Q. How should we interpret
Our Lady's promise? Infallibly?
A. The Brown Scapular, need
less to say, should not be worn
as a charm, as if it could insure
one’s salvation, no matter what
his sins. Nor should it be con
sidered as effective and holy as
a sacrament (of which there are
only seven). Yet even if it were
a sacrament, the wearing of it
would not suffice for God’s help,
since even the sacraments de
mand certain interior disposi
tions of worthiness on the part
of the recipient. Otherwise, their
efficacy is nullified.
On the other hand, comments
a noted authority on the scapu
lar, “he who treats his scapular
as a sign of sincerely meant con
secration to Mary, and makes
an honest and preserving effort
to be a devout servant of Mary,
—such a one can lean confident
ly on the Scapular Promise.”
Q. Does one have to be en
rolled in the scapular?
A. The scapular should be
blessed and imposed by a priest
before one wears it for the first
time.

FLORENCE, Italy (NC)—The ——
verdict of an Italian appelate
court which exonerated Bishop
Pietro Fiordelli of Prato of
charges of defaming a couple
who had married out of the
Church declared that the Bishop
had acted within the limits of
his office.
Bishop Fiordelli was acquit
ted of charges of defamation
against Mario Bellandi and his
wife, Nuntia, whom he had call
ed public sinners for refusing
to be married in the Church. A
lower court had found him
guilty of defamation but the
decision was reversed by the ap
pelate court in Florence on Oc
tober 25.
Following the usual practice .
in Italy, the full verdict of the
appeal was not published at the
time of the October decision. It
has only recently been recorded
in the chancellory of the Flo
rence court.
In its verdict, the court ruled
that according to the provisions
of the Italian Constitution, the
Bishop did not overstep his pe-
rogatives.
“Since the action taken by
Bishop Fiordelli constitutes an
act which comes within the
limits of his spiritual ministry
and pertains to his jurdical mag-
istry according to the norms of
canon law, the state has no right
to pass judgment through its
legal bodies concerning the act
itself, the verdict held.
The Bishop did not manifest
a personal opinion, it continued,
in his condemnation of the Bell
andi couple but based his ac
tion on the positive norms of
canon law and of the law of the
Church. He limited himself to
qualifying with his descretiona-
ry powers the behavior of two
of his subjects who, having been
baptized in the Church, were
subject to his spiritual jurisdic
tion.
The verdict said the Bishop’s
“sanctions against the Bellandi
couple were not temporal ones,
but exclusively spiritual.”
It also maintained that there
had been a mistake in argument
during the lower court pleading
of. the case which sought to
prove the Bishop had challenged
the institution of civil marriage
governed by the civil code.
“The Bishop,” the verdict de
clared, “did not refute the valid
ity of civil marriage according
to Italian law, but he did ex
press his opinion concerning
this form of marriage in the
light of the law" of the Church.”
The judges of the appelate
court cited Article 7 of the Ital
ian Constitution which assures
the Church of complete freedom
in its spiritual activity. They
noted this article “would be
void of any meaning if it were
not lawful for the Church, in ac
cordance with canon law, to tell
people that they are sinners (in
given circumstances) according
to the doctrine of the Church.”

VATICAN CITY—Pope John
XXIII formally consented to
continuation of the beatification
cause of Mother Elizabeth Seton,
who may become the first na
tive-born United States citizen
to be beatified.
The consent was given in St.
Peter’s Basilica at the first pub
lic consistory called by the Holy
Father. The Pontiff also approv
ed requests to continue with the
beatification causes of Father
Leopold di Castelnuovo, an
Italian Capuchin monk, and Fa
ther Luigi Palazzolo, a priest
from the Pope’s native Diocese
of Bergamo, who lived from
1827 to 1886 and founded the So
ciety of the Little Poor Sisters of
Bergamo.
Mother Seton was born Eliz
abeth Ann Bayley in New York
City in 1774. A devout Episco
palian, she married William
Seton at the age of 20. On his
death in 1803, she was left with
five children.
She became a Catholic in 1805
and four years later founded the
American congregation of the
Sisters of Charity.
Although her cause for beati
fication was begun in Rome in
1911, World War I slowed the
process, which was not officially
introduced in the Holy See un
til 1940. The cause has now
reached a point that could lead
to her beatification within two
years.
The requests to continue with
the three causes was read in
Latin by the Consistorial advo
cates. When the requests had
been concluded, the newly cre
ated Cardinals were escorted
into the presence of the Holy
Father to make their obedience.
They then greeted the previous
ly created Cardinals.
Hundreds of Americans in
the crowd cheered as Cardinals
Cushing and O’Hara greeted
Cardinal- Spellman. Other pro
longed cheers came when, the
new American Cardinals em
braced Cardinal Wyszynski,
Primate of Poland.

stories for you. Perhaps you
will be able to read them all by
yourself, and just ask for help
on one or two of the biggest
words. Or perhaps someone will
read the stories to you, and help
you to learn some of the poems
you like best.
I’m glad that we’ve met. We
are going to be good friends now,
and I will be peeking out from
between the pages next issue
looking for you, and I hope you
will be watching to find me, too.
