V.lKiams, Jr., of New Jersey said here tha: Americans cannot res: as long as millions of their fellow citi zens live in poverty. Williams ck. dared that "one trip to a city slot: , a migrant camp, or an unemployment of fice crowded with men thrown out of work by automation vill convince anybody that...the citi zens of this country cannot and must not Mt idly by admiring our great succe sses v. hi 1 e one quarter of our population live out their lives in poverty." The New Jersey Senator, chairman of the Senate subcom mittee on migratory labor, spoke at a 1inner after receiv ing the first Father Raymond A. .McGowan Award of the National Council for the Spanish Speak ing. The presentation was made by \rchbishop Robert E. Lucey of ■•in Antonio, Tex., executive chairman of the council, whose national executive officers, committee chairmen and ad visory board met here. The award is named for the late Father Raymond A. McGo wan, a former director of the social Action Department, Na tional Catholic Welfare Con- :.rence, who helped organize the council on the Spanish speaking anti served on its ad visory board. LIAMS in his address paid tribute to "tha exemplary life and work" of Father Mc- Cowan and praised his "life long struggle to bring a better life to Americans of all races and creeds." against being "lulled and de luded.. .by our own propaganda" about the extent of national prosperity. While "in terms of provid ing the good life for its citi zens the United States has been the most successful common wealth devised by man," he said, "we must not let our strengths conceal our weaknes ses." "WE HAVE not yet made the American dream a reality," he said. "In the midst of our abun dant riches, many millions of our citizens still live in pover ty and deprivation." Noting that estimates of the number of Americans living on or beyond the borderline of po verty vary from 32 million to 50 million, Williams commented that "even if there were only one million, that would be one million to many" "The real test of our society is not whether we can keep a majority of our people well fed and well housed, but whether we can do for all what we do for some," he said. HE CALLED for a "new revi val" of the American tradition of voluntary help to others and for "a new willingness to deal with the unfinished business of our society." One measure along these lines, he said, Is the adminis tration’s proposed National Service Corps. He said the proposed corps would "put the enthusiasm and Idealism of both young and old to work in areas where help is most needed- working with migrants, in our overcrowded and understaffed mental hospitals, on pitifully poor Indian reservations and in our urban slums." "These volunteers will not replace existing efforts but will give public and private agencies at the local level the manpower they so desperately need to carry out their necessary tasks," he said. Williams stressed that the Federal government is "not au tomatic and self-propelling" and said Its "motive force” comes from groups like the National Council for the Spanish Speaking through which citizens organize to express their will. Lenten Prayers WASHINGTON, Feb. 21 (NC) — Archbishop Patrick A. O’ Boyle of Washington has asked Catholics here to direct their Lenten, sacrifices and prayers to the apostolate of racial just ice. "Pray earnestly," he said in a pastoral letter, "that God will give to each of us the grace and wisdom to see in every man our brother in Christ and the Christian fortitude to act accordingly." Legion Winners Senior Hugh O’Donnell re ceived a $25 Savings Bond as the winner of the American Legion Oratorical Contest. W inning second place and a $15 bond is junior Thomas Brannan, while senior Thomas Almon, third, wins a $10 bond. Rev. Thomas Roshetko, S, M„ pastor of Sacred Heart Pa rish; Mr. Charles Cumber- worth; and Mr. William Todd made the awards on Feb. 22. $17,000 Given Cuban Exiles MIAMI, Fla. (NC)—The Mi ami office of Catholic Relief Services - National Catholic Welfare Conference, which has helped resettle some 31,000 Cuban refugees, has also aided ill and handicapped among the exiles at a cost of more than $17,000. Hugh McLoone, director of the office, said that during the past year the office furnished the following services; hearing aids, $2,000; ambulance ser vice, $3,000; eyeglasses, $?,- 000; wheel chairs, $1,000; pros thetic devices, $ 1,000; and or thopedic shoes, $500. Archbishop Pericle Felici said this came about because "in taking their decisions they had before them, not only the souls confided directly to them but the true good of the whole Church, even of the whole of humanity, in a wonderous unity of pastoral solicitude." ARCHBISHOP Felici also re ferred to the practice of jour nalists and others of dividing the council fathers into "cur rents or contrasts." Others, more moderate, wanted to divide the members of the assembly into shepherds and fishermen, insofar as the first would above all defend the sacr ed patrimony of the faith, while the second would propose above all to obey the command'Laun ch out into the deep' (Luke 5,4) notwithstanding the many diffi culties of apostolic seafaring," he observed. "But the sole reality is this; all were anxious to establish which truths should be put to day in greater relief and what are the most efficacious means of bringing these truths before the faithful. The same holy freedom with which the Fathers were able to outline their ideas and opinions, their experiences and proposals, contributed in no small way toward empha sizing the desire for the stuffy of truth which animated each and every member of the coun cil assembly..." ARCHBISHOP Felici re ferred to the council debate over the controversial draft on Divine Revelation as "part- icularly lively at iHpes but always marked charity.” by a spirit of The council official said in this connection that the council Fathers had “dedicated them selves with every' energy to seeking out the truth in every thing that could be questionable or the subject of opinions.” This they did, he said, with the double intention of "giving greater glory to the Church and so that not only the faithful might accept the truth with greater readiness of mind but that those who live far away from the House of the Father may also feel its appeal." He said that if pastoral action is to be lasting and fruitful it must derive its strength from urucy of doctrine, of government and of worship.
