told members of Christ the King
Holy Name Society at their Sun
day breakfast-meeting that all
priests and prelates were on an
equal footing during these "cof
fee breaks" and the cardinals
and/or patriarchs couldn't pull •
rank in the milling throngs. Hie.
Atlanta bishop, added that it
was probably the first time food
% and drink had been dispensed
in St. Peter’s since the last
Ecumenical Council held in
1870. He said that "great is
sues" were discussed by the
coffee sippers.
Archbishop Hallinan explaliv-
ed the purpose of the council,
but centered his talk on side
lights of the parley, called by
the Holy Father to chart the
future course of the Church.
The delegates will return In
September for another three-
month session, he said.
DESPITE extreme poverty in
the dioceses of some of the bis
hops, they managed to reach
Rome for the Council. He said
one bishop was reported to have<
sold his pectoral cross, a gift
when he was consecrated to de
fray the cost of his passage to
the Holy City.
Archbishop Hallinan told of
a young African Bishop, who, at
32 years of age, had been a pre
late for two years. He added that
he had been a priest for only
seven years and a Catholic for
a scant 10 years.
This, the Archbishop cited,
is a sign of "the emerging
church".
HE told of the hardships re
vealed by bishops who came
from sees behind the Iron Cur
tain and certain areas in South
America and the struggles the
clergy and laity were called up
on to go through just to keep
Catholicism alive.
Archbishop Hallinan gave a
"report" on the Holy Father.
He said one French writer said:
"When I was in the presence of
Pope Pius XII I felt I was close
to divine nature of Christ."
Then he added: "Pope John
XXIII brings to my mind the
human nature of Christ.

real heroes of the first ses
sion of the Second Vatican Coun
cil were the U.S. Bishops, Fa
ther Gustave Weigle, S. J., said
here.
Father Weigel, a professor of
ecclesiology at Woodstock (Md.)
College who served as an in
terpreter for non-Catholic ob
servers at the council, said in
an interview that the Ameri
can Bishops "grew to a formi
dable stature" as the council
progressed.
HE attributed to the U.S. Hi
erarchy "the lion’s share of the
credit for having swung the ba
lance of power to the ‘open
door’ tendency" manifested at
the council’s first session.
Father Weigel, one of the na
tion’s best known Catholic spe
cialists on ecumenical matters
was here to address the semi
annual clergy conference of the
Steubenville diocese.
For the first time the Catho
lic clergy conference was at
tended by non-Catholic clergy
men, with some 65 Protestant,
Jewish and Orthodox church
men on hand for Father Wei
gel's talk and for luncheon with
Bishop John King Mussio of
Steubenville and priests of his
diocese.
THE NON- CATHOLIC cler
gymen were invited to the con
ference by Bishop Mussio after
he spoke in January to the area
Ministerial Association.
During the clergy conference,
Bishop Mussio announced that
he hopes to establish an "ecu
menical institute" here to fur
ther interfaith relations in the
area.
He said he hopes to meet soon
with representatives of the Min
isterial Association and at that
time "will suggest that some
sort of ecumenical institute can
be formed, whereby our scho
lars can come together on a
regular basis with the scholars
of the Protestant, Jewish and
Orthodox faiths to study calm
ly the matters we have in com
mon and the problems we face
together, and to work out solu
tions as best we can in a way
befitting men who hold to a
God-centered philosophy of
life."
BISHOP Mussio said the
meeting of Catholic and non-
Catholic clergy at the diocesan
clergy conference "was long
overdue."
"Personally, I willingly take
my share of the blame for hav
ing hesitated all these years to
make a move in this direction,"
he said.
"Looking back now, I sus
pect that there was some pride
behind it, but more—and per
haps you have felt the same way
about it—there was the fear that
we were going to have to make
some concessions on princi
ples.
"THIS gathering clearly
shows us how wrong we were.
And I pray, as I am quite cer
tain you do also, that there will
be many more such meetings
and that much fruit will come
from them."
Father Weigel in his address
to the conference urged the
clergymen to pray for His Holi
ness Pope John XXIII, saying
that if the Pope lives to the end
of the council, "results far be
yond our hopes may develop."
In a question-and-answer
discussion, he disputed the use
of the terms "liberal" and
"conservative" to describe
tendencies among the Fathers
of the Vatican council.
"I prefer the terms 'open
door’ and ‘closed door,* " he
said. "The former believes that
the Church must modify its
practices to keep pace with
the changing world. The latter
says that any and all change
would be treasonable."
HE SAID the vast majority
of the U. S. Bishops went to
the council as members of the
“closed door" school.
"When they saw the council
in action," he continued, "with
spokesmen from the Church
in Africa and the Church in the
Orient, and the problems which
these bishops presented, most
of the American Bishops gra
dually changed their views. Had
it not been for this change, the
voting would have shown a 50-
50 stalemate, instead of 60-40
for the ‘open door.’ "
Father Weigel also cautioned
against entertaining a melo
dramatic idea of the conflict
between representatives of the
various tendencies within the
council. "There was no conniv
ing such as is found at poli
tical conventions," he remark
ed.

