took a trip to China in April 1989 and again in April
1990.
The UNDTCD, however, isn’t concerned with po
litical spheres but with improving the condition of
China’s water systems. Its function is to gather and
analyze information about current water systems in
China and to recommend a model of reform.
The group from the University constitutes only a
portion of the UNDTCD program. Consultants from
several Western countries are educating and ad
vising Chinese scientists, engineers and economists
who will implement improvements and train other
Chinese experts in modem water-planning tech
niques.
Jack Sellers, assistant director of the University^
Institute of Natural Resources and a consultant to
the project, said ground and surface water pollution
is one of the biggest problems in the system. Cur
rently, China has no efficient method of treating
water waste.
Guan said only in the last decade has China begun
to fight pollution, and the country needs the experi
ence of Western environmental applications.
Plagued by almost 10 years of dry weather, parts
of China also face water shortages. When all infor
mation has been gathered, the UNDTCD will recom
mend systems for water transfer between reservoirs
and water-saving suggestions such as the recycling
of water by industries.
