Lowry replaces Carter,
gains commission seat

Doug Lowry claimed the
rural Athens-Clarke County
District 1 commission seat,
replacing retiring commis
sioner Charles Carter.
Lowry, who took 55 percent
of the vote, beat James
Garland, who garnered 45
percent.
Lowry said once he takes
office he will not neglect the
concerns of University stu
dents.
“I am working with some
bar owners, listening to their
issues, to see what they want”
said Lowry.
Lowry said his agenda
begins with creating an infor
mal cabinet of people to make
their interests “a little more
cohesive” and build a more
solid infrastructure.
Voters in the sprawling
District 9, which includes
most of eastern Clarke
County, will return to the
polls to elect their commis
sioner in a run-off.
Clarke County High School
teacher Girtz led the race
with 3,012 votes, although
mail-in ballots had not yet
been counted.
But with 46.9 percent of
the vote, he did not avoid a
runoff on Dec. 5 against Alvin
Sheats.
Sheats, a former commis
sioner, got 41 percent of the
vote. A third candidate, com
munity activist Ed Vaughan,
got 13 percent.
Confusion arose when pro
fraternity candidate Chuck
Jones dropped out of the race
in September, but his name
still appeared on Tuesday’s
ballot which already had been
printed.
Election officials posted
signs at precincts telling vot
ers Jones no longer was in the
race, but he still received 717
votes. Jones’ votes are not
included final tally for the
District 9 seat.
Girtz, who has no political
experience, said his top prior
ity is “maintaining a
quality of life for Athens resi
dents.”
He ran on a platform of
creating safer neighborhoods,
developing job opportunities
and eliminating poverty.

“A lot of local blogs made a big deal about
the non-partisan elections, but I didn’t hear
anyone else say much about it,” Davison said.
Davison, a former teacher, said she would
like to return to the classroom if she loses
Dec. 5.
If reelected, Davison would be unable to
run for a third term because of a two-term
limit imposed on the mayoral position.
Maddox said three candidates choosing to
oppose Davison and forcing a runoff showed
people thought someone could do a better
job.
Maddox, a Baptist minister and division
director at the Georgia Department of Labor,
said he hopes to appeal to people who voted
for Chasteen and Derose and is ready to con
tinue campaigning in a runoff.
“We’re up to whatever it takes to present
our message. We’ve stayed on the up and up,”
he said.
Maddox said he has experience building
consensus in the community.
He said the University and the Athens-
Clarke County government need to work
together as partners.
As volunteer chairman of the Athens
Housing Authority, Maddox helped issue
bonds used to fund the construction of the
University’s East Campus Village.
Regarding the Lumpkin Street fraternities,
Maddox said they have a right to move off
campus, but such a move would not be the
best solution for the fraternities or the
community.

the concerns of Athens-

Democratic” area, Brooks
said. “I don’t know if
(Athenians) would hold their
nose and pull the lever” to
vote for a Republican, he
said.
Campus architect Danny
Sniff also was present at the
event.
“Alternative transporta
tion is critical for us and for
the campus,” Sniff said in
regards to the commuter rail.
“It provides an alternative to
get to the University besides
cars, and it links intellectual
assets.”
Plans for the commuter
rail — called the “Brain Train”
because it would connect sev
eral research universities in
northern Georgia — has been
stalled for 20 years.
Culpepper had said the train
would be a major priority if he
were elected to the state
House.
Before results were final,
Culpepper said he would con
tinue his local work if he lost
the election.
When asked if he would
run again, Culpepper said:
“Never say never.”
