Vatican Daily Editor Won’t Print Dissent
By ROBERT GRAHAM S.J.
VATICAN CITY (RNS) -
Since the publication of Pope
Paul’s encyclical of Human Life
on July 29, the semi-official
Vatican daily, L’Osservatore
Romano, has filled its pages with
statements of support from
bishops, theologians, writers and
simple faithful. Of the voices of
dissent it makes no mention.
Needless to say, this one-sided
treatment draws down upon it
the reproaches of some other 5
Catholic papers. Now the editor
himself, Prof. Raimondo Manzini;'
has replied to the criticisms in an
editorial. His job, he says, it “to
guide, not to misguide.”
“The Osservatore Romano,”
wrote Prof. Manzini, “has the
task of developing the
authoritative treaching positively
and it cannot be accused of
reticences when it publishes

information more concerned with
guiding—than misguiding, when it
goes to the heart of the authentic
teaching, the essential basic
precepts and the reassuring assent
to such a solemn and important
act of the teaching authority.”
Without the Osservatore
Romano, he argued, world
opinion, whether Catholic or
non-Catholic, would be unaware
of the scope of the positive
acceptance of the encyclical
throughout the world, on the
part of the bishops, the clergy,
laity and specialists in family life
as well. “The fact,” he wrote,
“that the encyclical is
controversial does not mean that
it does not have behind it the
almost universal obedience of the
people of God. And it is this
obedience that is being
documented.”
Prof. Manzini then alludes to
the related point raised after the
issuance of the encyclical to the
effect that the real issue is now
not the question of contraception
but the very authority of the
papacy, its exercise and its limits.
In this he finds justification for
the Roman newspaper to put on
the record the acceptance of the
encyclical. In this contention
“there is revealed something
much more serious, for it forces
and falsifies the letter and the
spirit of the conciliar doctrine to
Which these same sources appeal
- the unambiguous doctrine of
the Primacy of Peter confirmed
in the dogmatic constitutions of
Vatican II, according to
revelation and tradition.”
“If, therefore,”, he said, “the
problem for some is not merely
the argumentation of the
encyclical but the weight of the
authority of the highest teacher,
all the more reason is there for
insisting on the widespread,
unchallengeable and universal
witness of unity, of firmness, of.
reverence and of love towards the
Chair of Peter.”
Osservatore’s editor then
turned the critics’ own arguments
against them when he
commented acidly on the
partiality of some of the Catholic
publications which criticize his
newspaper. “One may ask if the
right to information and the
consequent duty to inform is
respected in fact by those who
accuse us of giving a one-side
view of things, when they
themselves ignore and keep their
readers uninformed in their own
columns of the face of the
obedient church.” Some of those
who criticize the infallibility of
the Church, he added, seem to be
convinced of their own personal
infallibility.”
Prof. Manzini’s reply mildly
reflected the smouldering
resentment in the Vatican-over
the tendentious reporting of the
birth control issue by the world

press, often misrepresenting the
papal views.
In a recent article in the Swiss
monthly Choisir, the German
Jesuit Alois Muller noted the
inadequacies of the reporting in
secular journals. He comemnted,
“There is still a big gap between
the claims of the press to give
theological information on the
one hand, and its ability to do so,
on the other.” Prof. Manzini
himself noted that the world
press has concentrated on the
negative aspects of the encyclical,
that is, the condemnation of
contraception, without due
attention to the larger vistas
opened up in the papal document
on the significance of conjugal
love.

Fulton County
It has been suggested by some that the sheriffs office be abolished.
When one considers the way it has been operated in the past, that
might seem like a good idea. But there are functions of government
that must be performed whether by the sheriffs office or someone
• else. But for the next four years they are going to be handled in
Eulton County by an elected sheriff and I submit that I can handle
them better than my opponent. I know that many improvements
must be made in the operation of the sheriffs office and the county
jail. I will recommend that the County Commissioners retain
qualified experts to make a thorough study of this office and to
make recommendations for improvement. I want the opportunity to
put my years of experience in this field to work for all the citizens of
Eulton County. There is much to be done.
