Univ. police caution
underage students
Sanctions stand
for code violators

As the first week of classes ends
and the weekend begins, the streets
of downtown Athens will be filled
with the sights and sounds of stu
dents celebrating.
Athens is known for its music
scene and students who often enjoy
a night on the town with food,
friends and booze. But for under
age students, this could cause more
than a hangover in'the morning.
“I know that college is where
people are going to have fun, but
be clear if you are under 21 and
we catch you drinking, we are going
to arrest you,” University Police
Chief Jimmy Williamson said.
The University has a policy for
students’ alcohol and other drug
violations.
‘The law does not want you to
have it or hold it in any way if you
are underage,” Williamson said.
Students can be charged in a
number of ways, including being
the driver of a vehicle in which
alcohol is present or being in prox
imity of alcohol where no one claims
it as their possession.

Once arrested, students are
referred to the Office of Judiciary
Programs, which handles policy
and disciplinary cases at the
University.
“For every action, everything we
do there is a consequence,” said
Kim Ellis, associate dean of stu
dent affairs. “Act with awareness of
what the consequences could be
and be willing to accept them.”
Possible sanctions against stu
dents in violation of the code
include probation, community ser
vice, referral to an alcohol educa
tion program, suspension from on
campus housing or the University
and parental notification.
In Athens-Clarke County, stu
dents also may face a maximum
S3OO fine and six months of confine
ment on their first offense. Those
charged with driving under the
influence also could face a maxi
mum of 12 months in jail and a
SI,OOO fine, community service,
driver’s defense school and driver's
license suspension, according to
the University Health Center's Web
site.
"The bigger issue is people’s
actions,” Williamson said.
“Responsible consumption is
important and typically overcon
sumption leads to arrests and get
ting hurt.”

is not sympathetic to the
needs of students.
“We take the well-being
of students very, very seri
ously. It concerns me that
people think CAPS is unre
sponsive.”
"We carry beepers 24/7,”
Zanone said, “and the clinic
is open on weekends,”
explaining the measures
CAPS takes to ensure they
are available to students in
need.
Students may be referred
to other counseling options
either on campus or in the
Athens area if they require
long-term care or if the vol
ume of patients is too high.
Robbins said she has
seen an increase in the
amount of students seeking
psychological counseling
and their level of distress
and severity over the last 10
to 15 years, and a more
immediate increase since
August.
"Through the student
health fee, we’ve been able
to get additional clinical
staff," Zanone said. “The
new staff is recognition of
the high demand for our ser
vices.”

about what it means to be
healthy and well."
Students seek counseling
for a variety of reasons, but
Zanone said the “top three”
they see are anxiety, depres
sion and relationship con
cerns. Robbins added that
behind those three are eat
ing disorders and substance
abuse issues.
Zanone said students
come in to continue medica
tion they were prescribed by
another psychiatrist.
There are 22 specialists
employed at CAPS, includ
ing psychologists, psychia
trists, post-doctoral train
ees and social workers.
CAPS is not the only out
let available to students
seeking help.
The Psychology Clinic,
run by the University’s psy
chology department, offers
a broad range of services
students and Athens resi
dents can pay for on a slid
ing scale based on monthly
income.

grad students training to be
licensed psychologists,
supervised by licensed psy

The Center for Counseling
and Personal Evaluations is
another option for those
who want or require more
immediate care.
“For counseling, we don’t
have a wait at all,” Jill
Kleinke, administrative
assistant at the center, said.
Like the Psychology
Clinic, the Center for
Counseling and Personal
Evaluations charges
patients on a need-based
sliding scale, with sessions
ranging from $lO to S3O
each.
“It’s great for people
because rates are so low,”
Kleinke said. “It’s one of
those community resources
that people really don’t
know about.”
There are other options
off campus. Tom Camp is
the executive director of
Samaritan Counseling,
where counselors try to help
patients through spirituality
and positive life changes,
such as nutrition and exer
cise.
Camp said there are many
mental health care provid
ers in Athens, but care may
not be available across the
board because of limitations
from medical insurance.
“We want students to
develop a preventative
mindset,” Zanone said. “We
try to normalize seeking
mental health services.”
