Crisis in Latin America—Argentina
S >
(THIRD IN A THREE-PART SERIES)
The presidency of Maria Estela Martinez de Peron, wife of the late Argentinian
President, Juan Peron, has a clear, and at this point, uncontested hold on that post.
With the support of Church leaders, plus the military and political factions, the
new president, who has no administrative experience, has held control of the
government since her husband’s death July 1.
ROME’S GREAT BASILICAS -
HOLY YEAR SHRINES - Inside the
Basilica of St. Paul’s-Outside-the-Walls,
Corinthian columns support a
procession of arches moving toward
the apse. In contrast to the relatively
simple exterior, the interior displays
irridescant and striking mosaic
decoration - adapted from the Romans
- along the nave walls, on the
“triumphal arch” leading into the apse,
and on the apse itself. These mosaics
are remnants saved from the fire which
destroyed the old basilica and range in
age from antiquity to the Middle Ages.
Pope Prays for Cyprus Peace
CASTELGANDOLFO, Italy (NC) - Pope Paul VI marked the feast of the
Assumption (August 15), by celebrating Mass in the parish church of St. Nicholas
here and spoke of his prayers for the return of peace to embattled Cyprus.
He also expressed fears the conflict would spread beyond that Mediterranean
island, where Turks and Greeks have been battling.
Fears that the new
president would not be able
to lead this greatly divided
country were dispelled, at
least for the immediate
future, by strong military and
political support for the
constitutional process in
Argentina.
Gen. Leandro Anaya, the
commander in chief of the
army, said that he spoke for
all of the armed forces in
saying that “I reiterate our
pledge to support with all
means within our reach the
continuity of the
constitutional process.” He
spoke during the funeral
services which ended the
three day official mourning in
the Congress building.
Ricardo Balbin, head of
the Radical Party, Argentina’s
second largest after Peron’s
Justicialist Movement, said:
“Mrs. President of the
Republic, the political parties
are at your side in the name
of your dead husband, to
serve the permanence of
Argentine institutions, which
you now symbolize.”
Balbin had become the
center of consultations
between political parties after
Peron’s death. He had
unsuccessfully run for the
presidency against the
Peronist candidate, Hector
Campora in June 1973 and
later against Peron himself.
He then became the leader of
the loyal opposition to Peron,
and was greatly respected by
him.
Argentina has had a history
of political instability since
1930, a product of
ideological polarization and
bitter confrontation of the
powerful labor unions with
the government’s and
industry’s management.
Peron, who played one
faction against the other
during his populist
government from 1946 to
1955, tried to stop these
indifferences after his return
from exile and to the
presidency last year.
Peron’s biggest failure was
his inability to cope with the
divisions among his own
followers in the Peronist
movement. The movement
ranged from leftist guerrillas
to conservative labor union
leaders, and the divisions and
polarization among them

became obvious after the
military government, which
ruled Argentina for six years,
finally gave in to their
unrelenting pressure and
allowed a return to
constitutional government,
opening the way for a new
Peron term.
Peron’s return to Argentina
after his long exile last year
marked the opening of
bloody warfare between the
groups vying for control of
the heterogeneous Peronist
movement. A shootout
erupted at the airport where
hundreds of thousands had
gathered to welcome the
aging leader, leaving some
200 dead.
Relations with the Church
during this, Peron’s third
presidential term, were good,
and the Argentinian bishops
had generally supported his
policies. The Third World
Movement of leftist priests
had enthusiastically followed
Peron’s lead, but had lately
shown some discontent at his
cautious policies, as had other
m ore extremist leftists
Peronists, such as the
Montoneros guerrillas.

excommunicated by the
Church after he allowed his
followers to go on a
church-burning spree in the
last few months of his second
term. He had had the support ^
of the Church in his first
term, but his laws allowing
divorce and prostitution
alientated it. The last straw in
his break with the Church
was his allowing the arrest
and deportation of Auxiliary
Bishop Manuel Tato of
Buenos Aires in 1955.
He was reconciled with the

Pope John XXIII. Pope Paul
VI refused an audience with
Peron in November 1973,
although the Argentinian
leader met with Archbishop
Agostino Casaroli, head of
the Vatican’s Council for
Public Affairs of the Church.

The small church, on the
square facing the front door
of the Pope’s summer villa,
was packed with
townspeople, seminarians and
nuns from nearby summer
residences, as well as the
regular flow of visitors.
At noon that same day, the
Pope appeared on a balcony
overlooking an inner
courtyard of the villa to
speak to some 5,000 people
They were sheltered by an
awning from the fierce rays
of the sun, which brought
temperatures of almost 100.
The Pope said:
“Our thoughts center on
that place where peace is in
grave danger and where
discord, which has only
barely abated, now threatens
to become conflict and, God
forbid, threatens to go
beyond the boundaries of
Cyprus to involve other
nations in an eventual bloody
and disastrous struggle.”
Even as the Pope was
speaking the fragile truce on
Cyprus had been broken.
The Pope told his visitors
that he had hoped to send
relief supplies to the victims
of the battles on the island
but had not yet been able to
do so because of the deeply
disturbed conditions there.
“We are praying for the
stability and the sincerity of
peace among peoples who
still do not have it in their
grasp,” Pope Paul said.
“We are praying that the
world will not see a revival of
the sad belief that only war
or violence or force can
resolve the disputes of
international society.”
At the early Mass in the
parish church Pope Paul
looked tanned and well,
showing no signs of the
arthritis attack which had
forced him to curtail his
activities earlier in the
summer. During the Mass he
gave Communion to about
100 children and elderly
persons.
Uope Sends Prayers
To President Ford
CASTELGANDOLFO, Italy (NC) - Pope Paul VI has sent
President Gerald Ford “prayerful good wishes” and blessings for
“all the beloved American people.”
The Pope’s Aug. 10 telegram was the first official Vatican
reaction to the transfer of the U.S. presidency from Richard
Nixon to Ford. No Vatican comment was forthcoming from any
of the usual sources, Vatican Radio, L’Osservatore Romano (the
Vatican daily), or the Vatican press office when news of Nixon’s
resignation was first announced.