Day Rally
March 31
The annual Vocations Day
Rally, co-sponsored by the
Serra Club and the Archdioce
san Council of Catholic Youth,
will be held at the Cathedral of
Clyrist the King, Sunday, March
31st. at 2:00 in the afternoon.
Activities of the rally include
presentation of awards to the
winners of the Poster and Es
say Contests; viewing of dis
plays and vocational movies by
religious orders; a forum on
"Parental Responsibility in
Fostering Vocations" and at
4:30, a dialogue mass celebrat
ed by Archbishop Hallinan.
The youth and parents are
invited to attend. Special recog
nition will be accorded to the
school and CYO group with- the
largest percentage of their
membership in attendance.

Boys of a junior religion class
circulated a petition throughout
St. Pius X asking for more de
cent movie advertising. The re
quest was mailed to Ralph Mc
Gill, publisher of the Atlanta
J oumal-Constltutlon.
Over 500 students’ signa

FLORIDA UNEMPLOYMENT
Bishop Blames Foresight
Lack For Refugee Probe
MIAMI, Fla. (NC)—Lack of
Intelligent planning by the Fede
ral government is responsible
in part for serious community
problems posed by Miami's Cu
ban refugees, the Bishop of Mia
mi said.
Bishop Coleman F. Carroll
said that most of the Cuban
exiles are "well-balanced, or
derly, law-abiding people** who
contribute much to the com
munity in the way of culture.
The Bishop testified during
unofficial hearings here on Cu
ban refugees and related unem
ployment problems in Dade
County. U. S. Congressmen
Dante Fascell and Claude Pep
per conducted the hearings.
BISHOP Carroll, pointing out
that the Cubans were invited
here by the Federal government
but no special plans were made
for them, said "it is not right
to threaten refugees with the
loss of government assistance
if they refuse to be relocated."
The Bishop then suggested
that Florida might take a look
at its own welfare program for
Americans.
"Unemployment Is nothing
strange here," he declared. "It
is time for city and county to
look at the over-all welfare
problem. Ours is one of the
worst in the country."
With regard to testimony by
civic and labor leaders that the
economic situation of the Negro
community has been seriously
depressed by refugee replace
ment of local persons in em
ployment, Bishop Carroll char
ged that "both Americans and
Cubans have been victimized
by unscrupulous employers."
"IF JOBS have been taken
from Americans," the Bishop
said, "it is not the fault of the
American who has been replac
ed, or of the Cuban, but of the
employer who hires him a much
lower rate of pay."
Asserting that the problem
cannot be solved by strife, Bis
hop Carroll stated that "Dade
County is entitled to great
praise for the way the people
here have assisted the refu
gees in the true American tra
dition of welcoming people from
oppressed lands.*’
"It is up to the government
now to solve the problem in a
way that is agreeable and accept
table to everyone," Bishop Car-
roll concluded. "It is not a lo
cal problem, but one for the
Federal government to solve
with a well-directed permanent
program, including an Increase
in industry."
DURING sessions of the hear
ings, the congressmen and city
and county officials also heard
testimony by Msgr. Bryan O.
Walsh, director of Catholic
Charities in the Miami diocese.
"Long before the Cuban refu
gees came," he said, "we had
our problems of weak unions,
unemployment, labor surplus,
strike-breaking, unscrupulous
employers, lack of basic wel
fare services, discrimination
against minority groups, high
crime rate, substandard hous
ing, all evils that flow from
social injustice."
Five or six years ago, Msgr.
Walsh recalled, he met then
Senator Pepper at a hearing on
problems of the aged held in
Miami when testimony was gi
ven that jobs were being offered
to senior citizens in Miami at
20 to 30 cents an hour.
