LOBBYING: Senator supports
University’s plan publicly

Washington lobbyists to make
these and other priorities
realities.
Wrigley said the
University’s representatives
will have to educate new state
lawmakers about why the
University needs funding for
operating support — such as
paying campus utility bills —
and for outlay requests —
such as building a $40 million
addition to the University’s
Pharmacy building.
“It’s our job to tell them
how investing in the
University will have a positive
impact in the state,” Wrigley
said.
At the state level, the
regents advocate on behalf of
the University and other pub
lic schools. Every year, secur
ing funding for better pay for
faculty is a top priority,
Wrigley said.
Regents representatives
must first convince the gover
nor to add regents’ requests
to his budget, which he later
takes to the General
Assembly for approval. A lob
byist for the regents answers
lawmakers’ questions during
committee meetings.
“All this works dependent
upon our ability to make our
case to the governor for fund
ing,” said John Millsaps,
spokesman for the regents.
The University’s lobbying
efforts at the federal level are
extensive, said Grif Doyle,
director of Federal Relations
for the University.
The University has pro
posed two Athens-area sites
for the Department of
Homeland Security’s new
National Bio and Agro-
Defense Facility.
If officials choose Athens
for the $451 million NBAF,
construction of the facility
could create 1,000 new jobs in
the area, according to an
analysis by the Carl Vinson
Institute of Government.
Georgia U.S. Sen. Saxby
Chambliss, a Republican and
chairman of the Senate
Agriculture Committee, has
been a public supporter of the
University’s proposal.
The Atlanta Journal-
Constitution reported Friday
Chambliss will lose his chair
manship early next year to
Sen. Tom Harkin, an Iowa
Democrat, because of the new
Democratic majority in the
Senate.
But Doyle said he did not
think this change would hurt
the University’s chances of
landing NBAF. He said offi
cials would make the decision
based on the merits of pro
posed sites.
“It’s supposedly a nonpo
litical issue,” Doyle said.
He added Georgia’s sena
tors will help communicate
the benefits of the
University’s proposal.
But the University’s repre
sentatives in Washington do
more than ask for federal
facilities and money.
The University employs
lobbyists at a Washington law
firm to draft legislative pro
posals and to help with other
programs, such as placing
Honors students in federal
internships, Doyle said.

“The federal program is
pretty extensive. A lot of peo
ple think it’s just about
money, but it’s not just that,”
Doyle said.
After the Sept. 11 attacks,
more restrictions were placed
on student visas, Doyle said.
The University helped loosen
those restrictions to strike a
balance between protecting
national security and encour
aging international students
to study here, he said.
Wrigley said most of the
actions the University takes
at the federal level are taken
through partnerships, such as
the National Association of
State Universities and Land-
Grant Colleges.
Wrigley said these associa
tions give the University a
voice and allow it to create a
united effort with other
schools when issues come up.
