Expects Specific
Birth Statement
NEW YORK (RNS)-—Dr.
Franklin Clark Fry, president
of the Lutheran Church in
America, expressed the view
here that Pope Paul VI would
probably soon make a more
specific statement on birth
control than he did in the
encyclical, On the Development
of Peoples.

Commenting on that portion
of the encyclical dealing with
population and family planning,
Dr. Fry stated:
“The references in this ency
clical to the emergency needs
that the world faces today in
the field of population control
are almost incidental and, I
assume, are to be viewed as
preparatory to a fuller and
more specific declaration by
Pope Paul in the not distant
future.”
Dr. Fry said that the ency
clical’s ‘ approval of the pro
priety of public authorities
playing a role in the dissemi
nation of birth control infor
mation is a welcome advance.”
“It closely parallels an
earlier position statement of the
Lutheran Church in America,
which of course went consider
ably further,*’ he added.
Tliat statement condemned
both “irresponsible, conception
of children up to the limit of
biological capacity” and selfish
limitation by parents of family
size.
In 1965, the LCA Executive
Council said that means of birth
control are “matters of medical
determination” and that
“responsible parenthood is a
sound precept that should be
available to all mankind.”
The Pope’s encyclical stated,
in regard to family planning,
“It is certain that public
authorities can intervene,
within the limit of their com
petence, by favoring the avail
ability of appropriate infor
mation and by adopting suitable
measures, provided these be in
conformity with the moral law
and respect the rightful freedom
of married couples.*’
