Few students
HIV positive
at University

Three out of 1,472 people
have tested positive for HIV at
the Gilbert Health Center since
testing for the virus began there
in November 1989, according to
University records.
But the head of the testing
program, which is open to stu
dents, faculty and staff, said
these numbers should not stop
students from worrying about
HIV.
“Our biggest concern is that
this will give students a false
sense of security that’s just not
there,” said Betsy Sanford, head
of the program. “I don’t want
them to think, *We don’t have to
listen to them anymore.”*
She said only a small fraction
of students are tested each year.
“We’re only testing about 2
percent of the student body, and
there are students tested at oth
er facilities,” Sanford said.
Nancy MacNair, a University
health educator, stressed that a
recent Center for Disease
Control study found that one of
200 random blood samples from
campuses nationwide tested
HIV positive.
Sanford said, “We need to fo
cus on the CDC results because
we are not seeing everybody on
campus by any extent. We see a
lot of worried well people, and
we don’t see a lot of people that
should be concerned.
“Anyone who has had unpro
tected sex or used injectable
drugs is at risk,” she said.
Some students expressed
surprise about the figures.
“I guess that’s good, but it’s a
lot less than I would have ex
pected,” said Jeremy
Rucstaeter, a sophomore from
Gainesville.
Brendan Pappas, a sopho
more from Savannah, said, “It
shows that maybe it’s some
thing not as widespread in col
lege students as the University
says it is. Maybe the wrong peo
ple are being tested.”
Sanford, who also works with
AIDS Athens, said HIV is a
much greater threat than the
numbers indicate.
“I want more than anything
to tell people that HIV is on this
campus and in Athens. Do not
think this is a safe campus,” she
said.
Consul general wants Israel to be
equal among Middle East nations

Most problems with the negotiations between the
Israeli government and the Palestinians have been
solved, according to the Israeli consul ’general to the
southeastern United States.
Consul General Arye Mekel visited the University on
Thursday to give a lecture titled, “Israel in the year
2000.”
In an interview with The Red and Black, Mekel said
Israeli soldiers will be removed from the Gaza strip by
the end of May if all goes well during the next few weeks

of negotiations.
He was also hopeful that the agreement would bring
an end to terrorist attacks along the Gaza strip.
“Once we implement this agreement with the
Palestinians, they will be able to run their own lives
without any interference from Israel,” he said. “At that
time I believe the terror will end.”
Mekel said by the year 2000, Israel will be 52 years
old and will have reached a “ripe middle age.”
“When Israel took over the Gaza strip we were only
19 years old. We were teenagers, young and aggressive,”
he said. “Now that Israel is more mature welcnow that
we can’t continue to fight with our friends and neigh-*
bors.
“I hope that soon we will be considered equal mem
bers of the family of nations in the Middle East,” he said.
In his position, Mekel also helps organize economic
alliances between Israel and the United States.
“Right now Israel has issued an international bill to
operate cellular phones,” he said. “Southern Bell has
made a bid of $170 million to begin the process. If this
succeeds it will create many new jobs in Israel.”
Mekel, former director general of the Israel
Broadcasting Authority, said a free press is taken for
granted in Israel.
“The press is very similar to what it i^in the United
States,” he said. “However, the press has willingly
agreed to allow army officials to screen and censor the
military news because we are a country at war and they
do not want to risk our soldiers’ lives,” he said.
Noah Miller, information officer for the consulate
general of Israel, said, “It is important for students to
meet an official representative of Israel. They will be the
future leaders of the United States and should have a
realistic view of what Israel is and not what the media
portrays it to be.”
University sells pricey timber for new waste system

The University will spend approximately $120,000
to install a new waste disposal system at its dairy farm
on U.S. ^8, according to the dairy coordinator. But
protests continue over how the funds were raised.
The money was raised by selling 110 acres of
University-owned timber for harvesting. Henry Amos,
dairy coordinator, said the University received “around
$150,000” from the sale.
The new system will pump waste underground from
the dairy’s oxidation ponds to large plowed fields to be
used as fertilizer.
“(The new system) will spread the waste onto the
fields above ground,” Amos said. “It will be compatible
with EPD guidelines and will be environmentally
friendly.”
The improvements at the farm come on the heels of
a recent citation by the Georgia Environmental
Protection Department. The citation said the lower of
two sewage lagoons was discharging wastewater over
the banks and onto the nearby land.
Amos said there was no danger of contamination of
local drinking water because the nearest well was
three to four city blocks away and 200 feet higher in
elevation.
“(The dairy) has implemented and is implementing
the required corrective action,” said Walter D. Rice, en
vironmental specialist for the EPD. “They’ve repaired
the broken dam and the water level in the lagoon that
was leaking is about two feet lower than it was.”
The overflowing waste came from the bams where
the dairy cows are stored. It contained solid and liquid
excrement and straw bedding, Amos said.
But entomology professor John Pickering said the
selling of timber in order to get the money is wrong.
Pickering uses 27.5 acres in the planned cut zone as an
outdoor classroom.
“The value of the timber is far less than the value
of the land as a classroom,” he sai.d. “If I had to pay to
do what I’ve done out there it would cost over $100,000
in student labor alone.”
According to Pickering, the possibility of moving his
study site is very remote because some of the time put
into the research was volunteered by entomology 1 spe
cialists.
“I can’t replicate the site elsewhere because the spe
cialists won’t donate their time again,” he said.
John Chamblee, a sophomore who chairs the envi
ronmental affairs committee for the Student
Government Association, said he also opposes the clear
cut.
“The value of the timber could be increased in the
long run by selective cutting rather than clear-cutting
all of it,” he said.
University President Charles Knapp told The Red
and Black that although the dairy has the technical
authority to sell the timber, he wants the dairy to do
it in a way that doesn’t effect the research.
Pickering called Knapp’s comments “fairly non-com
mittal.”

Millner plans to stress
education and crime

he were to win the upcoming gu
bernatorial election.
“We have to have a system built
on education,” Millner said
Wednesday night to a group of
about 100 at a meeting with the
College Republicans and Students
With Guy Millner.
“We have to remind ourselves of
where we want to be. It’s not a
money issue, it’s how the money is
spent. Let’s get the money where it
needs to be.”
Besides education, Millner said
he wants to eliminate the pardon
and parole board.
According to Millner, violent
criminals serve 31 percent of the
time they are sentenced. He said
repeat offenders do not mind com
ing back to the prisons.
“I want to have prisons in this
state that they don’t want to go
back to,” he said.
With rising concern about jobs,
Millner said Georgia needs a gov
ernor who knows how to market
the state.
“I look at things in a business
fashion,” he said.
Millner cited recent polls which
state that 31 percent of the voters
in Georgia would like to see Gov.
Zell Miller return for another term.
He said the ratio between
Democrats and Republicans is 50-
50 in Georgia.
