The articles were written for the N.C.W.C, News Service and were printed pre viously in Catholic papers throughout the country, ‘The department continues to believe the preasnt clauses in the Constitution are of incalcul able benefit to religion, *' the Consedine statement said, ‘ The first amendment sepa rates Church and State by pro hibiting establishment of re ligion and also by prohibiting government interference with the free exercise of religion. The government is thus under a constitutional obligation to show special respect for the religious liberty of all citizens; forbidden to prefer one religion to another, or to prefer lrreligion Prayer Caution over religion,*’ THE STATEMENT said the House Judiciary Committee hearings conducted by chairman Emanuel Celler of New York, * 'contributed to the confusion presented by the proposals themselves and provided added reason for caution,*' Among the prlnclplal Bible reading and prayer proposals was that sponsored by Rep, Frank J, Becker of New York, which would provide the con stitutional amsndment to per mit school paryer. Catholic spokesmen took different views in testifying before the com mittee, No position in the con troversy was taken by the U,S, Catholic hierarchy. ‘THERE IS too much un certainty as to what should be done, let alone the possible ultimate effect on the existing guarantees,*' Consedine as- guarantees,** Consedine as serted, THE LEGAL Department of the National Catholic Welfare Conference is very cautious toward the present Interest of some in amending the Con stitution in the manners now proposed to overcome recent judicial decisions precluding prayer and Bible reading in public schools.
