Assistant to the Vice : Presi
dent, at the Southern Catholic
Leaders Conference last week
end:

war against poverty cannot be
better stated than in the words
of the National Catholic Wel
fare Conference in its state
ment on ' Church and Poverty”

‘The Church views poverty
as a challenge, not, merely to
our compassion and charity, but
also to intelligent social action
aimed at eradicating the many
Causes of human failure,..The
best form of help, as was said
over seven centuries ago by the
great Jewish physician, Maim-
onides,. is to help people to
help themselves.”
Charity and public, welfare
remain important elements in
a humane, civilized society.
God’s children must not be al
lowed to hunger or freeze or go
naked in a society of affluence.

But the hunger of the spirit,
the sense of rejection and of
failure — these can be alleviat-
, ed only as we help each person
get into the mainstream of the
social, economic and political
life of his community and of his
nation.
In less than a year, the Eco
nomic Opportunity program has
already touched the lives of mil
lions of Americans. There have
been problems; there have been
difficulties; there have been
disappointments. But in what
Other major national endeavor
have we been free of problems
and difficulties and disappoint
ments? In military war? In
the space program? In the war
against disease?
Over half a million children
are now enrolled in Head Start.
And many of their.parents are
too. Over three hundred thou
sand young men and women are
already involved in the Job
Corps or the Neighborhood
Youth Corps or the College
work-study program. Many of
these are being given their first
real chance to escape from the
poverty into which they were
born — and to avoid starting
another generation of poor fam
ilies.
Almost 1,000 communities
have already been stimulated
into organizing their own local
wars against poverty. And tens
of thousands of individuals are

participating in the development
and the implementation of these
local programs. They come
from the ranks of labor and of
business, from the churches and
the schools, from the. ranks of
labor and of business, from
the schools, from the youth
groups and the senior citizens.
But, most important of all,
they come from the ranks of the
poor themselves and from the
minority groups. This is social
action at its best. Yes, there
are problems in putting to
gether such community action
agencies. But there is much
promise, too.
The war against poverty is
not just the Economic Oppor
tunity program. It is the new
federal education program,; It
is the Appalachia program. It
is an expanded Manpower train
ing program. It is new housing
and health and area develop
ment programs. And it is, at
long last, the new Medicare
program.
The poverty program has
sparked new interest in a wide
range of social concerns — all
of which must be resolved if
the poverty of America is to
be substantially reduced, if not
eliminated, in the next five or
ten years.
The churches of America
have already given great cru
sade. This is one of the great-
■ est factors in my confidence
that we will win this war.

Frank Capell Found
Guilty In Libel Case

ber - has been convicted of
libeling Sen. Thomas H. Kuchel
(R.-Calif.).
Capell, the publisher of the
anti - Communist Herald of
Freedom, and a codefendant
were find $500 given 180-day
suspended jail sentences and
placed on three years’ proba
tion.
Los Angeles superior court
Judge Bernard Selber, when
passing sentence on the two
men described their libel as
* ’insidious and undercover vi
lification,”
The other defendant in the
case - which involved distri
bution of an affidavit which fa
lsely linked Sen. Kuchel to a
1950 morals offense - was John
Fergus, a former public re
lations executive with the Schick
Safety Razor Co.
Judge Selber said Capell
and Fergus **did some arm-
twisting” to obtain the false
affidavit and “then with smirk
ing satisfaction began to apply
it to their purposes, Seemingly,
their own political extremist
viewpoints.”
FOLLOWING his appearance
in Columbus, Capell clashed
with The Catholic Times over
its editorial criticism of his
views. He charged that The

A Sad Experience

NEGRO PRIESTS ASK
You may be interested in this experience of a Jewish lady who
became a Catholic a few years ago. I got to know her when she
wrote to me for some ideas on Judaeo-Christianthemes for a talk
she was to give to a Catholic organization. Then we met at a
Day of Recollection of the Edith Stein Guild and have been in touch
ever since. This note from her cams today...

Mrs, Agnes Lee
Funeral Services were held
for Mrs. Agnes Velma Lee of
Pittsburg (Formerly of Atlanta)
last Monday at St. Anthony’s
Church in Atlanta. Rev. Donald
Kiernan officiated. Interment
was at Greenwood Cemetery.
Mrs. Lee died last Wednes
day in Pittsburg. She is sur
vived by Mrs. Frank J. Ebitz
of Pittsburgh, a daughter; Mrs.
J.A. Hudson, Mrs. W.L. Milam
and Mrs. C.B. Harwell, all of
Atlanta, sisters: four gradnchil-
dren and three great-grandchil
dren.

