separatism and extrem
ism,” Zhou was quoted by
the state-run China Daily
newspaper as saying.
“Terrorism in particular
poses the biggest threat,”
Zhou told a security con
ference in Beijing on
Monday, the paper said.
Safeguarding the Olympics
has been one of the biggest
costs and concerns for cit
ies hosting the games in
recent years. Greek officials
spent a record $1.4 billion
on security for the 2004
Athens Olympics.
Experts say the terrorist
threat to the Aug. 8-24,
2008, Olympics is relatively
low, but they warn that
Beijing faces a growing
threat from Islamic sepa
ratists among the Uighur
population in the western
region of Xinjiang.

struck down a New York
City rule Tuesday that
required fast-food
restaurants to post calo
rie counts on their
menus.
U.S. District Judge
Richard J. Holwell said he
determined the rule con
flicted with federal law.
Businesses had claimed
that their First
Amendment rights were
violated by the rule,
described as the first of
its kind in the nation, but
Howell said he reached
his decision without need
ing to address those
claims.
The city had targeted
national fast-food chains
by applying the law only
to those that served stan
dardized portion sizes and
that were already making
calorie information avail
able voluntarily as of
March 1.
Howell said that
conflicted with federal
regulations because the
rule wasn’t mandatory
for all restaurants. Federal
regulations already advise
restaurants how to
post the information vol
untarily.
