McGucken, of San Francisco is shown as he gave the in vocation opening the first session of the Republican Party National Convention in San Francisco’s “Cow Palace" on July 13. In his prayer the prelate asked for God’s guidance to illuminate the minds and hearts of the delegates, "lest partisan spirit pervert the order of justice or ignorance lead us into error." ARCHBISHOP McCAICKEN Speaks To Save Fair Housing SAN FRANCISCO (NC) — Archbishop Joseph T. Mc Gucken made an unscheduled appearance before interracial workers here to urge defeat of a drive to kill the state's fair housing law. The Archbishop of San Francisco showed up at the western regional conference of Catholic Interracial Coun cils to re-stress his opposi tion to the drive. SUBSEQUENTLY, the con ference voted to form a state wide organization, Catholics Against Proposition 14, to fight a proposal to amend the state constitution to prohibit governmental intervention in the disposal of real estate. Mac Hull, chairman of the new group, said the amend ment would give property own ers absolute right to dis criminate in the sale or rental of property. HULL said the group would work with other civil rights groups to "reach every Catho lic household through a mammoth volunteer grass roots educational campaign before November," Father Eugene Boyle, moderator of the San Francisco CIC, urged dele gates to actively support civil rights demonstrations and other forms of non - violent protests. "EVERY moral philosopher and theologian will readily agree that. . .a man in grave need of sustenance can with moral blamelessness ‘steal’ the food of others,” he said. "Is humiliation any less shameful or imperious than hunger?" he asked. MINORITY groups, he said, have "not merely a right, but conceivably a duty” to bring it to public attention by "dra matic—even spectacular con duct.” Delegates also passed a re solution condemning dis crimination in the buildings trades unions. Barry Goldwater. The Arizona senator, nomi nated (July 15) on the first bal lot of the GOP convention as the party’s presidential candi date, has said repeatedly that he opposes Federally directed assistance to education, HOWEVER, he has also add ed that if, over his opposition, a program of Federal school aid is adopted, he would favor having its benefits go to all nonprofit schools, public and private, secular and parochial. The Senator has stated this view on the Senate floor and in let ters inquiring about his posi tion. The 1964 platform is silent on traditional school aid propo sals, such as Federal assis tance for public school con struction in needy areas. The re is no mention of the issue of aid to children in nonpublic schools. The campaign document calls for tax credits against Federal income tax for certain college costs, "selective aid" to high er education and a plan to trans fer to states the revenues of certain Federal taxes which could be used for pressing lo cal problems, such as housing, juvenile delinquency or schools.
