(NC) The chancellor of the Char leston diocese said here that Catholic schools should be in cluded in Federal aid bills in recognition of their public ser vice. Addressing the 33rd conven tion of the South Carolina Coun cil of Catholic Women here, Msgr. Joseph L. Bernardin said that Catholic schools, while pro viding for the religious wel fare of children, perform a public function. "We are not asking that Fed eral aid be given for the teach ing of religion," he said. "We are only asking that the contri bution of our schools to the pub lic welfare be considered and taken into account. "After all, our schools meet all the educational require ments of each state; they mea sure up to the highest acade mic standards. ANOTHER LIE NAILED Baptist Denies POAU Charges A ranking Baptist official says an exhaustive study of a Washington building project fails to substantiate charges that it is Vatican-controlled and getting special treatment. C. Emanuel Carlson, execu tive director of the Baptist Joint Committee on Public Af fairs, Washington, makes the statement in a "fact sheet" be ing distributed by his agency. PROTESTANTS and Other Americans United for Separa tion of Church and State is wag ing a campaign against the buil ding project, a $66 million ven ture to be called Watergate Towne. POAU, In its regular publi cations and a special pamphlet, charges that the project is fi nanced by "a subsidiary of the Vatican," would tower over na tional shrines, is enjoying fa voritism from government of ficials and might eventually be come the headquarters of the Apostolic Delegate, who resides in Washington, or even be "a temporary home away from Rome" for the pope. IN HIS fact sheet, Carlson denies Vatican control, notes that many Washington build ings, including churches, are taller than the project will be, reports that the local govern ment has encouraged ‘‘high rise" apartments in the area of the project and saysthatfour Federal and District agencies approved the project. He says the project site, formerly used by the local gas company for storage tanks, was purchased by Island Vista, Inc., subsidary of the Rome firm of Societa General Immobiliare, one of the oldest real estate operations in Italy. The John Hancock Mutual Life Insurance Company will finance $44 mil lion worth of the project's costs. The Catholic hospitals, as distinct from our schools, are dependent upon the support of the entire community; they must make changes carefully to in sure their continued effective service. To understand the vital role of a Catholic hospital in serving the health needs of the community, it is necessary to grasp two points; (1) Like all non-public institutions, it must win and maintain full public confidence so that donations and regular income will sustain it. (2) Because it is Catholic, it reflects the full teaching of the Church, not only in works of mercy and charity, but in the de monstration of social justice. Whatever concessions are made to local custom, no Catholic hospital in our archdiocese could be permanently bound to segregation as a matter of fixed policy. No citizen, white or Negro, can be in doubt about the Church’s teaching on racial justice in this Archdiocese, or her honest determination to carry this out in practice. Accordingly, with the full cooperation of the Sister Administrators, I wish to an nounce the new open admission policy in our Archdiocese. This means that all hospital patients will be admitted without regard to race or color. In Atlanta, this policy is already In effect at Saint Joseph’s Infirmary, according to Sister M. Josetta, R.S.M., Ad ministrator; and at the new Holy Family Hospital as soon as it opens, according to Sister Theophane, S.C.M.M., Administrator. Assignment of hospital space to patients will be made on the basis of MEDICAL AND SURGICAL NEED, not on the basis of race or color. There will be no SEPARATED SECTION for any racial group. We are confident that the new policy, which is in keeping with sound economic hospital operation, and good civic relations, as well as the moral law, will enable our hospitals to serve the community with the same skill and compassion that have become their treasured tradition. ^ ^ $ 4 44 PAUL J.
