Vatican Commission Backs
Death Penalty Opposition
WASHINGTON (NC) - A study paper prepared by the
Pontifical Commission for Justice and Peace supports the U.S.
bishops’ position of opposition to the death penalty and
suggests that they further develop their position.
The U.S. bishops adopted a one-sentence statement opposing
the death penalty in November, 1974, after a prolonged debate
in which they were unable to agree on a lengthier statement
explaining their position.
The commission paper was requested by the bishops and sent
to them last June. It was released to NC News Service by the
U.S. Catholic Conference Office of Domestic Social
Development.
Father William Murphy of the Justice and Peace Commission
told NC’s Rome bureau the paper was a kind of
“aide-memoire,” or summary of a proposed position.
The paper does not have the status of official Church
teaching, but it is a strong indicator that the Vatican’s thinking
is in line with the American Church on this matter.
The commission paper supports “a pastoral attitude that
says: for the ethical values involved and because of the lack of
probative arguments to the contrary, the abolition of capital
punishment is to be favored.”
The U.S. bishops might discuss opposition to capital
punishment in the context of “respect for life” and opposition
to abortion and euthanasia, the paper suggests.
The paper makes these main points:
- The Church has supported the right of the state to impose
the death penalty.
- The Church has never dealt with the death penalty directly,
and does not explicitly support or prohibit it.
- “The existence of capital punishment in the Old Testament
does not of itself justify it for today” while the New Testament
does not explicitly prohibit capital punishment.
- Recent popes have stressed the “medicinal,” or corrective
aspect of punishment. Capital punishment is not “medicinal”
because “it negates the possibility of the criminal to rehabilitate
himself.”
- There is no convincing evidence that the death penalty is a
deterrent to crime.
- The Church has supported a “vindictive” or retributive
aspect of punishment, “but serious questions can be raised on
humanitarian grounds for the state to practice a merely
vindictive type of penalty. It certainly goes against the Catholic
tradition of humane treatment for everyone.”
- “The real question for Catholics is whether there has been
an evolution in thought and sensitivity which allows the Church
to see that a particular stand on this question will advance the
ethical values of Christian life and help people be more sensitive
to the rights of persons and society.”

CHARISMA TICS ADVISED:
Beware Of “Slaying In The Spirit”

MISSION FIELDS - The Glenmary
Home Missioners of Cincinnati have
released this new map showing that the
U.S. has 599 priestless counties as
compared with 1,022 priestless
counties on the first Glenmary map in
1937. The white areas indicate the
heaviest concentration of priests while
the darkest areas are counties most in
need of priests.
CINCINNATI (NC) - The
Glenmary Home Missioners
have issued a new map of the
United States’ “mission
fields” showing a sharp
reduction in the number of
priestless counties in the past
four decades.
The new map, prepared for
the U.S. Catholic Conference
by the Glenmary Research
Center here, is the fifth in a
series. It shows 599 counties
now without resident priests,
compared to 1,022 such
counties shown on the first
map, published in 1937.
The original map was a
project of Glenmary’s
founder, Father William H.
Bishop, whose penchant for
using maps to illustrate the
domestic mission problem
was attributed to his
experience as a Rand McNally
map salesman during his
student days at Harvard.
In the latest map, four
factors are used to measure
“the extent of home mission
need.” They are the ratio of
priests to total population, of
Catholics to other Christians,
of church members to
unchurched and of families in
poverty to all families.
“Where these ratios are
unfavorable,” a Glenmary
spokesman pointed out, “the
Mass and sacraments are
minimally available, the
potential for effective
ecumenism and ministry to
the unchurched is low and
there is great need for
Christian social action.”
“Although needs exist
everywhere,” the society
noted, “this map highlights
the 1,560 counties of the
United States where needs are
many and resources for
Catholic ministry are
comparatively few.”

Virginia, eight; South
Carolina, five; Tennessee,
four; Texas, three; and
Kentucky, one.
Despite having only five
counties in that category,
South Carolina was rated as
the state “most in need of
mission ministry.”
Glenmary’s new map also
reflects what the original map
reflected - that Appalachia
and the South are the areas of
most critical mission need.
Father Bernard Quinn,
Director of the Glenmary
Research Center, said no
additional maps would be
issued but that the series
would be updated following
the 1980 census.

ALBANY, N.Y. (NC) - A
Jesuit authority on
spirituality has warned
Catholic charismatics against
seeking the experience known
to Pentecostaiism as being
“slain in the Spirit.”
The phenomenon is
fraught with dangers when
pursued for a variety of
faulty reasons, according to
Father George Maloney, the
founder of the John XXIII
Institute for Eastern Christian
Studies. It can, he noted, be a
spiritually beneficial
experience when not sought
“as a thing.”
“Slaying in the Spirit”
refers to a phenomenon now
becoming more common
among Catholic charismatics
whereby the touch of one
person causes another to
swoon. According to Father
Maloney, it was common at
Protestant . revival meetings
throughout American history.
Treating the topic in an
eight-page analysis published
by Crux of the News here,
the Eastern-rite Jesuit
theologian cited examples of
“slaying the the Spirit” as it
occurred among Protestants.
He quoted one
Pentecostalist minister who
described “the first time this
power came upon him.
“ ‘Like a powerful current
passing through an electric
wire, I felt the anointing of
the Holy Spirit come upon
me so powerfully that I ran
down the aisle touching 35
people with my one finger on
their forehead and down fell
all of them on the ground.’ ”
Another preacher “had
400 people fall at once,”
according to Father Maloney.
Those who experience
being “slain in the Spirit,”
say a floating effect
accompanies the fall, filling
the person affected with
peace and joy.
“The whole body, soul and
spirit seem to ‘let go’ under

an invisible power,” the priest
said. “This state of relaxation
on all levels, with the body in
a very loose condition,
accounts for falls with rarely
any physical mishaps
accompanying them,” he
said.
Father Maloney did not
quarrel with the charismatic
movement, which he said has
helped thousands of Catholics
to change their spiritual lives
radically.
But he said being “slain in
the Spirit” is commonly
characterized by mob
instincts and by a desire for
the experience as a thing.
“I will know whether I am
seeking a ‘feeling,’ a thing,
and not seeking purely to
glorify God if I find myself
lined up ‘to be slain,’ wanting
something to be felt,
something to happen,”
Father Maloney wrote.
Additionally, when people
see others falling, supposedly
“slain in the Spirit,” there
follows the thought, “I would
like that to happen to me,”
according to Father Maloney.
“When this is multiplied so
that a crowd begins to want
this to happen, there is the
makings of an incendiary
situation, the unleashings of
great hysteria, all under the
guise of the workings of the
Holy Spirit.”
The priest pointed out that
charismatics should be
“cautious not to attribute
every action in prayer to the
direct intervention of the
Holy Spirit.
“Just as not every person
who speaks in tongues or
gives a prophecy may be
going this under the power of
the Holy Spirit, so too, a
powerful person naturally or
by an evil force may be
‘slaying’ others,” he
continued.
He warned against
“preachers who ‘advertise’ as
part of their ministry the
ability to slay you in the
Spirit.”
“As in every religious
experience,” Father Maloney
concluded, “there will always
be an intermingling of divine
intervention, man’s own
psychic activity and
something of the demonic
influence.”
Rather than seeking this
particular experience, he
counseled, it is better to
“seek how we can best serve
the Holy Spirit to build up
the body of Jesus Christ.” The
power of the Lord is “gauged
by His fruit produced,” not
whether one experiences a
particular psychic
phenomenon, Father
Maloney said.
