For instance, yearly tuition cost
for Agnes Scott College rose from
$9,780 to $10,450; Emory Univer
sity’s yearly tuition rose from $12 -
410 to $13,700.
‘The private increase will take
away the choice that students have
in colleges,” Propst said.
The national increase in public
tuition was 6.9 percent, compared
to Georgia’s 4 percent.
In addition to rising tuition
costs, students will also face new
increased taxes on cigarettes, gaso
line and alcoholic beverages if the
proposed budget package agreed
upon Sunday by President Bush
and Congressional leaders passes
in Congress this week.
The package would increase
taxes on cigarettes by 4 cents per
pack in 1991 and 4 cents in 1993;
up gasoline costs by 5 cents a
gallon Dec. 1 and 5 more cents next
July; raise beer taxes by 20 cents
per six-pack; increase wine taxes
by 23 cents and up liquor taxes by
$1.20 per gallon.
Other tax increases include
those on expensive cars, boats,
furs, jewelry, incomes more than
$100,000 and Medicare.

Peck said the biochemistry de
partment will be alloted a large au
ditorium with a capacity of 300, six
lecture halls, two teaching labo
ratories and 40 to 50 research labo
ratories.
Peck hopes to begin moving into
the laboratories by January or Feb
ruary. However, he said the class
rooms won’t be ready for use until
a later date.
Genetics Department Head
Sidney Kushner is preparing his
department for the move.
‘The genetics department is ex
tremely crowded right now,”
Kushner said. ‘This move will pro
vide us a greater amount of space
as well as more state-of-the-art fa
cilities."
The genetics department will be
alloted an entire floor of classroom
facilities to be used in graduate
and undergraduate instruction, as
well as 32 laboratories, he said.
Kushner hopes to begin moving
into the laboratories by January,
and expects that the classrooms
will be ready by next September at
the earliest.

The public generally reacts
better to luxury taxes that give
them an option to buy the taxed
products, he said, but the taxes
won’t raise as much money as an
increased income tax would.
Vaughn Mason, a sophomore fi
nance major, said he and his two
roommates drink three or four
cases of beer on weekends and one
or two during a “good party week."
He and his roommates would pay
an extra $4 a week for their beer if
the budget proposal passes.
“I would just pay the higher cost.
It’s not a great increase, but it does
add up,” Mason said. “I don’t like
it, but if it’s for a good cause it’s
better to tax leisure activities.”

Broadhurst said that although he
doesn’t have any figures yet, an in
creased gasoline tax “would defi
nitely have an impact on the
University.”
Gary Maurice, owner of ABC
Package Store, said the impact on
his business would be minimal.
“I’ve been in the retail business
a long time; all people do is go
down in the quality of what they
buy,” he said.
