UNION ARMY PRISONER Miss. Bishop 9 s Defiance Of Federals Remembered CINCINNATI <NC)~Just 100 years ago a Catholic bishop of Mississippi was held prisoner by the Union Army for affirm ing the Church's right to free dom from government inter ference. Bishop William Henry Elder of Natchez, later archbishop of Cincinnati, refused to obey an order of the area’s military commander to offer prayers in the churches of the diocese for the U. S. government. FOR HIS refusal he was taken across the Mississippi River to Vidalia, La., and held in cus tody of Federal troops there from July 26 to Aug, 12, 1864, Bishop Elder protested to President Lincoln and later to Secretary of War Edwin M. Stanton. When the bishop’s re lease was ordered Aug. 12 he was welcomed in Natchez with the joyful ringing of church bells. BRIG. GEN. Y. M. Tuttle was Union Army commander of the area when the bishop was or dered to read in the cathedral church of Natchez the prayer for civil and ecclesiastical au thorities. As he later explained in his letters to Lincoln and Stanton, when Mississippi adopted the Ordinance of Secession. Bishop Elder had altered the prayer to make reference to the president of the Confederate States. *'I SIMPLY acquiesced in a state of things agreeable to the ordinance,” he wrote, “whether wisely or unwisely. Box 11667 Northside Station Atlanta 5, Georgia Address City State fore opposed it.” Later, he pointed out, he dropped * all local prayers so as not to give offense to the ab sent any more than the pres ent,” and adopted instead the Litany of the Saints, “which contains supplication for all Christian rulers, all Christian people and for all our benefac tors.” MOREOVER, he ordered this change made "while the Con federate military were in un disputed possession of Nat chez.” Gen. Tuttle did not press the matter, but his successor, Col. B. G. Farrar, called for en forcement of the original or der. He agreed, however, to a delay while the bishop prepared to present his case in writing. BY THE time the bishop’s presentation was ready, a new commander was in charge— Brig. Gen. Mason Brayman, a former New York editor and lawyer. Gen. Brayman published a harsh order accusing Bishop Elder of being “still in re bellion against the United States and ill-disposed toward the gov ernment thereof.” He closed the cathedral and other chur ches, and ordered the bishop "expelled from the lines of the Army of the United States.” SEIZURE of the churches was postponed until “communica tion can be had with the authori ties at Washington, "but the bis hop was taken by ferry to Vi dalia after giving his blessing to a large crowd that gathered at the wharf to bid him farewell. In his letters to Washington he emphasized that "our Church service is a matter to be regu lated exclusively by the authori ties of the Church.” He deplor ed the fact that "some Catho lics and many more Protes tants were under the impres sion that my refusal to read the prayer arises from a pref erence which I give to the Sou thern Confederacy,” "I WANTED them to under stand,” he said, “that it was not so—but simply from an unwill ingness to acknowledge the right in any secular power to direct our religious worship, and my own especial unwillingness to use my sacred ministry in maintaining either power, or in support of any political views.” When Gen. Brayman, who lat er became govehnor of Idaho, received orders to release the bishop, he did so with poor grace. Suspension of the prayer order, declared the general in his official statement, left per sons conducting worship "at liberty to manifest such meas ure of hostility as they may feel against the government..,” BUT BISHOP Elder told Sec retary Stanton his suspicion that Gen. Brayman "expects me to make my sacred minis try an active instrument for maintaining the one side or the other during the present de plorable war.” ‘This I very respectfully but positively declined to do,” he went on. "I have no appoint ment and no pay from the civil government. I enjoy its protec tion, and in return I have given it my spiritual services — as I will continue to do if allowed — but I will not preach politics or war.” The bishop was named coad jutor to Archbishop J. B. Pur cell of Cincinnati on Jan. 30, 1880, and became archbishop of Cincinnati upon the death of Archbishop Purcell three years later. Archbishop ElderdiedatCin- cinnatl in 1904 at the age of 86.
