U.S.-Soviet negotiations

years, Rusk said it was un
necessary for present
negotiators to use the pro
gram as a nuclear bargain

"It will be 10 years before
we know in fact from a scien
tific and technical point of
view whether laser and
particle-beam weapons can
be achieved," Rusk said
before a capacity crowd in
the Reed Hall lobby, "Star
Wars has created an ar
tificial barrier at the
negotiation table "
Rusk, who said he "would
go for zero nuclear weapons
tomorrow morning at nine,"
spoke to students on the pro
blems of "Taming the
I Nuclear Beast
He said negotiating with
the Soviet Union was dif
ficult because our forces
aren't symmetrical
Land-based missiles
dominate the Soviet nuclear
arsenal, but the United
States has more bombers
and submarine-launched
missiles.
Rusk said trying to
balance the nuclear forces
on both sides was like "com
paring apples, oranges and
bananas '"
He said talks are
hampered even further by
the feeling that there are
“ghosts” at the negotiating
table The Soviets always
want more weapons to de
fend themselves against
Communist China, and they
always want to include
French and British forces in
U S. missile counts
Considering the Russians
and the Chinese have
become enemies, and
France and Britain are
NATO allies, Rusk said the
Soviet position is understan
dable

“a ridiculously easy country
in which to conduct
espionage ”
He said relatively good
relations between the U S
and the Soviet Union are a
possibility for now and the
future
"The Russians are not
going to trust us and we re
not likely to trust the
Russians," he said "But you

each other as long as you can
verify performance "
He cited U S -Soviet
financial dealings and
landing rights in Russia for
Eastern Airlines as
examples of the two nations
cooperating
"Somehow," he said, "we
have to find a way to live
together on this same speck
of dust in the universe."
“When the missiles start
flying it won't make much
difference to the Soviets
what their nationality may
be," he said "The Soviet
Union, like the United
States, is jockeying for an
advantageous position ’
Also, the advantages of
the Soviet Union have been
underestimated, he said
While the Soviets tend to lag
behind the United States in
nuclear and space
technology. Rusk said they
are able to "concentrate
their brainpower and
resources in this area " And
even when the Soviets can't
develop their own
technology, they can get it
from the United States —
"mostly from reading our
congressional reports and
scientific journals "

Billy Mitchell has been released on bond following his
arrest Wednesday on an assault charge involving a
University of Florida fan in February
Mitchell, a 20-year-old junior from Dalton, is charged
with simple battery on David Stuart Beall of Tallahassee.
Fla , according to the warrant served on Mitchell on
Wednesday
The assault allegedly occurred Feb 16 at an Athens
tavern following the Georgia Florida basketball game
The warrant for Mitchell's arrest was not signed until
March 18
Mitchell was relased on *1,000 bond He refused com
ment on the arrest Thursday Beall could not be con
tacted
Georgia sports information director Claude Felton said
Thursday that no disciplinary action will be considered
until the court case is disposed of
Mitchell was suspended from playing in the Kentucky
game last season following an altercation at a local
restaurant-tavern

said the campus mail
operation costs about
$150,000 per year Of that,
about $135,000 is allocated
for personnel costs and
$15,000 is for operating
supplies and expenses

operation efficient." he said

kept closely under control ’’

University also receives U S
Postal Service delivery to
campus and residence halls
in addition to the campus
mail system
Gonzales said some units
throughout campus such as
the Georgia Center for
Continuing Education and
the Athletic department
have their own mail
opera tioas
Each University department
is billed at the end of the
month for their postage

Postal Service has three
delivery routes on campus
One delivers to the residence
halls and two other deliver to
the business portion of the
campus
Pearson said the US
Postal Service delivers mail
in bulk to the residence halls
and then mail clerks
distribute the mail to each
resident
Pearson said it is ex
pensive to have collection
boxes sitting and not
generating significant
volume
"We have some located
strategically and I feel that
they are sufficient for the
demand." he said

Campus mail is collected
and delivered twice a day in
the morning and the af
ternoon
"Our goal for distribution
is mail pick»*d up in the
morning is delivered to the
addressee in the afternoon

afternoon is delivered the
next morning if it is properly
addressed," he said
Gonzales said his office
has five mail trucks
delivering to four mail
routes in the pick up and
delivery of campus mail in
98 buildings throughout the
University
The amount of postage of
outgoing U S mail handled
by the campus mail system
is about $750,000 per year

Gonzales said students can
use the campus mail system
free of charge for com
mumcations with faculty
members, campus
organizations or friends in
the residence halls
He said he encourages
students to use the correct
