REPORT SAYS:
Bishops Know Problems Of Church
The U.S. Roman Catholic
hierarchy indicates an
increased awareness of
personnel and communica
tions problems within the
Church, according to the
findings of an exclusive study
of Roman Catholic bishops
by The Gallagher Presidents’
Report.
The weekly newsletter to
corporate chief executives
believes much of the
American bishops’ current
thinking as reflected in the
study will dominate the
International Synod of
Bishops scheduled to convene
in Rome on September 30.
Among the significant
findings of the GPR study: 1)
Vocations were cited by over
eight of ten (83.3%) bishops
as the msot urgent problem in
their dioceses. 2) Over half
(56.7%) are considering the
use of women in liturgical
functions and in
administering some
sacraments. 3) Nearly eight of
ten (79.3%) think bishops
should take a stand on
controversial issues (e.g.,
Vietnam). 4) Nearly
two-thirds (64.3%) recognize
mandatory celibacy as a
major factor in the departure
of priests.
The GPR study is based on
a scientific sampling of 31
bishops in a geographic
cross-section of 155 dioceses.
The bishops represent 13.4
million U.S. Catholics or 28%
of the nation’s 48 million
Catholics. They oversee
11,360 priests or 31.3% of
the 37,020 diocesan priests in
the U.S.
The Report notes a
relaxation in bishops’*
attitudes toward clerical
departures. Nearly half (48%)
of the respondents view
former priests as faithful to
conscience compared to
16.7% in a similar GPR study
two years ago (Sept. 17,
1969). Three-fourths (76.7%)
think clerical departures are
still a critical issue. Seven out
of ten regard mandatory
celibacy as a critical issue.
However, over half (56.7%)
think clerical departures will
decrease.
A lack of meaningful
management development
programs in the Church is
cited as a major weakness, the
Report continues. Two-thirds
(64.3%) of the bishops rate
priests on their performance.
Half (50.0%) give ratings as
needed. One-third (36.4%)
operate with no set plan.
Mere 13.6% rate priests on an
annual basis. Only one out of
three bishops attempts to
seek fulfillment for priests via
annual interviews on an
individual basis. The Report
notes two encouraging signs
in updating the Church’s
personnel policies: 1) All
bishops favor apititude
testing of potential priests
prior to seminary training; 2)
85.7% seek promotion of
young priests and a planned
program of retirement for old
priests.

New Orleans on August
25-26, 1971 to set mechanics
of the Assembly in motion
for 1971-72 in the states of
Florida, Mississippi, Georgia,
Alabama and Louisiana.
“Pastoral Dimensions for
the Sisters of the ’70’s” is the
theme for the fall meetings to
be scheduled in Jackson,
Lafayette, Atlanta and
Orlando. These conferences
will stress ministry for
religious women and justice
in the world.
A region-wide program for
membership was initiated to
dissemenate the “good news”
of NAWR whose goal is one
of collaboration, forum and
communication for religious

drafted for all Bishops of the
Southeast Region.

Donohue, Atlanta, Ga.; Sr.
Leo Cavelle, Ocean Springs,
Miss.; Sr. Theresa Drago,
Lafayette, La.; Sr. Dorothy
Guilbault, New Orleans.
Professionalism Shouldn’t
Interfere With Priesthood
SAN ANTONIO, Tex.
(NC) — Priests should have
professional competence in
various fields but should not
allow professionalism to
interfere with their religious
vocation, a Galveston-Hous-
ton diocesan official said
here.
“While professional
competence in secular aspects
of a priest’s life is essential if
his individuality is to be
safeguarded and his work
made more effecitve, he must
never be satisfied with being a
skilled counselor who
happens to also offer Mass or
a school administrator who
sometimes baptizes,”
commented Father John L.
McCarthy, the diocese’s social
action director.
A priest must be a man of
faith, Father McCarthy said,
adding that a priest “must
live a life centered in Jesus
Christ, a life so strongly
centered in Jesus Christ that
his faith becomes a sign to
others, a sign so strong that it
becomes the cause of faith in
others.”
Father McCarthy, also
pastor of St. Theresa’s parish
in Houston, addressed a
district convention of Serra
International, a lay
organization which promotes
religious vocations
particularly for the
priesthood. Serrans from

He said priests, especially
those assigned to parishes,
must seek a balance between
developing their individual
professional competence and
their social responsibility to
serve the Church’s
community.
Father McCarthy said:
“The priest who tries to
save money by functioning
around a parish as a highly
educated janitor, bookkeeper,
clerk-typist and an athletic
director must give way to a
man who is unabashedly
aware of his importance and
therefore the value of his
time -- aware of the
uniqueness of his role and
committed to fulfill it
without having his
effectiveness squandered and
drained by trivia. A priest’s
day should be filled with
reading, thinking, praying,
and in Christ’s name,
leading.”
Father McCarthy urged the
Serrans to update ways of
promoting vocations. He
encouraged the group to seek
priesthood candidates among
mature men on college
campuses.
“Altar boy picnics
delightful though they may
be - are hardly the cutting
edge of change in the
Church,” he said.
