FOR STAMP LOVERS -- Love is everywhere. Even
on stamps. The U.S. Postal Service today revealed that
this is the design which will appear on a “Special
Stamp for Someone Special” to be issued January 26
in Philadelphia, Pa., the “city of brotherly love.”
Nationwide distribution will be made in time for St.
Valentine’s day, but the Postal Service said it would be
appropriate for any special occasions. (NC Photo)
Sisters Schedule
Summer Retreats
The Atlanta Conference of Sisters announces plans
for two directed retreats for women religious,
scheduled in June and August of 1973.
includes private room and
bath, as well as all meals
during the eight days.
Approximately four hours
of prayer, and an hour of
private conference for each
sister is included in the daily
schedule.
Arrangements for the ACS
retreats are being made with
the consultation and
cooperation of Father Larry
Hein, SJ. Applicants for the
retreat may register through

Both retreats will run eight
days, and will be directed by
teams of Jesuits from the
New Orleans Province.
Beginning the evening of June
11, the first retreat will close
on the morning of June 20.
The second retreat is
scheduled from the evening
of August 16 to the morning
of August 25.
Ignatius House on
Riverside Drive in Atlanta
will accommodate the
participants. Registration is
limited to 40 sisters for each
retreat. A pre-registration fee
of $10 will be applied to the
total cost of $80, which

“JUDICIAL REFORM
BILLS CUT DOWN IN
HOUSE”: “In a swift surprise
vote the Georgia House
Monday (January 15) cut the
heart out of a package of 10
judicial reform bills.”
So ran the headline and
text in Tuesday morning’s
newspaper. To a group of
people who had recently
banded together to fight for
reforms in the court system it
came as a shock. To those
who have been striving for
improvements for many
years, it was just one more
indication of the seriousness
of our problems.
The bill referred to in the
newspaper was retrieved by
the concerted efforts of a few
determined persons who
convinced the legislators that
perhaps they had acted
hastily, and should
reconsider. By an
overwhelming vote the next
morning the bill was referred
back to committee.
In The Senate a similar bill
has been introduced.
Since the General
Assembly will be in recess
until February 12, 1973,
there will be time for
interested people to study the
legislation and communicate
with their representatives.
The system of justice in
the United States has become
a focus of mounting concern
and of serious criticism from
public officials, including the
President of the United
States, the Chief Justice of
the Supreme Court, the
current and former attorneys
general, and governors; and
from grand juries, police
officers, civil liberty
advocates and citizens.
There have been front-page
exposes, articles in leading
magazines, and studies by
special presidential and
gubernatorial commissions. In
Georgia, the State Bar
Association has been passing
resolutions regularly since
1894.
Despite the continuing furor
the state still has an archaic,
baffling judicial labyrinth,
structured essentially as it
was a century ago.
There are more than 2,200
judges in Georgia. Of these
some 1,800 hold positions as
justices of the peace and 159
as ordinaries, positions which
require no legal schooling.
In general, the judge of a
court of justice answers to no
one, works as he pleases and
can be removed from office

has every been impeached in
Georgia history.
Trying to diagram the
structure of the
inter-relationships of the
Georgia courts results in what
has been called “a cross
between a suspension bridge
and a spider web.” There is
no central authority or
responsibility. There is no
accountability. The system of
keeping documents and
records varies from court to
court. Procedures vary.
Facilities vary. Sentences also
vary widely from one court to
another, and justice seems far
more dependent upon who
and where you are than on a
consistent system.
And the situation of the
courts is but one part of the
overall problem. The justice a
court can render balances on
the validity of the laws, the
law enforcement agencies,
and the capacity of the
corrections system to carry
out the court’s intent, as well
as on the adequacy of the
court itself. Each of these
other areas is as much in need
of constructive reform as is
the court system.
Justice Rober H. Hall,
presiding judge of the Court
of Appeals of Georgia, says
that the legal profession
cannot accomplish the
changes needed without the
support of the general public.
“The layman,” Judge Hall
says, “represents the public
for whose benefit the courts
exist. He is either the victim
or the accused; he is the juror
who will decide guilt or
innocence. He is the voter
whose voice will determine
the direction his government
will take toward judicial
reform.”
There are bills in this
session of the General
Assembly of Georgia which,
if passed, could result in
bringing our courts into
position to act in an efficient,
economic, and respected
manner. Do you care? If you
