of the world; may skepticism
regarding the constitutional
inability of mankind to advance
its freedom never triumph; but
may hope be confirmed and with
hope the necessary action to
resolve present conflicts and
prevent others in the future.”
The Pope concluded his
1,000-word message, delivered in
a firm, ringing voice, by
expressing “another wish which
the good of mankind suggests and
which we would like to vivify
with the charism of Easter.”
This wish was for “a clearer,
more authoritative and more
effective affirmation of the rights
of man, which the civilized world
is celebrating this year in a special
and solemn manner,” the Pope
explained, adding:
“Easter bestows value upon
the good wishes which we express
to all of you, to those who suffer
from present conflicts, to those
who work for the happy solution
of pending world questions, to all
of mankind, in the name of the
Risen Christ, together with our
blessing.”
In he opening part of his
message, Pope Paul spoke of “the
interior world of the heart, where
it may seem a vain labor to
introduce truly active and
renovating elements, those
innovations, namely, which can
conquer man’s natural tendency
toward his inborn weaknesses,

Pastoral Council Rejects
Aid To Revolutionaries

to revolutionary movements in developing countries was rejected here
by the Netherlands Pastoral Council.

“We think of a continual,
progressive regeneration of man.
We have invincible confidence in
his perfectibility. The

Kingship, gives us reason to hope
that the characteristic effort of
modern man, applied to the
tenacious conquest of the
kingdom of creation, will also
receive from above...a
contribution of light and a
witness to the truth which will
consolidate man’s work
sometimes feeble and sometimes
erroneous as it is, to persevere
and to progress increasingly
toward authentic human
perfection.
“In other words, we hope that
the force of the Resurrection of
Christ may, in some measure, be
infused also into the changeable
temporal vicissitudes of man.”
During the Easter Mass,
prayers were recited in Italian,
English, French, German and
Polish in deference to the
multilingual composition of the
vast congregation which stretched
far down the Via della
Conciliazione, the wide approach
to St. Peter’s Square.

Riot Commission
Will Reconvene
CHICAGO (NC) - Spurred by
the civil disorders that swept
dozens of American cities in the
wake of the murder of Negro civil
rights leader, Dr. Martin Luther
King, the President’s Advisory
Commission on Civil Disorders
announced that it will reconvene
this spring.
Reason given was the
interpretation that might be given
to the term “revolutionary.” The
Council adopted a report favoring
aid to developing countries, but
qnly after deleting a paragraph
which called for moral and
material assistance to
revolutionary movements.
At the same time, the Council,
following a four-day plenary
session^ adopted a resolution
calling for greater efforts to
educate the Catholic faithful
regarding responsibility toward
emerging new nations.
It also adopted a report on the
missionary task in developing
countries. It placed special stress
on the need for cooperation with
missionaries of other Christian
bodies and for creating national
secretariats to help coordinate
and strengthen mission work.
Some speakers branded as
“irresponsible” government
efforts to curb population growth
in depressed areas.
