NEW YORK (RNS) --A letter
urging Secretary of Defense
Robert S. McNamara to recog
nize the position of conscien
tious objection to a particular
war has been signed by more
than 1,000 students in 64 Pro
testant, Roman Catholic and
Jewish theological seminaries.
It noted that by virtue of their
exemption from military ser
vice, seminarians are "enabled
to evade the moral dilemma that
is so troubling to many other
young men who face the pros
pect of military service.’*
The draftee’s option, the let
ter implied, was to ignore con
science and go to war when
drafted, or refuse to serve and
go to jail. "But we are pre
cisely the people who should be

Among other prescriptions
and options contained in the in
struction are:
—Instead of the Oratio Im-
perata, the bishop may include
in the prayers of the faithful
one or two intentions of local
interest.
—The priest genuflects only
when arriving at and leaving the
altar, if it has a tabernacle with
the Blessed Sacrament; after
the elevation of the Host and
after the elevation of the cha
lice; at the end of the Canon
after the Doxology; before say
ing "Panem caelestem accip-
iam” at Communion; after re
turning unconsumed Hosts to the
tabernacle.

A number of religious and
secular groups, the letter con
tinued, have favored amending
the Selective Service law to
recognize conscientious objec
tion to a particular war.
"If this proposal does not
seem acceptable, can you sug
gest any other way to avoid a
confrontation between the de
mands of the law and those law-
abiding young Americans whose
conscience will not permit them
to fight in Vietnam?" the semi*
narians asked the Defense Se
cretary. "Without some pro
cedure that could ease such a
confrontation, we fear the grave
prospect of growing numbers of
young men refusing to fight in
Vietnam whatever the legal con
sequences to them selves and the
political consequences to the
country.
Cardinal Urges
Germans To Accept
Increased Taxes
COLOGNE, GERMANY (NC)
—Joseph Cardinal Frings of
Cologne, in a radio message
commemorating Germany’s
Labor Day, urged Germans to
accept higher taxes willingly if
these become necessary to
equalize the distribution of
wealth around the world.
In a special appeal to Catho
lic demographers and econo
mists, the 80-year-old cardinal
urged them to investigate me
thods of implementing papal
suggestions to aid impoverished
nations.
Pointing to Pope Paul Vi’s
new encyclical, The Develop
ment 'of Peoples, the cardinal
emphasized that misuse of pri
vate property rights was caus
ing much of the world's poverty.

second sessions, the American
sentiment began to congeal. Two
weeks before the final dramatic
vote on the Liturgy (the first
of Vatican II’s documents), the
United States bishops met in
Rome and voted to extend the
English in the Mass "as far
as possible". In April 1964
this vote was made formal,
and confirmed by Rome. "Part-
English Masses" began in
American churches the first
Sunday of Advent 1964. Later
the three Key orations of the
Mass (the Collect, Prayer over
Offerings, and After Commun
ion) were included.
Frantic efforts were evident
in the preparation of suitable
texts. In the interests of haste
and experimentation, the 1964
version was made up of exist
ing missal texts with scriptural
readings from the Confraternity
translation. There was consid
erable dissatisfaction, some of
which was quite useful; much of
it however was linked to that
resistance to change which is so
evident among many people.
Meanwhile one of the most
far-reaching movements was
well under way. Ten English-
speaking hierarchies authoriz
ed the long-range preparation of
an International English text in
1963. Theologically and scrip-
turally authentic, this transla
tion has the additional contri
butions of literary and dramatic
stylists, and musicians. Sam
ples have twice been sent out to
thousands of interested people,
and their comments and critic
isms carefully considered.
Then the bishops took hometo
study this mimeographed text
along with three other existing
missal versions. There is much
polishing still to be done on the
text before its final approval by
the National Conference of
Catholic Bishops, and the Con
silium.
It is probable that the ver
nacular Canon will be ready
the first Sunday of Advent 1967.
The other changes (violet vest
ments for Requiem Masses, no
maniple, changes in rubrics,
etc.) will be effective June 29.
The use of the vernacular
has become for the proponents
of the liturgy somewhat of a
touchstone. It is certain that
some Catholics, whohavenever
read or received instructions
on the meaning of worship, see
the use of English simply as a
modernization, or an easier
way, almost a gimmick. But
actually, the vernacular was

Pastors are directed, in the
Constitution on the Litrugy, to
see that "the faithful take part
(in Mass) knowingly, actively
and fruitfully”, (par. 11) The
rites must be "within the peo
ple's powers and comprehen
sion’’, (34) and both texts and
rites must "express more
clearly the holy things which
they signify". (21)
During the spirited debate of
the first two conciliar sessions,
the Fathers, by overwhelming
vote, went farther. The ver
nacular was approved first for
the scriptural readings, and
then some prayers and chants.
Later other parts were permit
ted in the mother-tongue, and
now the Canon (from the Holy,
Holy, Holy to the Lord’s Pray
er), the great action of the Eu
charist, will be clearly expres
sed so the text and rites will
truly express "the holy things
that are signified”.
—The celebrant kisses the
altar only at the beginning of
Mass, while he says the pray
er "Oremus te domine”; or
when he ascends to the altar if
the initial prayers have been
omitted; and at the end of Mass
before giving the blessing and
dismissing the people.
—At Mass in which the peo
ple participate, even if not con-
celebrated, the priest may re
cite the Canon aloud if he thinks
it opportune.
—At sung Masses the cele
brant can sing those parts of the
Canon which may be sung in the *
rite of concelebration.
—The celebrant remains er
ect with outstretched hands
when beginning the "Te igitur"
(this means he no longer bows).
—The celebrant makes a sin
gle sign of the cross over the
unconsecrated bread and wine
at the words "Benedicas haec
dona," "Haec munera," "Haec
sancta sacrificia illibata.” The
priest also omits the sign of the
cross before his own Commun
ion.
—After the Consecration the
celebrant need not keep thumb
and forefinger joined.
The Instruction also makes
certain regulations for the cele
bration of Mass by a priest who
