SACRED HEART BUILDING IS 75 YEARS OLD -

Sacred Heart Church in Atlanta. All of the priests of
the parish served as concelebrants. Father John Mulroy
is pastor of the downtown church. Following Mass a
reception was held in the parish center.
Responsible Population Policy Asked
LONDON (NC) — A group
of Catholic leaders are joining
other public figures in this
crowded little island in calling
for a responsible policy to
limit the population of
England and Wales.
“This may involve a
reversal of Catholic attitudes,
but certainly not of Catholic
teaching,” says Mill Hill
Father Arthur McCormack,
one of the leading Catholic
population experts and
author in 1971 of
“Population Explosion - a
Christian Concern.”
Father McCormack and
some other Catholics here
emphasized, however, that
they do not endorse “panicky
soluctions.”
“The number one problem,
in the long term,” for Britain
is overpopulation, according
to a widely circulated study
by the Conservation Society.
In “A Population Policy for
Britain,” the society
recommends:
-A minister for population
with cabinet rank.
-A national family-plan
ning program.
-An extensive publicity
campaign to advise Britons of
the dangers of overpopulation
- with the motto “Two Will
Do,” referring to the ideal

An organization calling
itself the Population
Stabilization Group has
circulated a photograph of
Pope Paul VI to schools here
with the catchline: “Why
doesn’t he preach what he
practices?”
Another group called
‘‘Countdown’’ in
advertisements is asking for
$2.5 million for family
planning information and
devices - 40 percent to be
used in Britain and the
balance to be donated to the
International Planned
Parenthood Federation.
England and Wales
(excluding Scotland and
Northern Ireland, the two
other areas included in
Britain) are one of the most
densely populated land areas
on earth, with some 800
persons per square mile. The
Netherlands, with 940 and
Taiwan with 910 have greater
population densities.
Although the population
growth rate is among the
lowest in world - 0.5 percent
per year - the 50 million
persons in England and Wales
are expected to double in
number in 138 years at this
pace.
The Conservation Society
report says that the present
average of 2.4 children per
family is too high.
Whatever the merits or
faults of a particular group’s
approach to population
policy, a number of Catholic
leaders here stress the need
for considering “the whole
human environment of a
praticular family,” as one
spokesman for the
English-Welsh Bishops’
Conference put it.
“The Church makes no
statement on ideal family
size, nor does Catholic
teaching involve large
families,” he said. “It is the
total environment that
counts: for example, the
situation is far different in
the Outer Hebrides (islands
off Scotland) than in
Kensington or Clap ham
(boroughs of inner London).”
Msgr. Augustin Harris,
president of the Social
Welfare Commission of the
English and Welsh bishops
told NC News:
“All parents must think
beyond their own family
needs to the wider needs of
society. This would include
the social and ecological
implications of all they do,
even as husband and wife.
Parents may well decide that
they have a moral
responsibility to limit their
families - but this must
remain their decision .. .
“Any legislative pressure
may take away personal
responsibility from the
parents, and so lead us away
from the plural society to the
manipulated society.”
Father McCormack said
that the Catholic doctrine of
responsible parenthood
involves population
considerations. “The big
contribution that the
Catholic Church could make
here is to stress the fact that
in our present situation in
England, the small family is
the general ideal,” he said.
“Don’t look down on big
families,” he urged, but went
on to say that Catholic
groups might avoid the
practice of giving a prize for
‘mother of the year’ to a
women with 12 children.”
Many English and Welsh
priests have reportedly
advised Catholics that if, in
good conseinece, they cannot
accept the conclusions of
Pope Paul’s encyclical
HUMANAE VITAE - which
rejects artificial birth control
- they are not in a state of
sin.
