Labor’s Right To Organize
Onions Defended By Pontiff
In Speech To Railroad Men

VATICAN CITY, — Catholic
social teaching fully supports the
right of workers to organize un
ions to defend their just claims
and improve their standard of
living.
His Holiness Pope Pius XII
told this to 10,000 railroad men
at an audience in St. Peter’s
Basilica.
In his speech the Holy Father
hailed the increasing strength of
the Italian Catholic labor move
ment.
He voiced confidence that it
may soon be possible “to inaugu
rate a true return of the ranks
of labor to Christ.”
He warned against the danger
of overemphasizing material life
and ignoring the soul.
He urged Christian workers
to help their misled and non-
Christian brothers and to speak
to them “with the strength of
your conviction and example.”

to organize, the Pope said:
“No true Christian can find
fault if you unite in strong or
ganizations to defend your rights
—while remaining aware of your
duties—and to arrive at the im
provement of your living condi
tions.
“On the contrary, precisely be
cause the harmonious action of
all groups in the state is a Chris
tian duty, no individual citizen
ought to become a victim of an
arbitrary act or the tyranny of
others. You are therefore act
ing in full conformity with the
Church’s social teaching when by
all means morally permissible
you vindicate your just rights.”
Defining the meaning of
“morally permissible,” the Pope
said that true Christians, when
using the power of their organi
zations to win recognition for
their rights, must, “use means
suitable for the negotiation of a
peaceful settlement.”
Also, the Holy Father declar
ed, they must consider whether
the “results aimed at are in reas
onable proportion to the damage
which would result from using
force.”
The Pope opened his address
by referring to the tremendous
workers’ demonstration in St.
Peter’s Square on May 1 which,
he said, showed clearly that there
are signs that “Red-led unions
are losing their stranglehold on
Italian workers.”
The Pope said that such signs
increase the hope of better times
to come for the working class.
He said they strengthen con
fidence that “the day should not
long be delayed when, with er
ror overcome and the clearly
defined Christian solution of the
social problem revealed in all its
fullness, it will be possible to
inaugurate a true return of the
ranks of labor to Christ*”
He warned of the danger that
still exists and added that “an
awareness of the common danger
for Christian Italy should
strengthen your determination to
cooperate with all men of good
will in combatting the spirit of
disunion and hatred among sec
tions of the Italian people.”
Stressing the primacy of the
spiritual life, the Pope said that
it would not be enough to be
satisfied with the thought “that
one is always faithful to Chris
tians. “Attachment to Christian
political principles, then, is a
natural consequence which
comes almost automatically,” he
said.
