticket, is put
on by the Public Interest
Follies, a 7-year-old amateur
political satire troupe It will
include skits such as "an
inside look at one family's
new-found domestic
tranquility, titled ‘All the
President’s Children.’” and
"a 2.000-year-old liberal will
share recollections of the old
days when he was not so
alone in political con
victions." according to Ruth
Lampi. ball coordinator
In other words, you're not
likely to find many
Republican Party devotees
in attendance.
“I think it's highly unlikely
that someone who attends
one of the traditional
inaugural balls would be
interested in our show Our

In Athens "Concerned Athenians” and the Athens
Progressive Resource Center will demonstrate against
President Reagan's inauguration and what they say is
potential American involvement in a Central American or
Carribean war
They are also protesting against apartheid in South
Africa, budget cuts to balance the budget and inequality in
America
"This vigil is being held to encourage community
solidarity with those who will suffer for the next four
years," said member Cleveland Sasser.
The candlelight vigil will take place Monday, Jan. 21, at
7:00 p m. on the corner of College Avenue and Clayton.

WASHINGTON (AP) -
Four members of Georgia's
congressional delegation are
speaking out against a new
Internal Revenue Service
regulation requiring ex
tensive record-keeping for
vehicles.
Rep. J. Roy Rowland was
the first to oppose the new
IRS regulation, saying this
week that it would impose
"unnecessary hardshiops"
on business people
Georgia's 8th District
representative was followed
by 2nd District Rep Charles
Hatcher and 3rd District
Rep Richard Ray
Rowland and Ray have
added their names as
original co-sponsors of one
piece of legislation that
would repeal the new
regulation
Hatcher is reviewing that
bill and others and will
become a co-sponsor of one
before Congress convenes
Tuesday
On Thursday, Sen. Sam
Nunn of Georgia announced
plans to sponsor similar
legislation in the Senate.
"The new rules will be a
paperwork nightmare for
small businessmen, farmers
and individual taxpayers
who are already over
burdened by excessive
paperwork,’ Nunn said in a
prepared statement released
by his office.
Ray said small businesses
in his area of the state have
complained about the new
regulation, which he
described as “burdensome.”
He said businesses that
operate vehicles have been

automobile and truck ex
penses
Hatcher said small
businesses “will inevitably
be hurt by this rule." He has
contacted IRS Com
missioner Roscoe L. Egger
Jr., urging an immediate
modification of the
regulation.
The new regulation, which
became effective for the 1985
tax year, had its origin in the
1984 Deficit Reduction Act,
which sought to close some
loopholes in business
deductions
It directed the IRS to
require more detailed
records on business vehicles,
including logs, diaries or
journals with specific
mileage, expenses, dates
and names of people in
volved in business tran
sactions.
Before the new regulation,
taxpayers were allowed
"reasonable reconstruction
of expenditures," a
procedure that would
resume under the bill sup
ported by Rowland and Ray.
"These deductions are
intended to encourage
economic activity, and the
government should certainly
do everything practical to
prevent cheating," Rowland
said. "But it we go too far,
the cure can be worse than
the disease."
