Denies Some Church Charges Latest Movie listings Of Atrocities By Its Congo Troops UNITED NATIONS, N.Y.( NC ) —A United Nations official has denied some of the atrocity charges made by Church autho rities against UN troops invol ved in the fighting in the Con golese province of Katanga at the enc of last year. Other incidents of atrocities reported by missio.ners, how ever, were not mentioned by the official. Tiii- DENIAL was made in a letter written (Feb. 5) by Ro bert K. A. Gardiner, Qfficer- in-Charge of the United Na tions Operation in the Congo (ONL'C), to Father Edouard KI- leshie, Vicar General of the Archdiocese of Elisabethviile, Katanga's captial. The atrocity charges were made following four days of fighting (Dec. 29-Jan. 1) dur ing which UN troops ousted Ka- tangese forces from the capital of the secessionist province as part of the UN drive to bring Katanga under the authority of the central Congolese govern ment. According to reports receiv ed in Brussels from mission sources in Elisabethviile, three churches, a monastery, a semi nary and two rectories were looted by UN troops. Reports stated that a convent was bomb ed and a church hit by mortar fire. GARDINER'S letter mention ed only two damaged churches and stated that there is no evi dence that UN troops were re sponsible. Mission reports also noted that Ethiopian troops serving with UN forces seriously wounded two patients in a hos pital In the Lubumbashi dis trict of Elisabethviile staffed by Sisters and owned by the Union Miniere du Haut Katan ga, a business frim with wide interests in Katanga. Archbishop Joseph Cornells, O.S.B., of Elisabethviile, then in Brussels, - said he had re ceived personal reports of at rocities in his See, including the looting and damaging of churches. Among other things, he noted that the bodies of 70 persons killed by Ethiopian soldiers had been taken to the Prince Leopold hospital. IN ELISABETHVILLE, Fa ther Kileshie wrote to the UN representative, Elias Mathu, protesting against “the flagrant breach by United Nations troops of International conventions sacred to all civilized nations." He charged that "sacreligious profanities" had been commit ted "against the Holy Eucha rist." In his answer to Father Ki leshie, Gardiner stated the priest had made "two specific charges against United Nations troops to the effect that: "1. Irish troops fired point blank at patients In a ward of the Union Miniere Hospital of Lubumbashi on 29 December, 1962, and "2. Ethiopian soldiers had caused the death of 70 persons whose corpses were brought to the Prince Leopold hospital at the end of the year." The letter said that Archbis hop Comelis’ charges that UN troops looted and damaged a number of Catholic churches were "equally grave.*’ GARDENER stated that "a full-scale investigation, includ ing an on-the-spot inquiry," showed that Ethiopian troops had been ordered to take the compound of the Lubumbashi hospital after it was learned that Katanga troops were using it as a military base. Irish troops were nowhere in the area, he added. During a skirmish with Ka tanga troops there, he said, "unfortunately, one patient was wounded in the thigh and another was grazed by a bullet." He said that the investigation show ed that the shooting had come from outside the hospital ward before Ethiopian troops had ac tually entered it. As soon as the soldiers saw there were only patients in the ward, he con tinued, they withdrew. Gardiner continued: "ACCORDING to the Sister on duty, some of the patients in the corridor were wearing hos pital khaki uniforms which were not unlike the uniforms of the Katanga gendarmerie in color. Thus, the Ethiopians could well have thought that there were Katanga gendarmes in the ward." In regard to the bodies in the Prince Leopold hospital, Gar diner said that "no evidence has been provided to substantiate this allegation." Bill Thought Dead Passed ANNAPOLIS, MD. -<NC)— The Maryland House has pass ed a controversial school bus bill by an overwhelming major ity after the chamber’s first vote on It apparently had kill ed the measure. The legislation affects only one county, but has attracted attention across the entire state. It would authorize Anne Arundel County to expand its tax-paid bus service for the 4,5000 children who attend par ochial and other private schools in the county. WHEN first brought up, the bill fell five votes short of the required majority of 72. The vote was 67 for, 11 against and 55 abstentions. A majority of the county’s delegation, which supported the bill, appealed for reconsiderat ion. In a day of lobbying, esp ecially among legislators who abstained, they argued that the vote ignored the tradition of House support for a local mea sure which is supported by a majority of the local delegates, ON THE second vote, the bill was approved 91 to 5 with 35 abstentions. The bill authorizes the county school board to transport all pupils who live more than one mile from school. At present, about 370 non- public school pupils are trans ported on buses headed for pupil schools, but which pass their homes and their schools on regular routes.
