Swiss Dissatisfied
With Legislation
On Mixed Marriage

a joint statement issued here,
leaders of Switzerland's major
Christian communities an
nounced their common dissat
isfaction with ecclesiastical
legislation regarding mixed
marriages.
Committing all signers ofthe
statement to a search for ways
to ease the tensions caused by
mixed marriage laws, the com
munique also indicated that ec
umenical cooperation in other
fields would be hindered as long
as the current laws remain on
the books.
The declaration was signed
by leaders of the Swiss Evan
gelical Church Union and the
Swiss Old Catholic Church as
well as by Bishop Francois
Charriere of Lausanne, Geneva
and Fribourg. Its release fol
lowed two years of discussion
among the men involved.

tences as not "obliging in a
juridical sense,” the document
nevertheless commits the
churches involved to seek out
a way to consider "the mutual
recognition of all marriages,
including mixed marriages,
contracted in any of our
churches.”
The document points to the
recent relaxation of Catholic
regulations regarding miked
marriages celebrated in Ortho
dox churches, and criticizes the
current "minimum of common
discipline in marriage.”
Other elements of the state
ment call for an ecumenical
preparation for marriage and
a commitment from the engaged
couple that their children be
raised as Christians. With this
commitment, church leaders
declared, there must be a reali
zation that parents have to raise
their children within the frame
work of some organized churc-h
to insure their maturity as
Christians.

The leader of a Jewish congre
gation here has questioned the
reasoning behind the Vatican's
request to internationalize Je
rusalem.
Rabbi Hayim Donin of Congre
gation B’nai David suggested, in
a sermon to his congregation,
that the Vatican might be moti
vated by an ancient theological
tenet that should have been re
nounced by the Vatican Council.
'Since Israel has offered to
internationalize the Holy Places
themselves, or better still, to
place them under the adminis
trative jurisdiction of each of
the faiths, and to guarantee their
protection and free access there
to by peoples of all faiths,” the
rabbi said, “why does the Vatican
insist on pressuring for the inter
nationalization of the City of Je
rusalem itself and preferably
even New Jerusalem which has
almost no sacred ancient shrines
to speak of?”

Rabbi Donin also asked: “Why
has the Church become so much
more upset at the thought of Is

“The answer to.these perplex
ing questions goes deeper, I be
lieve, than all the pious state
ments being heard concerning
the admittedly sacred character
of Jerusalem to the three faiths
involved,” the rabbi commented.
He claimed the Vatican was
motivated by a teaching in clas
sical .Christian theology which
held that the destruction of Je
rusalem in the year 70 and the
Jewish defeat suffered at that
time at the hands of the Romans
“is very clearly viewed as Divine
punishment for Jewish stubborn
ness in refusing to accept Chris
tian claims.’*
"If such notions do still lie at
the heart of the Vatican’s efforts
to internationalize the city,” the
rabbi said, “then we can only
appeal to it to re-think its posi
tion in the light of its own Vatican
Council spirit.”
Noting the Council’s renuncia
tion of the accusation against
the Jews of being guilty of ‘dei-
cide” and its stand against anti-
Semitism, Rabbi Donin said that
the Divine punishment. claim in
the destruction of Jerusalem
should be laid to rest “as a
dangerous myth,” one which con
tains “the seeds of anti-Semi
tism.’’

from Dec. 10 to 17—during the

Bishop Breitenbeck indicated
that the change in dates of the
observance—formerly held
during' the last week of
J anuary—was due primarily to
many requests received from
educators. In many areas of
the U.S., the observance coin
cided with examination periods
and holiday.

Open Housing
NEW YORK (RNS)—Dele
gates to the bienniel convention
of the Lutheran Church-Mis-
souri Synod here adopted a
strong resolution in support of
open housing and established a
program to carry out its intent.
The plan, which provides a
system of loans and grants to
be used in finding homes not
affected by racial restrictions,
was approved without audible
dissent by the representatives
of the 2.8 million-member body.
Funds, according to the re
solution, are to be collected by
the Synod's Board of Social
Welfare out of voluntary gifts
and held in trust for the speci
fic purpose stated. A spokes
man said that loans would not
be restricted to Synod mem
bers.
The resolution did not outline
the exact manner for adminis
tration of the funds.
Dr. Bertwin L. Frey, pre
sident of the Synod’s English
District, voiced the hope that
“we are talking about millions
of dollars rather than small
sums,’* and said that funds
might be used to provide seed
money for housing programs.
He cited the example of his
own congregation, Messiah Lu
theran church in Fairview Park,
Ohio, which is involved in a non-
profit fair housing group organ
ized to rehabilitate houses in the
Hough area of Cleveland.
Dr. Frey also said that the
money might be used both in
ghetto areas and to encourage
movement of Negroes into'white
neighborhoods.
The Synod was directed to
undertake a program among its
6,000 congregations to “em
phasize every Christian’s min
istry to the whole man” and to
“urge individuals to support
and to participate in housing
programs that seek to achieve
equality of opportunity for every
human being.’’
Along with the resolution on
the loan fund program, the dele
gates accepted a statement ac
knowledging past failures to be
sensitive about problems of ra
cial and ethnic groups. It ur
ged members to re-examine
Scriptures to ”be rewarded in
understanding, love and con
cern” for all regardless of
race.
The resolution, which had a
strong biblical orientation, said
this was essential “because
all are loved by the Father, have
been redeemed by the Holy Son
and need the quickening power
of the Holy Spirit.”
Comments by delegates indi
cated the Synod’s self-
consciousness about support for
the social action measures.
