said the department began to wonder whether
75 percent of the oil was truly “gone” from the
Gulf. He said a group of experts both from
the University’s Sea Grant program and from
other institutions was established to re
analyze the fractions of oil in the NIC budget.
Sea Grant’s budget focused on four frac
tions oil which was either burned, skimmed,
degraded or evaporated meaning whatever
else was not in those categories is most likely
still in the water
Hopkinson said the 17 percent of direct
recovery oil was disregarded in the Sea Grant
budget. The budget was released to select
state officials and coastal stakeholders last
week.
One problem with the NIC budget was its
apparent lack of data regarding the amounts
of gases and hydrocarbon compounds such
as methane which were leaked into the Gulf
as a result of the oil spill.
Joye said the microorganisms living in the
deep water below the thermocline, which is
the transition layer between surface and deep
water, are adapted to certain concentrations
of methane and gases. However, she said the
problem with the oil spill is these concentra
tions are much, much higher than normal, and
oxygen is not being replenished at its usual
rates.
“There aren’t elevated gas concentrations
in the surface water,” she said. The problem
with the surface water is the oligotrophic
nature of the Gulf there is a limited supply
of the nutrients microorganisms need to
thrive.
Another problem Sea Grant officials had
with the NIC budget was the classification of
25 percent of the oil being dissolved or evapo
rated.

ther study the plume or large area of dis
persed oil she and her team discovered in
June.
Other items on the cruise's agenda are to
sample areas of sediment and to continue
looking at the concentrations of methane and
oxygen in the area near the spill.
On the first cruise. Joye and her crew had
to be fitted and tested for respirators.
However, she said this requirement was
recently lifted.

“I think it’ll be much, much better working
conditions than even a couple of weeks ago,”-
she said.
Hopkinson said University officials were
headed to the coast later this week to help
Georgia’s senators and Department of Natural
Resources develop an oil sampling protocol in
case the oil were to reach the state’s coast
line.
He said the loop current, which would take
oil up the east coast, was still blocked by
another current, so oil coming to the Georgia
coast does not seem likely at this point in
time.
As for what NIC has to say about the rival
budget from the University’s Sea Grant
researchers?
“There has been no comment that I’ve
heard of,” Hopkinson said.

Woman reports rape
A 20-year-old woman
reported she was raped
on the west side of town
at about 10:30 p.m.
Monday, according to an
Athens-Clarke County
police report. A gun was
involved, and an Incident
location was not provided
in the report. ACC Police
Capt. Clarence Holeman
said the woman was not a
University student.
Since June 14, there
have been 10 rapes and
one attempted rape
reported by ACC police,
including a report from a
20-year-old University
student.
On Aug. 10, a
University student report
ed she was raped in the
bathroom of Bourbon
Street bar downtown.
After reviewing security
footage, the rape was
proven to be unfounded.
Police said they are
unsure if this is an usually
high number of reported
rapes.
Warrants charge
subcontractor with 36
counts of card fraud
Warrants have been
released for a subcontrac
tor working on campus
who allegedly stole a work
vehicle from a coworker
and committed one count
of misdemeanor financial
credit card theft and 36
counts of financial trans
action card fraud, accord
ing to a University Police
report.
Vincent Nichols, 39,
borrowed the work truck
from Craig Rice, 40, on
July 23. Nichols did not
return the vehicle or
attempt to contact Rice.
University Police Chief
Jimmy Williamson said
Nichols had used a com
pany credit card meant
for fuel purchase.
The vehicle was recov
ered July 24. Arrest war
rants charging Nichols
with one count of finan
cial transaction card theft
and 36 counts of financial
transaction card fraud
were filed on Monday.