during dinnertime tonight, my talk on “Juda
ism: Roots of Our Faith’ (she had a copy
too). The 18 retreatants were quite taken
with the information in it and 3 or 4 of them
asked if I’d consider speaking before various
groups 1 (Sister told some of those who’d
inquired that I had given the talk I) Imagine the
results of tossing one small pebble into a
stream?!?
“HAD A sad experience today, too which disturbed me
quite a bit. Will talk with you about it first chance 1 get. Our Re
treat Master... gave a meditation on the Trial and Passion of
Christ which, in his presentation, I felt was an example of how
much damage can be done to the cause of Jewish-Christian unity
and understanding by one sincere, well-meant, and highly in
flammatory interpretation!
“After a good deal of soul-searching, and praying, I resolved
to discuss the entire matter with this Retreat Master (he teaches
at a university, incidentally). With many pleas and prayers to
the Holy Spirit for courage and guidance, I spent half an hour
‘fencing* with the good Priest.
‘ ‘Fundamentally, it boils down to the fact that, dedicated con
secrated, educated Man of God that he is, Father — is,
nevertheless, a priest of the ‘old school* who down deep is not
overly impressed with Pope John’s ‘fresh breezes blowing.’
It was my first confrontation with a man of God who, to me, rep
resented the Traditionalist* view of the Church. Thank God my
faith today is strong enough to stand firm and steadfastl Two or
three years ago, I would have cried in protest: ‘If this represents
the Church of Christ, I want no part of such a Church!’
‘TODAY, thank God, I could kneel and pray that Christ stands
supreme over and above the distorted teachings of men who claim
to profess Him! (I don’t mean to sound holier-than-thou! Father
——-— is a most learned and very sincere man of God! But I do
think he’s out of step with John XXIII and the spirit of Renewal).

Well, there it is—quite an experience for any convert to the
Church from Judaism, or for anyone else for that matter.
What does one do about these things? I too have found offensive
ideas about Jews from occasional pulpits or books by priests. I
have also found a gross misunderstanding of Jews among entirely
too many Catholics, educated and unlearned, young and old, rich
and poor.
THIS LADY on retreat was correct to speak to the priest about
his apparent misunderstanding of Jews--just to get his reaction.
Charity is the first law of any disagreement or confrontation. But
Truth must be upheld, and Justice proclaimed; error must be fought
and vanquished, from whatever source it may come.
There are some people whose prejudices against Jews~or Ne
groes—or other people, are so deeply rooted that I doubt whether
they can be corrected except by a direct and special grace
of enlightenment from God. But we should still talk to them,
I think, kindly, and point out their error and unchristian think
ing about certain groups of people. Sometimes, if that doesn’t
work, we can make stronger appeals to those in higher authority,
if such action is incidated or warranted.
For a Jew who becomes a Catholic to listen to a sermon, a
meditation, or a homily which is anti-Jewish, which paints an un
true picture of Catholic-Jewish teachings, or which is the least
bit detrimental to Catholic-Jewish understanding — this is a
very, very hard thing to take. It is always an upsetting and a
disillusioning experience, and can do untold harm!
THIS IS NOT the Church we joined. These are NOT the teachings
of Christ, and never werel This is NOT the way to improve the
image Jews have of the Church, And it is NOT the sort of think
ing Catholics should be getting—of the Jews.

forms of segregation within the
Church at the Conference for
Southern Catholic Leaders held
here.
Father Harold R. Perry, S.V.
D. said the peculiar history of
segregation within the Church
“has deprived the Negro of full
participation in the community
of the people of God and also has
permitted the conscience of the
Church at large, as well as that
of many individuals, to restun-
distrubed.”
Father Perry, Southern pro
vincial of the Society of the Di
vine Word said social customs
are now so strongly entrenched
in the South that they will not
pass away without "deliberate
planned efforts.” He also ad
vised that Negro members of
the Church should be consulted
regarding any race relations
decisions.
CONCERNING dualism with

said: “Our Church grows in
creasingly embarrassed by a
segregated school system and
dual church facilities. To wait
continually for the state to point
the way is to assume an apolo
getic approach and surrender
all freedom to the compulsion
of the state.”

served that to the American
Negro the Catholic Church has
given the image of a white es
tablishment with the Negro's
role a totally passive one.
“Until we are able to give
a dark face to the Catholic
Church,” Father Patterson
said, “until it can become an
indigenous part of the life of
the Negro among whom it works,
its apostolic outreach will re
main crippled and the natural
religiosity of the Negro will
keep him from the Catholic
Church rather than propelling
him toward it.”
FATHER Patterson said that
the. Church’s attitude toward the
Negro vocation is crucial to
changing the “white face.” He
said that vocation recruiting
policies of dioceses and re
ligious communities should be
completely open to the individ
ual vocation, with no quota bas
ed on race.
He added that vocation direc
tors must be open-minded and
flexible, without regard to race,
and that Negro vocations must
be assured of a chance to ad
vance on the basis of individual
merit.
