Guides Approved

Guidelines on Catholic-Jewish
relations which warn against
proselytizing and recommend a
change in Catholic textbooks
have been officially approved
and distributed by the U.S. Cath
olic bishops' Sub-Commission
for Catholic-Jewish Affairs.

he would like to see more com
munication between the smaller
and larger churches and more
contact with teen-agers.
Archbishop Hallinan told the
board, “We've never had a body
to analyze and assist them. We
don’t want to reduce them--
each has its own characteris
tics, but we do need to know
whom they are serving.”
The guidelines were approved
by the 16-member sub-com
mission and mailed to all the '
Catholic bishops in the United
States. The sub-commission is
a part of the bishops' Com
mission for Ecumenical and
Interreligious Affairs.

director of the Social Action
Department of the U.S. Cath
olic Conference and secretary
of the Catholic-Jewish Affairs
sub-commission, had presented
a preview of the proposed guide
lines in a speech in Philadelphia
on Mar. 5.
In advising that Catholics take
the initiative “in fostering
Catholic-Jewish Understand
ing,” the guidelines urge that
“proselytizing is to be care
fully avoided in the dialogue."
Basically, the guidelines rec
ommended that each diocese in
which Jews and Christians live
establish a commission or sec
retariat for Catholic-Jewish
affairs.

Prelate Suggests Talks
On Birth Control Problem

LONDON (RNS)—Joint talks
between Roman Catholics and
other Christians to help resolve
Pope Paul’s “dilemma’’ over
birth control were suggested
by Archbishop Thomas D.
Roberts in an interview pub
lished here.
“It is a thousand pities,”
he declared, “that represent
atives of other Churches were
not invited to join in the delib
erations of the experts called
together by Pope Paul when he
set up his commission of in
quiry (into contraception) in
June 1964. This is a matter
which calls pre-eminently for
ecumenical discussion.”
The Jesuit prelate, who once
was Archbishop of Bombay,
added: “If, now, the Pope feels
himself unable to adjudicate,
he might very well resolve his
dilemma by calling on those
same Christians of other
communions whom he invited to
be present during our delibera
tions at the (VStjican) Council.
“He has, in fact, been given
an opening by the Anglican team
at the recent Gazzada (Italy)
unity talks which has asked the
Holy See to set up a joint
committee to study the theology
of marriage.
“It has been widely reported—
and never yet denied—that Pope
Paul's special commission
voted in favor of allowing some
kind of contraception, with a
majority of up to 90 per cent
in favor. This very large per
centage would possibly become
99 per cent if a vote were
taken by all committed
Christians, and not just Roman
Catholics.
“In that case, there need
be no further need of delay.
The longer the decision is post
poned, the worse the crisis of
conscience for Roman Cath-

being upheld in public, while
ignored in private.”
Archbishop Roberts, 73, has
been a controversial figure in
recent years because of his
views on birth control and
nuclear disarmament. He ex
pressed his latest views in the
March 22 issue of the British
interdenominational journal,
New Christian. He was inter
viewed by Anna Cross, a free
lance writer at the Jesuit house
in Farm Street, where the
Jesuits maintain a famed
church. Archbishop Roberts
pointed out that he spoke for
himself, not for the Society
of Jesus.
He began by recalling that
at the beginning of this century
the Anglicans also began an
“angonizing re-appraisal” of
the practice of birth control
“which is now shakingtheGath-
olic Church.” He added:
“The Lambeth Conference
(that is, of Anglican bishops
throughout the world) of 1908
condemned artificial contra
ception unequivocally: the 1930
Conference gave qualified ap
proval, in certain circum
stances; the Conference of 1958
urged ‘responsible parenthood’
as a positive duty.
“Surely it would be all to
the good that we should benefit
from the experience of
Anglicans? They had to study
the same facts, overcome the
same doubts, and were certainly
inspired by a zeal to discover
the truth. It was an enquiry by
many learned and holy
Christians, married and
celibate.
“The main factor Anglicans
had to take into consideration
(but certainly not the only one)
was the new situation in the
world created largely by the
population explosion. . .This
factor of population has been
considered with such care by
non-Catholics that I made it
my business during the Vatican
Council to contact non-Catholic
observers and to ask what each
Church teaches in this respect.
“They were agreed that some
form of birth control was right
and necessary, and they did not
discriminate between different
methods once the principle was
allowed. This is where
conscience come in.”

tary schools will take part in
the annual trip to Washington,
D.C., which is sponsored by the
Department of Catholic Edu
cation. The 240 students will
leave Atlanta by train on Wed
nesday, .May ,3,™ from ,the Sou-
,thern Railway station.
Archbishop Roberts declar
ed: “There has been plenty of
talk, but action is needed now,
and a joint commission on this
subject would be to some extent
reparation for the past. But we
must do it quickly if the Church
is not to suffer more damage.
“When Charles Davis
(British theologian who re
nounced his Roman Catholic
priesthood and left the Church
last December) described the
Pope’s decision to postpone
judgment on birth control as
‘callous dishonesty’ he was
voicing the anxiety of many who
also feel, with Davis, that to
say, as the Pope did, that the
teaching authority of the Church
isnot ina state of doubt on the
issue of birth control is to deny
a plain fact.
“The longer that doubt
remains unresolved, the more
the authority of the Church is
weakened, and her image
tarnished in non-Catholip
eyes.”
While in Washington, the stu
dents will stay at the New Hamp
shire Motor Inn on the outskirts
of the city. The total cost of
the tour is $65. Six men and two
women will chaperon the trip.
