Father James Rausch Newly Appointed
General Secretary of Catholic Conferences
WASHINGTON (NC) -
Father James S. Rausch has
been named General
Secretary of the National
Conference of Catholic
Bishops (NCCB) and United
States Catholic Conference
(USCC). He succeeds Bishop
Joseph L. Bernardin, who was
named Archbishop of
Cincinnati November 21 by
Pope Paul VI.
Father Rausch’s election to
a five-year term, effective
December 15, was announced
by John Cardinal Krol of
Philadelphia, president of the
Washington-based NCCB and
USCC. He was elected by a
mail ballot of the NCCB
Administrative Committee
and USCC Administrative
Board.
Cardinal Krol also
announced that Archbishop
Bernardin has been appointed
Secretary of the NCCB and
USCC by the executive
committee of the two
conferences. According to the
bv-laws of NCCB and USCC,
there must be a bishop
secretary if the General
Secretary is not a bishop.
Archbishop Bernardin will
serve in this capacity until the
next election in November,
1973.
Father Rausch, a
44-year-old priest from St.
Cloud, Minn., has been with
the conferences as USCC
associate general secretary for
almost three years.
“It’s been a period of
growth,” said Father Rausch.
“Our budget has actually
been cut, but we’ve become
much more responsive to the
local churches, to the need
for a collaborative
decision-making process.”
The NCCB was created in
1966 in response to the
Second Vatican Council’s call
for national organizations of
the hierarchy. The USCC was

formed at that time to
succeed the old National
Catholic Welfare Conference,
the permanent operating arm
of the country’s bishops.
Since the new general
secretary is not a bishop, he is
not a member of the
episcopal conference. When
asked if this would reduce his
effectiveness, Father Rausch
replied:
“No. I don’t see it as a
hindrance at all. The general
secretary is the top
administrator of the
conference, and his major
function is to coordinate the
work of the conference - to
implement and carry out
policy.”
Father Rausch also said he
did not think there would be
a significant change in
administrative style with his
appointment. “My
administrative training was
under Archbishop
Bernardin,” he said. “He
made a point of working with
people, and I hope to
continue that administrative
policy.”
Defining “Just” War
Is a Waste of Time
LONDON (NC) - Theologians in the past wasted a lot of time
trying to define the limits of a just war, German Redemptorist
Father Bernard Haring said during a lecture in England and
Scotland.
“What they should have worked out,” said the theologian, “is
a theology of liberation - how does man free himself from the
age-old slavery of war - not how do we justify war.”
Father Haring commented on a number of controversial
topics during his lectures.
On abortion, he said he feels strongly “that in the first few
days after fertilization there is not yet a human person.” He
pointed out that he was not speaking with infallibility but that
he felt that the issue is an area “of dialogue for theology and
medicine. There are open questions here,” he said.
“But I am quite sure that Catholic teaching and Catholic
conviction would never approve of abortion as we have in New
York State where in two years 500,000 abortions were
registered.
“This is absolute craziness and the Church is speaking with
prophetic courage to withstand this.”
On marriage, Father Haring said: “If the first marriage is a
hopeless failure and people remarry there should be a way to let
them know their sins - if they have sinned - can be forgiven.
“So many broken marriages had no chance from the start.
The Church is working on new conditions and many of the
marriage tribunals will have uneasy consciences if they continue
to apply the old rules.”
On ecumenism, he said: “It is unthinkable that we can hope
for unity by imposing one canon law and one tradition. If we
allow only one theology we practically deny, the mystery of
God.”
A condensation of a forthcoming biography of the
late Pope, focusing primarily on the “human qualities
of the man,” is appearing in the December edition of
READER’S DIGEST. Encompassing his 81 years
(1881-1963), the biography is entitled GOOD POPE
JOHN, and was written by Lawrence Elliott, a roving
editor for READER’S DIGEST who spent two years
researching the subject.
On Pope Paul’s 1968 encyclical HUMANAE VITAE, which
condemned artificial birth control, he said: “I do not feel we
should waste our time going on protesting. We should
acknowledge the Pope’s exemplary attitude. He has never used
violence against those who were expressing their sincere
disagreement.”
On bishops: “The Church has never had better bishops than
she has today.”
