(NC)— It is unconstitutional for pub lic school children in Sacra mento County to say grace with their milk and cookies. This was the answer deli vered (Aug. 13) by the county counsel’s office to an injury of last March by Fred J. Kei- sel, superintendent of the San Juan Unified School District. Kiesel asked whether it is law ful for kindergarten youngsters to utter this two-line prayer before their daily milk break: "God is great. God is good. In his request for a legal opinion on San Juan’s kinder garten prayer, Kiesel observed the youngsters were not com pelled to participate. He said they "May either leave the room when it is said or remain si lent.” Nevertheless, said deputy county counsel Fred G. Wil liams, the prayer recitation is an unconstitutional intrusion by government into religious mat ters. He cited three recentU.S. Supreme Court school prayer cases and a 1955 opinion of the state attorney general to back up his opinion. More than a million persons took part in the last world congress, which was held in Munich, Ger many, from July 31 to August 8, 1960. Choice of Bombay as the site for the next congress was announced late the same year. Eucharistic congresses are solemn gatherings of clergy and laity to promote devotion to the Blessed Sacrament. Only two earlier world congresses have been held in Asia—one in Jeru salem in 1893 and the other in Manila in 1937. THE MAHARASHTRA state government has made the Oval Maidan park in downtown Bom bay available for the congress, the Cardinal said. ’’Both the Union and State governments are showing great interest in the congress andfa- cilitating our work,” the Cardi nal said. More, effective help of considerable value has been given.” Mass will be offered at the Oval each evening, he said. In the mornings, professional and religious groups will meet. The afternoons will be devoted to practical works of charity, such as visits to orphanages, homes for the aged and hospitals. CYO NEWS BY RAYMOND SMITH Members of the Archdiocesan Council of Catholic Youth will hold their annual fiesta Sunday, Sept. 1st. it will take place at Fritz-Orr Club located on Nancy Creek Rd., N. W. The fiesta will begin at 1:00 p.m. with swimming and free lunch and will conclude at lO.KX) p.m. The day will include an athletic program followed by refreshments and dancing. Roy Cooper, top-rated disc jockey from WPLO radio stat ion, will be on hand to emcee the dance. Freddie Prince and the Paupers will provide the music. Records and albums will be given away, and a dance contest will highlight the evening. The price will be $ 1.50 per person. Chaperons will be provided. CHURCH OPPOSITION Senate Extends Bracero Project WASHINGTON (NC) — The Senate has approved another one-year extension of the controversial bracero labor program due to expire Decem ber 31. But it added a new sec tion to protect American migra tory farm workers. The measure, adopted (Aug. 15) by a 63 to 24 vote, now goes the the House which rejected on May 29 a bill to extend the pro gram for two years. THE SENATE bill provides that American workers must be provided the same benefit! given Mexicans In the areas ol workmen's compensation, hou sing, transportation and a gua ranteed minimum amount of work. Domestic workers have no such protection now. Begun in 1949 as a temporary measure to meet a manpower shortage during the Korean war, the program provides for the seasonal importation of Mexic ans to help harvest U. S. - crops. It has been repeatedly extended on a one or two-year basis since its start. Religious and social action groups, including the National Catholic Rural Life Conference, have vigorously opposed exten sion of the program, alleging that the Mexicans compete un fairly with American workers. ON THBother hand, growers’ associations, farmers and civic groups in farming regions de fend the program as essential to their well being, saying that Americans will not do "stoop labor” in the fields. The extenision bill came to the Senate floor without com mittee hearings. It was orgina- lly a simple extension of the present program sponsored by Sens. Gordon Allott and Peter H. Dominick, both of Colorado. However, it was amended on the floor by Sen. Eugene Mc Carthy of Minnesota. McCarthy first tried to kill the entire bill and substitute one protect ing American workers and directing the Secretary of Labor to take steps to assure a suf ficient number of American workers who would do the work previously handled by Mexi cans. HOWEVER, this amendment lost on a 45 to 45 vote. Mc Carthy then dropped the clause affecting the Labor Secretary and introduced a package desig ned to protect /unerleans. This was adopted 44 to 43. Opponents of his amendment tried desperately to reopen the bill for further amendment af ter it had been given third re ading. But they failed on another tie vote of 45 to 45. Birthday At Sea BOSTON, (NC) — Richard Cardinal Cushing was at sea on his 68th birthday—and he had plenty of company. Disdaining any personal gift to mark die day (Aug. 24), the Cardinal celebrated by taking some 250 aged men and wo men and the nuns who care for them at two homes here on a three-hour boating excursion in Boston Harbor.
