MONSIGNOR Patrick J. O'Connor recently addressed members
of The Serra Club of Metropolitan Atlanta. Monsignor told of
his recent trip to Ireland to attend the ordination of the five new
priests who will arrive in Atlanta in August. With Monsignor
O'Connor at left is Louis C. Fink, newly elected Serra trustee,
and Harry L. Cashin, Jr., 2nd vice president. James L. Up
church, president, presided.

The Atlanta Archdiocesan
Council of Catholic Women will
hold its annual Leadership
Conference this year on Wed
nesday, July 26 at the Holy
Spirit Parish Center, 4449
Northside Dr., Atlanta.

The day will begin with Reg
istration and coffee at 9:30
a.m. Mrs. E. P. Faust, a past
president of the ACCW and
chairman of this Leadership
Conference, will discuss among
other things "the .Duties of a
Parish President and NCCW’s
Five New Commissions.” At
10:45 revolving workshops on
the new commissions will be
conducted by the women who
attended the N.C.C.W. Leader
ship Institute held in Charles
ton last April.
It is expected that the re
volving workshops will give
those attending this conference
a more complete view of the
whole structure and interaction
of ACCW and Parish work than
ever before.
At 12:30 the participants will
attend Mass which will be fol
lowed by a luncheon at 1 p.m.
Any interested person is in
vited to attend this conference
and particular emphasis is
placed upon the advisability of
Parish Presidents and their
chairmen attending.
The purpose of this annual
conference is to acquaint the
leaders in the. affiliated
parishes with the many ways
in which the ACCW can be of
service to them, said Mlrs.

Britain Okays Abortion;
Catholics Fought It

LONDON (NC)--A weary,
half-empty House of Commons
gave final approval to a bill
to legalize abortion in Britain
after a small group of oppon
ents led by Catholics had bat
tled against acceptance through
the preceding night.
The opposition, which was led
by a young Catholic Conserva
tive M.P., Norman St. John-
Stevas, proposed and argued
amendment after amendment
against the highly organized
supporters. They operated in
shifts, but finally had to con
cede, and the bill was passed
by a vote of 167 to 83--a mar
gin of 84—in a cheering Com
mons after 21 hours and 15 min
utes of debate.
This was the longest session
in 16 years in the House of
• Commons. The absence of more
than half of its 630 members ob
viously indicated that many ab-

sented themselves deliberately
from involvement in such a
highly controversial measure.
The British Labor Party gov
ernment, while shirking re
sponsibility for such a vote
losing measure, gave the bill
its tacit approval by allowing
Parliament to spend an excep
tional amount of time on a pri
vate member’s bill, which or
dinarily would have been
shelved after a previous all-
night session earlier in July.
The government, in fact, pro
vided a total of 64 hours of
parliamentary time to the bill
since it was first introduced
by an individual Liberal Party
member, David Steel, aged 29,
last summer.
The government helped to
Swing the bill with a dramatic
intervention during the mara
thon session by Home Secretary
Roy Jenkins, who said the final
decision would put to rest' a
r cfifficulf social ■. controversy.'
Supporting the bill, he said it
would be a great pity if Par
liament "dodged the issue at
this stage."
"I believe that by carrying
this bill through we shall make
a practical contribution toward
a solution—there is no perfect

"The abortion law as it exists
is uncertain, archaic and harsh
and it is extremely desirable
that it should be reformed on
all those grounds,* he added.
A Catholic, Hugh Fraser,
forecasting that the bill would
lead to abortion on demand,
said: "It is a sad commentary
that after 1,000 days of this
government there should be no
extension of freedom except
to the homosexual and the abor
tionist." ' He was referring in
part to the bill passed by Com
mons early in July making
homosexual acts between con
senting adults no longer a
crime.
Steel himself during the ses
sion dramatically produced a
test-tube said to contain a
seven-week-old embryo which
he said was only a half-inch
long and stated: 'This is what
we are weighing against the life
and welfare of a mother and her
family."

certain conditions, to allow
Catholics in their parishes
to anticipate the Sunday Mass
obligation on Saturday evening.
The privilege extends to visi
tors within a parish, and also
applies to holy days.
The Saturday Mass must be
celebrated after 5 p.m., and the
Mass formulary must be that of
the Sunday. As on Sunday, the
celebrant is required to preach
a homily and to include the
prayers of the faithful, at the
Offertory.
The possibility of obtaining
this privilege was enunciated in
a Vatican instruction on the Eu
charist issued May 25.
Wherever the privilege is
granted, pastors must explain
to the people that they are to
keep sacred the day of the
Lord's Resurrection, even
though their participation in the
Holy Sacrifice occurred the
night before.
In the Superior diocese, the
first in Wisconisn to receive the
faculty to act on this privilege,
Bishop Hammes will grant it for
the summer months, from Me
morial Day to Labor Day, to
pastors who say they need it.
A pastor who does not have a
sufficient number of priest
assistants, for example, might
wish to use the privilege. An
extension beyond the summer
months may be granted in in
dividual cases. The privilege
was granted to the bishop of the
Superior diocese for five years.
In a letter to priests of the
diocese, Bishop Hammes said
he "requested this privilege of
the Holy See for the easing of
our mutual problems of giving
good pastoral care to the dio
cese, an obligation made dif
ficult during the tourist
season."
