Indonesia’s Catholic Party
lacks Presidential Decree
Destoring 1945 Constitution
JAKARTA, Indonesia, (NC)—
Indonesia’s Catholic party has
announced its support of Presi
dent Sukarno’s decree rein
stating the 1945 Constitution
which gives him almost un
restricted power.
The decree, which also dis
solved the Constituent Assem
bly, was issued by the President

the legislature.
The country’s Catholics had
opposed an earlier version of
the “guided democracy” policy
since it provided for cooperation
of the country’s major parties,
including the communists, in the
government. That policy was an
nounced in 1957 following the
President’s proclamation of a
state of siege which is still in
force. In 1958 full scale civil
war broke out, with anti-gov
ernment forces demanding for
mation of a government free
of all Red influence.
The “guided democracy” plan
based on a return to the 1945
Constitution, however, has the
support of Catholic leaders. It
was recently praised by the
country’s senior native prelate,
Bishop Albert Soegiapranata,
S. J., Vicar Apostolic of Sema-
rang, who said the nation needs
firm leadership until its people
reach greater political maturity.
The executive board of the
Catholic party said in a state
ment that it had issued its decla
ration for “local leaders of the
party and other Catholic organi
zations in every corner of the
country, in order that they may
not waver in continuing to
serve our common fatherland
and its people within the frame
work of the law and the leader
ship of the state as created by
the decree of the President.”
It also asked the nation “to
pray that the grace of Almighty
God will give wisdom to our
leaders.”
The statement also noted that
the President mentioned in his
decree the so-called Jakarta
Charter. That is a document
which dates from two months
before Indonesian independence
in 1945 and states, that the In
donesian Republic will be based
on “belief in God, with Moslems
being required to follow Moslem
law.” About 90 per cent of In
donesians are Moslems.
In announcing the decree, the
President opened his speech
with the words, “In the name
of the one and only God.” He
said:
“We have the conviction that
the Jakarta Charter dater June
22, 1945, gave inspiration to
the 1945 Constitution and is
linked in unity with the Con
stitution.”
The Catholic party noted that
the President’s words had
caused some worry among Cath
olics, but added that the char
ter was mentioned only in the
introduction to the decree and
not in the decree itself, and
that it is clear that the Presi
dent was only giving his per
sonal opinion in regard to it.
The party’s statement said
that the President has repeated
ly declared that his decree is
based on the desires of the
majority in the Constituent
Assembly. It is clear, the party
statement went on, that the
constituent assembly accepted
the 1945 Constitution but reject
ed the Jarkarta Charter’s pro
vision regarding Islamic law.
Therefore, it said, it sees no
reason for fear because of the
President’s words about the
charter.
The President’s decree has
been given strong support by
the Indonesian Army’s chief of
staff, Lt. Gen Abdul Haris Nasu-
tion, who recently praised the
nation’s Catholics and promised
to protect them.

Serra President
Urges Family To
Foster Vocations

CLEVELAND,—A five-point
family program to encourage
vocations was outlined here by
the new president of Serra In
ternational.
Dr. Frank J. Hanrahan, Jr.,
director of internal medicine at
St. Vincent Charity Hospital
here, was elected at Serra’s re
cent national convention in
Pittsburg. The organization of
laymen seeks to promote voca
tions to the priesthood by aiding
seminarians’ education.
Dr. Hanrahan said in inter
view that he believes the grow
ing need for vocations will be
better met if Catholic families
adopt a program to encourage
them. He said families should:
1) Pray for vocations. This is
a habit with every Serra mem
ber and should be habitual with
Catholic families.
2) Learn what the religious
life is really like. Certain fami
lies tend to produce more than
their share of vocations. One
reason, Dr. Hanrahan suggested,
is that members of these fami
lies learn early what religious
life is like and know it for a
happy life.
3) Realize that a vocation is
from God. It’s not a criticism,
explicit or implicit, of the lay
life. It doesn’t mean that a child
who enters religion does not
appreciate his parents’ life.
4) Never criticize priests or
Religious in front of children. A
child will have no interest in a
life that his parents don’t re
spect.
5) Encourage thoughts of vo
cations. Listen courteously when
the child says he’s thinking
about the religious life. Don’t

Studies have shown, Dr. Han-
raban said, that the majority of
priests and Religious made up
their mind to enter religious
life before the eighth grade. Too
often, he believes, parents try
to “test” a child’s vocation in
the wrong place—in the life of
the world.
The right place to test a vo
cation, he said, is in a minor
seminary, and a boy who leaves
one is in no sense a failure. On
the contrary, he’s wise to find
out early in life if he really does
have a vocation.
In this connection, Dr. Hanra
han said, it is important to re
member the two-fold nature of
vocation—the grace of the call
ing itself, and the grace to per
severe.
Too much harping at a young
ster that he’s too young, send
ing him to a coed high school
and confusing him with the dis
tractions of the world can harm
the grace of perseverance in its
developing stages, he declared.
As for the Serrans themselves,
Dr. Hanrahan said they must
continue their efforts to restore
Christianity to modern culture
so that an environment con
ductive to vocations can de
velop. He suggested “under
standing the mind of the
Church” as the coming year’s
theme.
Father of seven, Dr. Hanrahan
has been active in the Cleve
land Serra Club eight years and
has been governor, trustee and
second vice president of the or
ganization.
